ZHENGZHOU, Sept. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has pledged to deepen the nation's reform of its cultural sector over the next five years.More state-owned cultural institutions will be converted into enterprises as the nation builds a competition-based market for cultural products and services, Liu Yunshan, a Secretariat member of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee, said Monday.Liu was speaking at a workshop on a blueprint for the country's cultural reforms and development for the "12th Five-Year Plan" (2011-2015), which was held in Luoyang in central China's Henan Province.In his speech, the official called for the mapping out of the goals and tasks of the country's cultural development in accordance with the requirements of the Scientific Outlook on Development."Cultural restructuring is fundamental for the emancipation of cultural productivity and the realization of cultural prosperity and development," he said.Other speakers at the meeting included Party officials responsible for local publicity work in the provinces of Henan, Hebei, Zhejiang, Jiangxi, Shandong, Guangdong, Yunnan, Shaanxi and Fujian, as well as the autonomous regions of Guangxi and Inner Mongolia.
GUANGZHOU, Sept. 8 (Xinhua)-- The tenth tropical storm this year might strike southeast China Thursday night or Friday, bringing waves as high as six meters, said local flood control officials Wednesday.The storm could make landfall in the coastal areas between eastern Guangdong and southern Fujian Provinces, said Guangdong Provincial Flood Control and Drought Relief Headquarters in a statement.The storm was tracked at 21 degrees north latitude and 119.4 degrees east longitude in the South China Sea at 6 p.m. For the next 12 hours, it is expected to move westward at a speed of 10 to 15 km per hour, said the statement.Further, the storm was packing wind gusts of 72 kilometers per hour near its center at 6 p.m. Torrential rains of 30 to 80 mm are expected in central and eastern Guangdong if landfall is made.Headquarters officials have asked fishing boats to stay clear of the waters east of the Pearl River estuary. Checks on reservoirs should also be beefed up, they said.

BEIJING, Aug. 29 (Xinhua) -- Xie Yun, a 24-year-old new graduate, felt excited when he opened the door of the 50-square-meter apartment he rented in Changzhou city of east China's Jiangsu Province.Starting work in a computer company in July, Xie is one of the lucky few who enjoyed lower rents offered as part of the local government's affordable housing program. He pays 4.5 yuan per square meter for one month, around 10 percent of his monthly income.Also, the apartment is equipped with an air conditioner, a TV set and automatic drying racks."I'm quite satisfied, and I prefer to rent such an apartment rather than buy one," said Xie.Xie's home is one of 133 small-sized public-rent apartments purchased by the Changzhou government and rented to low-income families and the newly employed. Monthly rents varied from 3.5 yuan to 4.5 yuan per square meter, about 30 percent of the average price in Changzhou.In the city's southern section, migrant workers pay even lower costs."I only need to pay one yuan per day for renting a bed in the dormitory-like apartment, sharing a balcony and a toilet with eight people," said Chen Ling, an 18-year-old worker in an electronic firm in Changzhou.The 260,000-square-meter residential community provides 5,000 migrant workers with basic living facilities, including a supermarket, shopping mall, bank, Internet bar and dining hall.The Changzhou government has so far built as well as bought 10,500 units of public-rent housing, and offered 11,400 units of low-rent homes to migrant workers.
TIANJIN, Oct. 4 (Xinhua) -- China on Monday said developing countries' right to development must be guaranteed in order to achieve a positive progress in tackling with climate change problems.As a developing country which is experiencing rapid growth, China will continue to fulfill its due responsibilities in reducing greenhouse gases emissions, said Chinese State Councilor Dai Bingguo.While addressing a new round of UN climate talks which opened Monday in north China's Tianjin Municipality, Dai said the principle of sustainable development must be followed."Economic development, poverty alleviation and climate protection should be considered in a coordinated way in order to achieve a win-win result between achieving development and dealing with climate change," Dai said.He suggested the negotiations should stick to the basic framework of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol and the mandate of the Bali Roadmap and follow the principle of "common but differentiated responsibilities."The developed countries should set the targets to take the lead in reducing greenhouse gas emissions and arrangements should be made to provide adequate financial and technological support to developing countries, he said."All countries should consolidate and enlarge the common ground (on climate change issues) so as to actively push forward the talks and reach a legally binding agreement at an early date," Dai told some 3,000 delegates from party and observer countries under the UNFCCC and the Kyoto Protocol.He said the UN climate talks had entered a critical stage and the Tianjin meeting should make positive progress in order to pave the way for the year-end Cancun summit in Mexico.As a responsible developing country, China will continue to play an active and constructive role in the climate talks, Dai said.He stressed China, as a country of 1.3 billion people with per capita GDP ranking about 100th in the world, faces the serious task of growing the economy and improving people's livelihood."At a stage of accelerated industrialization and urbanization, China's energy demand will see further reasonable growth. Therefore, we face significant constraints in controlling greenhouse gas emissions," he said.The Chinese government made clear-cut goals before the Copenhagen climate talks in late 2009, including cutting the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent, compared with 2005 levels.China also said it would increase the share of non-fossil fuels in primary energy consumption to around 15 percent and have 40 million more hectares of forest by 2020.Last December, the UN climate change conference was held in Denmark and adopted the Copenhagen Accord -- a non-binding document.The Tianjin talks, scheduled to run from Oct. 4 to 9, is the final meeting before the United Nations Climate Change Conference to be held in Cancun at the end of this year.
