(KGTV)— The border shutdown at the San Ysidro Port of Entry Sunday created a ripple effect for transportation and nearby businesses.Many people were stranded at the port crossing for five hours before Homeland Security reopened the lanes in the evening. Christmas shopping at the Las Americas Outlet Mall came to an abrupt stop for Maria Martinez. "The mall was closed. I couldn’t believe it. I saw everything.”Customs and Border Protection closed off the San Ysidro Port of Entry late Sunday morning. Then the California Highway Patrol blocked off both the 805 and 5 Freeways south of the 905 interchanges. American federal agents in full tactical gear lined up along the border, at times using tear gas and rubber bullets to deter migrants.  "Over there, there was smoke and the noise of the gun,” Martinez said. At this point, there are no reports of any of the migrants successfully crossing the border. Martinez said she saw federal agents turn them around. The bus depot next to the mall was also closed, leaving shoppers like Martinez stuck and not knowing when they could get home. "I don't know. I think it's going to close the border. When everything is in peace, they are going to open. What time? SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. (KGTV) - Portions of Santa Barbara County were given mandatory evacuation orders, ahead of an approaching storm and possible mudslides.As of 12 p.m. Thursday, individuals near the Thomas, Sherpa and Whittier fire burn areas in Goleta, Santa Barbara, Montecito, Summerland, and Carpinteria were ordered to evacuate before 6 p.m.A flash flood watch has been issued for areas of Santa Barbara County affected by the Thomas, Whittier, and Sherpa fires starting at 9 p.m. and lasting until 9 a.m. Friday.The storm is expected to hit the Southern California region with moderate to heavy rainfall Thursday. Rains may generate mud and debris flows."The potential for debris flows being triggered is low to moderate. Waterway flows may be rapid and blockage and overtopping in waterways is expected. (KGTV) — After a series of delays, a project to revamp a stretch of Otay Mesa Road near San Ysidro High School is nearing completion.The city says it expects to reopen the half-mile portion of the road, from Hawken Drive to Saltaire Place, by the second week of May. The stretch of road has been closed since 2016, cutting off access to San Ysidro High School and the 905 freeway for residents of the Remington Hills neighborhood."You either hit all the stoplights going all the way out over to Picador (Blvd), or you have to go all the way around through San Ysidro, 805 to the 905," said Benjamin Bribiesca, who says the detour adds upwards of 15 to 20 minutes to his daily commute to his job in Eastlake.The city says some of the final work to be done includes grading, repaving, adding anti-graffiti materials, re-vegetation and some sidewalk improvements. The .5 million project also added a protected sidewalk for San Ysidro High School students, who for more than a decade had been walking on a dirt path close to cars passing on the winding road.The project was delayed more than a year due to the addition of a water line, relocation of utilities, poor soil conditions, unseasonably rainy winters, and an April to July moratorium due to cooper's hawk nesting season. 1306
