RAMALLAH, Jan. 15 (Xinhua) -- Visiting Chinese special envoy for the Middle East Sun Bigan called for an immediate halt of military activities in Gaza during his meeting with Palestinian National Authority (PNA) Chairman Mahmoud Abbas in the West Bank city of Ramallah Thursday.     The two discussed the situation in the Gaza Strip, which has been under intensive Israeli attacks for almost three weeks, causing more than 1,000 Palestinians dead and over 4,600 wounded. The two sides exchanged opinions on the Gaza crisis and vowed to work together to help ease the tension in the Palestinian enclave.    Before his visit to Ramallah, Sun also toured Egypt and Israel, where he put forward five standpoints of the Chinese government on the current Middle East situation to Egyptian and Israeli officials.     The five standpoints are:     1. China calls on all parties concerned to abide by the UN Security Council Resolution 1860, and cease all military actions immediately to avert more casualties.     2. Measures should be taken to ease the humanitarian crisis in Gaza. A stable channel for supply of humanitarian aid including food, medicine and fuel, for Gaza should be open at the earliest time possible, and parties concerned should provide necessary guarantee in this regard.     3. Parties concerned should establish, through negotiation, a ceasefire monitoring mechanism in Gaza and work to create durable security and stability there.     4. The Palestine-Israel peace talks should resume at the earliest time, and efforts should be made to seek solution to issues related to the final status of Palestine on the basis of mutual-trust, so that an independent Palestinian state will be established as early as possible and the "two states" of Palestine and Israel will coexist peacefully.     5. The international community should increase mediating efforts for peace and promote a comprehensive, just and durable settlement of the Middle East issue. BEIJING, Nov. 8 (Xinhua) -- Chinese President Hu Jintao and U.S. president-elect Barack Obama Saturday discussed in a telephone conversation relations between China and the United States and major international issues of common concern, including the ongoing global financial crisis.     In the telephone conversation, Hu expressed appreciation to Obama for emphasizing in his election campaign speeches the great importance of China-U.S. relations, and for advocating the strengthening of China-U.S. cooperation in jointly responding to global challenges and in sharing global development opportunities.     Hu pointed out that since the establishment of diplomatic relations between the two countries 30 years ago, bilateral relations have generally kept developing despite setbacks, scoring hard-earned achievements and bringing about tangible interests to both nations.     As the largest developing nation and the largest developed nation, China and the United States share extensive common interests on issues related to world peace and development, and both assume important responsibility in this regard, Hu said.     In the new historical period of time, China is willing to maintain high-level exchange with the United States and also contacts at all levels, continue strategic dialogue with the United States, increase exchange and cooperation between the two countries in all fields, and strengthen the exchange of opinion and coordination with the United States on major international and regional issues, the Chinese president noted.     China and the United States should respect each other and accommodate each other's concerns, and appropriately settle sensitive issues between the two countries, particularly the Taiwan issue, in order to promote the China-U.S. relations of constructive cooperation to a higher level, he said.     Speaking on the same occasion, Obama said that China is a great nation and that China's development and success meet U.S. interests.     On today's international arena, U.S.-China relations are relations of vital importance. The international community should increase confidence, strengthen coordination and have close cooperation, in effectively dealing with this global challenge.     A world economic summit will be held in Washington on Nov. 15, and China attaches great importance to it. China is willing to discuss with other participants in the summit how to adopt powerful measures to reestablish market confidence as early as possible, how to prevent the global financial crisis from proliferation and spreading, and how to diminish its impact on real economies, in a bid to avert a possible global economic recession, Hu said.     The global financial crisis has led to the exposure of many deep-hidden drawbacks of the global financial system.     The international community should earnestly sum up the lessons from the global financial crisis and launch necessary reforms of the global financial system, on the basis of sufficient consultation among all interested parties, Hu said.     In particular, efforts should be made to explore in an in-depth way solution of such major questions as how to strengthen international financial supervision and regulation, how to improve the system of international financial organizations and how to improve the international monetary system, the Chinese president said.     Obama said that settlement of the global financial crisis requires close cooperation by governments of all countries, expressing the hope that the United States and China will strengthen cooperation at the world economic summit planned for November 15 in Washington.

BEIJING, Nov. 20 (Xinhua) -- China has been studying a fuel tax reform to replace the current road tolls imposed upon vehicles, the National Development and Reform Commission (NDRC), the country's top economic planner, announced here on Thursday.     The announcement came after media reports said on Wednesday that the government was likely to impose the fuel tax as early as next month.     The NDRC together with the Ministry of Finance and the Ministry of Transport has jointly held discussions on related issues including abolishing road and waterway maintenance fees, lowering refined oil prices and improving the fuel pricing system.     The planner didn't specify when to launch the long-awaited reform.     The introduction of a fuel tax in China was first proposed in 1994 but has been delayed amid concerns that it would impose too great a burden on those who consumed more oil.     The government has instead collected road maintenance fees from automobile users regardless of how much gasoline or diesel oil they use.     Analysts said the on-going oil price drop presented a good opportunity for China to resume its fuel tax reform.     World crude oil prices fell to the current 53.62 U.S. dollars, down more than 60 percent from the peak price of 147 U.S. dollars in mid-July.

BEIJING, Oct. 23 (Xinhua) -- China voiced its strong dissatisfaction and stern opposition to an award from the European Union (EU) to a Chinese criminal.     "We express strong dissatisfaction and stern opposition (to the award)," Chinese Foreign Ministry spokesman Qin Gang said in a written statement in response to the award on Thursday evening.     The European Parliament (EP), a supervisory and consultative organ of the EU, announced on Thursday it would select Hu for the Sakharov Prize.     On April 3, Hu was sentenced by the Beijing No. 1 Intermediate People's Court to 3.5 years imprisonment, with one year's deprivation of political rights.     The verdict said Hu, an unemployed father aged 34 and the holder of a college degree, libeled the Chinese political and social systems, and instigated subversion of the state, which is a crime under Chinese law.     "Hu is a convicted criminal who is now in jail for subverting the state", Qin said, noting the award to Hu, in disguise of "protecting the human rights," is fabricating facts and confusing truth and has fully exposed its political attempt to interfere in China's internal affairs and infringe upon the country's judicial sovereignty.     "The fact has already proved and will continue to prove that such an act can neither change the fact of China's social development, nor deceive the European people," Qin said.

BEIJING, Nov. 29 (Xinhua) -- Chinese President Hu Jintao warned on Saturday that the global financial turmoil will make it harder for China to maintain the pace of its economic development in the near future.     China is under growing tension from its large population, limited resources and environment problems, and needs faster reform of its economic growth pattern to achieve sustainable development, said Hu when addressing members of the Political Bureau of the Communist Party of China (CPC) Central Committee.     The nation should maintain a stable and relatively fast economic growth, accelerate structural readjustment for sustainable development, and stick to reform and opening up, said Hu, also general secretary of the CPC Central Committee.     Efforts should be made to solve problems that concern the people's fundamental interests, in order to achieve healthy and rapid economic and social development and improve people's living, the CPC chief said.     Hu also underlined the importance of efficient resource utilization and environmental protection in China's industrialization and modernization strategy, and asked for the overall development in both rural and urban areas.     The nation should not only seek fast and sound economic growth, but also promote the comprehensive development of society and its people, said Hu.     He also noted that with the spread of the global financial crisis, China is losing its competitive edge in the world market as international demand is reduced.     International competition is fiercer than ever and protectionism has started to increase in investment and trade, said Hu.     In October, China's export growth slowed to 19.2 percent from 21.5 percent in September.
