SAN DIEGO (KGTV) - The City of San Diego has more than 2,300 jobs vacant but is struggling to fill them.The jobs run the gamut from 9-1-1 dispatchers to water utility workers to swimming pool managers to civil engineers. The list of vacant positions came to light after the city Audit Committee discussed struggles with worker retention and recruitment at its meeting this week. "We need to do something about that," Councilman Scott Sherman said. "Change the culture and get it to where employees are really looking forward to going to work and like being where they are."Michael Zucchet, who heads the Municipal Employees Association, says the city is losing workers to other agencies in this county and others because they offer better pay and retirement benefits, such as a pension. He says the problem has gotten worse since the unemployment rate has dropped to a near-historic low 3.5 percent. The city in 2012 switched most new employees to a 401(k) style retirement plan after voters passed Proposition B. That proposition is now in legal limbo after the California Supreme Court said the city skipped a key step in the approval process. "The City of San Diego is hemorrhaging employees to other jurisdictions," Zucchet said. "We have documented people who have been city employees for a long time, have no interest in leaving, but they can't pass up a 20-30 percent pay raise in Chula Vista, Carlsbad, National City and these other places."Zucchet gave examples of current job advertisements showing accountants in Chula Vista making 20 percent more than those in the city of San Diego, senior management analysts in Encinitas earning 38 percent more, associate planners in Poway making 21 percent more, and a police service officer in Coronado makes 27 percent more. A search on the city's hiring website shows 53 jobs, but Zucchet said those positions reflect multiple openings. As of March 1, the city had 2,373 vacant positions, up about 8 percent from a year earlier. The city auditor is now investigating how the city can improve worker retention and recruitment. A July study found the city had an overall 10 percent turnover rate, but that it was 15 percent with millennials, who may be gaining experience at the city before moving on to higher paying positions. 2289
SAN DIEGO (KGTV) - The largest employer in the country is waving away a long standing tradition. Walmart is planning to phase out its greeters at more than 1,000 stores across the country. The retail giant says it is moving forward with a new role called “customer host” that is more physically demanding. The hosts will still greet people but must also be able to pass physical exams including lifting a 25-pound box and climbing ladders. Critics say the move targets their elderly and disabled employees, which make up a significant portion of the company’s greeters. “I can’t do that,” said Adam Catlin, who has cerebral palsy and has worked as a Walmart greeter for a decade. Walmart says it is striving to place greeters in other jobs at the company and the title of greeter will be officially eliminated April 26. “I want to keep my job past April 26 because I have made a lot of good friends and a lot of good memories over the years,” added Catlin. Walmart has not said how many greeters will lose their jobs but adds it is, “extending the current 60-day greeter transition period for associates with disabilities while we explore the circumstances and potential accommodations, for each individual, that can be made within each store.” 1252
SAN DIEGO (KGTV) - The California State University Chancellor said Friday the schools will not increase tuition for the 2018-2019 academic year, and demanded the state fund the system's critical needs.CSU Chancellor Timothy P. White said it was in the state’s best interest to fund the university’s critical needs supporting student access, achievement, and degree completion.“In light of California’s strong economy, California’s students and their families should not be saddled with additional financial burden to attain public higher education,” said White. “We will continue to make the case to lawmakers, who represent all Californians, that an educated citizenry should be at the top of the state’s highest priorities.”Last year, nearly 100,000 CSU students earned bachelor’s degrees and 20,000 earned graduate degrees.In November, the CSU budget request sought an increase of 3 million. The system considers its most pressing needs to be enrollment growth, a graduation initiative, increases for employee compensation, healthcare and retirement costs, facility operations and infrastructure requirements.Governor Brown’s budget proposal included an increase of .1 million.10News reached out to the CSU chancellor to find out how officials planned to compensate for the funding gap. SAN DIEGO (KGTV) — The commissioner of the Pac-12 says 15-minute testing technology from a San Diego company could be the “game-changer” needed to restart competition in the conference before the end of the year.The Pac-12 is considering restarting college football as early as mid- to late-November, according to ESPN, as long as it can secure approvals from state and county lawmakers in California and Oregon.In some conferences, college football is entering its third week, but Pac-12 schools like USC and UCLA are still in workout mode after the conference voted last month to postpone all sports until 2021 at the earliest.League officials are now revisiting that decision and considering an earlier timeline after signing an agreement with San Diego-based Quidel Corporation to provide rapid antigen testing for all athletes, including daily tests for high-contact sports like football.“The access to rapid result testing that we can implement on even a daily basis with some sports with high contact will be a real game changer for us,” Pac-12 commissioner Larry Scott said after touring Quidel’s facility this month.Most nasal swab tests are genetic tests, or PCR tests, which seek out the genetic code buried inside the virus’ protein shell. These tests are considered the industry standard, but they require processing in a lab to convert RNA into enough readable strands of DNA. Results can sometimes take days.Quidel’s nasal swab test is what’s called an antigen test, which looks for parts of the virus’ protein shell. It can be read by machines at each university in about 15 minutes.“No one's going to be spreading the virus because no one will be engaging in practice or competition with the virus,” Scott said.That’s the hope at least, but the partnership with the Pac-12 will be an important test for Quidel’s diagnostic product.Quidel was the first company to get a rapid antigen test on the market, securing an emergency use authorization in May. But there were questions about the accuracy of the test compared to PCR tests in the small sample size provided by the company.In July, Quidel published more data showing its antigen tests matched up with PCR tests 96.7% of the time when a positive was detected. But those results were only among individuals who were actually showing symptoms.“The question that people have is in the asymptomatic population, will the data look similar?” said Quidel CEO Doug Bryant in an interview.Bryant said the company has unpublished data that will be forwarded to the FDA showing “very similar” relative accuracy to PCR tests in asymptomatic individuals, but he said the goal of the partnership with the Pac-12 is to investigate the tests even further.“We want to know that the tests we’re doing are appropriate for use in the asymptomatic population. And we need to demonstrate that, to not only the scientific community but to the public at large,” Bryant said.The testing program with the Pac-12 will essentially be a large clinical trial to find out if rapid testing of athletes can prevent spread, backed by the muscle at some of the premiere research universities.The Pac-12 is hoping the testing program will convince lawmakers to ease restrictions on college athletics, particularly in California.Although the NFL played a game at the new SoFI Stadium in Inglewood last weekend, nearby USC cannot gather in groups of more than 12 players.There are now four antigen tests on the market. The celebration will pay special tribute to the USO in a performance produced by Ric Henry, a San Diego song-and-dance sensation. The musical review will depict the musical history of the USO from the 1940s to the present.
