VIENNA, Sept. 20 (Xinhua) -- The International Atomic Energy Agency (IAEA) needs to enhance its role in promoting the peaceful use of nuclear energy, non-proliferation and fostering nuclear security, a senior Chinese official said here Monday.Global revitalization of nuclear energy has brought more opportunities for the IAEA to play an even larger role in promoting the peaceful use of nuclear energy and technology, said Chen Qiufa, head of the Chinese delegation to the IAEA's 54th General Conference opened in Vienna.Chen, also director general of the China Atomic Energy Authority, told the conference that the IAEA should continue to strengthen technical cooperation for sustainable development of nuclear energy, and give heed to opinions of developing countries.On the issue of nuclear safety, Chen said the IAEA should continue to push forward the development of global nuclear safety and security legislation and standard system, to strengthen transfer of knowledge and exchange of experience, popularize and promote nuclear culture so as to increase public confidence in nuclear energy development.With increasing work load of nuclear verification activities, the agency should build its own technical capability while fully cooperating with member states and using their resources to achieve nuclear safeguards targets, he added.Chen pointed out that the IAEA should play an active role in addressing sensitive and hot-spot nuclear issues.He said China always holds that the nuclear conundrum on the Korean Peninsula and in Iran should be resolved through dialogues and negotiations.China also supported the IAEA and its director general to continue to play their due role to push forward the diplomatic settlement of these issues.

BEIJING, Oct. 28 (Xinhua) -- China and France expect to sign a number of cooperative documents in civilian nuclear energy and aviation, Chinese Vice Foreign Minister Fu Ying said here Thursday.Fu made the remarks at a news briefing on Chinese President Hu Jintao's visit to France and Portugal from November 4 to 11.China and France have conducted fruitful cooperation in civilian nuclear energy and aviation, Fu said, citing the Daya Bay Nuclear Power Station in south China's Guangdong Province and the Airbus 320 Final Assembly Line in Tianjin.China holds a positive attitude to expanding nuclear and aviation cooperation with France, she said, adding the two sides were discussing how to broaden cooperation in these fields.In reply to a question on whether the nationwide strike in France will affect Hu's visit, Fu said the situation in France would not affect the arranged schedule of the president.Hu's visit to France and Portugal came in the context of the still unstable world economic recovery and the upcoming Group of 20 (G20) Summit in Seoul, Fu said.She said Hu's visit to the two countries was viewed as very significant for promoting friendly relations with the two nations and overall China-EU relations.During his stay in France, Hu will hold talks with French President Nicolas Sarkozy and meet with Prime Minister Francois Fillon and other French leaders.

TOKYO, Oct. 5 (Xinhua) -- Japanese Foreign Minister Seiji Maehara said Tuesday that he will try hard to rebuild a "strategic, mutually beneficial relationship" with China.During a luncheon meeting at the Foreign Correspondents' Club of Japan, Maehara said he will strive to mend ties with China as foreign minister.He also welcomed the agreement between Prime Minister Naoto Kan and Chinese Premier Wen Jiabao in Belgium Monday to resume talks between high-level officials of the two countries.Earlier in the day Chief Cabinet Secretary Yoshito Sengoku expressed his hope for the improvement of Japan's relations with China."Promoting a strategic, mutually beneficial relationship and improving ties between Japan and China will be positive not only for the two countries but also for other Asian countries or countries around the world, especially for their economies," said Sengoku at a regular press conference in Tokyo.China-Japan relations have been soured recently after the Japanese Coast Guard illegally seized a Chinese fishing boat and detained the crew on Sept. 8 in waters off the Diaoyu Islands in the East China Sea.Japanese authorities insisted on performing a so-called domestic judicial procedure against the crew despite strong protests from the Chinese government and public. The crew and the boat were released later.

