OTAY MESA (CNS) - Authorities Tuesday released the names of a 70-year- old man and the two San Diego police officers who shot him in Otay Valley Regional Park in Otay Mesa when he allegedly pulled out a handgun that turned out to be a replica.Around 6 a.m. Thursday, Officers Jeremy Huff and Filip Perry from the Neighborhood Policing Division were in the park, near the 500 block of Beyer Way, to conduct an outreach and cleanup operation in conjunction with other city agencies when they encountered Carlos Soto, who was staying in an illegal encampment, according to Lt. Andra Brown of the San Diego Police Department."When officers approached the man, he produced a handgun," Brown said. "Officers gave the man commands to get on the ground. The man then reached for the handgun and officers used their services weapons."Soto was taken to a hospital, where he underwent surgery for non-life- threatening wounds, the lieutenant said.No officers were injured and detectives recovered the handgun at the scene, but it turned out to be a replica firearm, Brown said.Huff has been with the department for eight years and Perry has been with the department for nine months.Anyone with information about the shooting was asked to call the SDPD's Homicide Unit at 619-531-2293.Anonymous tips can be called in to Crime Stoppers at 888-580-8477. 1347

The petition suggests Disney should re-theme the ride around "Princess and the Frog." Tiana, the main character in the film, is recognized for being Disney's first African-American princess.The petition had more than 8,000 signatures as of Thursday morning. The petition's current goal is set at 10,000 signatures.The call for change comes as the country continues to hold discussions surrounding racial injustice in the wake of George Floyd's death in Minneapolis police custody.Floyd's death caught the nation's attention after bystander video showed the 46-year-old man struggling to breathe while in police custody in late May. The video showed a white police officer, later identified as Derek Chauvin, kneeling on Floyd's neck for more than eight minutes.Chauvin was initially charged with third-degree murder before charges were upgraded to second-degree murder. OCEANSIDE, Calif. (KGTV) -- A dramatic arrest of a man following a police pursuit that started in San Juan Capistrano and ended in Oceanside.The California Highway Patrol said it all started around 11 p.m. Sunday night when officers attempted to pull over a silver car that was weaving and traveling with no lights on Interstate 5. The driver never stopped, leading officers on a pursuit for about 20 minutes.When the chase entered San Diego County, CHP officers used a spike strip to slow down the car near Camp Pendleton, with the Carlsbad Police Department's help.The car eventually pulled into the center divider at Oceanside Blvd., but the driver refused to come out. Officers used munitions to break the back window and had a K-9 drag the man out.The driver was resisting arrest and had to be wrestled onto a gurney and taken to the hospital.No officers were injured. (KGTV) - The City of Oceanside has unveiled its latest effort to achieve their zero waste goals set back in 2011.Green Oceanside Kitchen is a state-of-the-art food recovery and preservation facility dedicated to eliminating waste and feeding the community."We need to do better, we need to feed our community and educate our community," said Colleen Foster, the City's Environmental Officer. The City teamed up with O'Side Kitchen Collaborative for the new project. They'll collect unwanted food from farmers, backyards, and food businesses, turning the goods into something delicious. "I could've done anything, but for me, making an impact in my community as well as it tasting good is the best!" said Vallie Gilley, Executive Director of O' side Kitchen Collaborative. The facility includes a 1,700 square foot commercial kitchen and a 500 square foot fridge that can hold about a semi-truck load of food. There's also an interactive demonstration kitchen for culinary arts training and education. Foster says more than 40 percent of what is grown and produced in the U.S. is wasted. With the new green facility, planners hope to save 20 percent of what would've gone to waste."That's thousands, if not hundreds of thousands, of pounds of food," said Foster. OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years.