  

BEIJING, Sept. 25 (Xinhua) -- The Chinese trawler captain Zhan Qixiong arrived safely in Fuzhou, capital of southeast China's Fujian Province early Saturday morning by a chartered plane after he was illegally detained by Japan.Crowds gathered at the captain's home in Gangfu Village, Jinjiang City of Fujian Province while the his wife and son left for Fuzhou, the provincial capital for family reunion."I was so happy when I was told that my brother would soon return," said Zhan Yuehong, a sister of the captain. "After all these sleepless nights, I can finally have a good rest now."The sister said she is preparing a bowl of noodles with eggs for her brother, a local tradition to keep off bad spirits when a family member returns from an ordeal.Chinese Foreign Ministry said in a statement after the captain's return that the Chinese government expressed "strong protest" against Japan, whose detention, investigation or any form of judiciary measures for the Chinese trawler and fishermen are unlawful and invalid.China asked the Japanese side to make apology and compensation for the incident, the statement said. It also said the two sides should resolve the problems of Sino-Japanese relationship through dialogue and consultation.On Sept. 7, two Japan Coast Guard patrol ships and a Chinese trawler collided in waters off China's Diaoyu Islands. On the following day, the Japan Coast Guard illegally seized the Chinese trawler and detained the trawler's captain and 14 fishermen on board, drawing strong protests from the Chinese government and people.The Japanese side freed the 14 fishermen and the boat on Sept. 15, but continued to hold the captain. A Japanese court announced on Sept. 19 the trawler captain's detention would be extended by another 10 days.China has repeatedly urged Japan to unconditionally release the Chinese captain to avoid further damaging bilateral ties, warning "strong counter measures" if Japan failed to do so.China has already halted bilateral exchanges at and above the provincial and ministerial levels. It has also suspended contact with Japan on the issue of expanding aviation rights between the two countries."The Japanese side bears full responsibility for the current situation,and it shall bear all the consequences that arise," Chinese Premier Wen Jiabao said when meeting with Chinese nationals and Chinese Americans in the United States.In the mean time, the number of Chinese citizens traveling to Japan as tourists has already declined. Many Chinese citizens and businesses have recently canceled their planned trips to Japan.Observers of Sino-Japanese relations said the prolonged detention of a Chinese trawler captain "severely harms" Chinese people's trust in Japan and undermines the "sound interactions" the two countries have achieved in recent years.Since the collision happened on Sept. 7, "Diaoyu Islands" and "Zhan Qixiong" have become the most searched terms in China's Internet community.Also, Internet bulletin boards on several major Chinese news portals have been overwhelmed with messages call for Japan to immediately and unconditionally release Zhan.The messages said that the Diaoyu Islands have always been an integral part of China and it's within the rights of Chinese fishermen to fish in the waters around the islands.The Diaoyu Islands have been Chinese territory since the early years of the Ming Dynasty (1368-1644). Maps printed in Japan in 1783 and 1785 that marked out the boundary of the Ryukyu Kingdom show that the Diaoyu Islands belong to China.

  

GUANGZHOU, Sept. 25 (Xinhua) -- Devastating mud-slides triggered by historic rainfalls were blamed for the heavy casualty toll -- 70 dead and 65 missing -- in south China's Guangdong Province when typhoon Fanapi battered the region earlier this week, a government report said Saturday.The loss caused by mud-flows and landslides in Guangdong's mountainous western region is "very serious", said a disaster assessment report conducted by provincial disaster relief authorities. "Large-scale mud-slides occurred in many places, cutting off traffic and communications to towns and villages."In Magui Township, Gaochuan City alone, mud-slides left 66 dead or missing, it added. A military helicopter is seen on a drop-off point in Xinyi, south China's Guangdong Province, Sept. 25, 2010. Since torrential rainstorm brought by Typhoon Fanabi hit Guangdong this week and caused serious waterlog, China's army aviation regiment has bridged an air lifeline by airdropping daily necessities to disaster-stricken people.Xinhua reporters riding helicopters above the disaster zones saw a number of brown stripes of mud-slides laced the otherwise green mountain slopes. Flood-waters continued to flow down through the mud-slide tracks.Large swaths of farmlands were submerged in flood-waters while piles of rocks, debris, and trash dotted the basin at the foot of the mountains.By 6 p.m. Friday, about 99,500 people in Guangdong were evacuated for the Fanapi-brought disasters. Some 3,765 houses collapsed, 42,190 hectares of farmland were damaged, and the economic loss reached 2.4 billion yuan, latest official data show.Typhoon Fanapi, the 11th and strongest typhoon that hit China this year, landed in Fujian Province at 7 a.m. Monday, but wreaked most havoc in Guangdong, which neighbors Fujian on the south. No casualties have been reported in Fujian.In the country's most devastating mud-slides in decades, nearly 2,000 people were killed in Zhouqu, Guansu Province after days of torrential rains poured the region in early August this year.
