The demand for mail-in ballots is surging. Election workers need training. And polling booths might have to be outfitted with protective shields during the COVID-19 pandemic.As officials prepare for the Nov. 3 election, one certainty is clear: It’s coming with a big price tag.“Election officials don’t have nearly the resources to make the preparations and changes they need to make to run an election in a pandemic,” said Wendy Weiser, head of the democracy program at the Brennan Center for Justice. “We are seeing this all over the place.”The pandemic has sent state and local officials scrambling to prepare for an election like few others, an extraordinary endeavor during a presidential contest, as virus cases continue to rise across much of the U.S.COVID-related worries are bringing demands for steps to make sure elections that are just four months away are safe. But long-promised federal aid to help cash-starved states cope is stalled on Capitol Hill.The money would help pay for transforming the age-old voting process into a pandemic-ready system. Central to that is the costs for printing mail-in ballots and postage. There are also costs to ensure in-person voting is safe with personal protective equipment, or PPE, for poll workers, who tend to be older and more at risk of getting sick from the virus, and training for new workers. Pricey machines are needed to quickly count the vote.Complicating matters is President Donald Trump’s aversion to mail-in balloting. With worrisome regularity, he derides the process as rigged, even though there’s no evidence of fraud and his own reelection team is adapting to the new reality of widespread mail-in voting.“As cases of coronavirus in this country rise, it’s vital that all voters be able to cast their ballots from home, to cast their ballots by mail,” said Sen. Amy Klobuchar, D-Minn.A huge COVID response bill passed by the House in May contains a whopping .6 billion to help states with their elections, but the Senate won’t turn to the measure until late July. Republicans fought a 0 million installment of election aid this March before agreeing to it.But key Senate Republicans seem likely to support more election funding, despite Trump’s opposition, and are even offering to lower a requirement that states put up “matching” funds to qualify for the federal cash.“I’m prepared not only to look at more money for the states to use as they see fit for elections this year, but also to even consider whatever kind of matching requirement we have,” said Roy Blunt, R-Mo., chairman of the Senate panel with responsibility for the issue. “We can continue to work toward an election that produces a result that people have confidence in and done in a way that everybody that wants to vote, gets to vote.”The pandemic erupted this spring in the middle of state primaries, forcing many officials to delay their elections by days, weeks and even months. They had to deal with a wave of poll worker cancellations, polling place changes and an explosion of absentee ballots.Voting rights groups are particularly concerned with the consolidations of polling places that contributed to long lines in Milwaukee, Atlanta and Las Vegas. They fear a repeat in November.As negotiations on the next COVID relief bill begin on Capitol Hill, the final figure for elections is sure to end up much less than the .6 billion envisioned by the House. That figure followed the recommendations of the Brennan Center to prepare for an influx of absentee ballots while providing more early voting options and protecting neighborhood polling places.Even before the pandemic, election offices typically work under tight budgets. Iowa Secretary of State Paul D. Pate, who serves as president of the National Association of Secretaries of State, said the group has been calling on the federal government to provide a steady source of funds, particularly to help address ongoing costs of protecting the nation’s election systems from cyberthreats.For Georgia’s primary last month, election officials spent .1 million of the roughly .9 million the state has received in federal funds. The money was used to send absentee ballot applications to 6.9 million active registered voters and print absentee ballots for county election offices. Some of it also was used to purchase PPE and secure drop-off boxes for counties.Meanwhile, the state elections division has seen a ,000 reduction for the current budget year as Georgia — like the rest of the nation — deals with a decline in revenues due to the pandemic.The state’s remaining federal funds will be used to help cover the costs of developing an online system for voters to request absentee ballots, a less expensive option than sending ballot applications to every voter, and exploring whether installing plexiglass dividers around voting machines could allow more voters in a polling place at one time.In Colorado, which is already a universal vote-by-mail state, the Denver election office has had to reduce its budget by 7.5%, which amounts to nearly 0,000. Jocelyn Bucaro, Denver’s elections director, said the federal funds sent earlier this year helped with purchasing PPE and other pandemic-related supplies.Iowa similarly spent its federal dollars on mail-in ballots and pandemic supplies, Pate said.Vote-by-mail veterans and vendors of the equipment, software, ballots and envelopes that will be needed in November say the window to buy them is quickly closing.“Right now, what I’m seeing in most places is just this kind of indecision. What are we supposed to be planning? Vote by mail or in-person or combination?” said Jeff Ellington, president of Runbeck Election Services, which prints ballots and the special envelopes used to mail them and also supplies high-volume envelope sorters.“Decisions just need to be made so people can start to put a plan into place,” he said.BlueCrest, a Pitney Bowes spinoff, sells high-volume sorting machines that handle up to 50,000 ballot envelopes per hour. That’s the kind of crunch big counties can expect to face on Nov. 3 in states including Wisconsin and Pennsylvania, where Rick Becerra, a vice president at the company, said he’s been talking to officials. But the staff at Children's Hospital decided happiness is important too.“Their mental health and growth and development is so important as well. I’m so proud of… our staff to see that bigger picture and push the boundaries a little bit and find a way to keep them safe but give them these things to look forward to,” Noskoff said.They turned what was supposed to be a huge party into a socially distanced, masked, drive thru experience complete with a theme. "Driving through the decades" had a photo booth, party favors, music and dancing. And it was everything that 17-year-old Veronica Larson could dream of.“There’s a bridge that crosses from the hospital into the employee parking and I looked up and all the nurses that had finished their shift were up in the bridge they were all cheering and clapping there was music playing,” Larson said.Cancer treatment is hard enough. Add in COVID-19 and its restrictions, and teens like Larson have struggled.“I would be considered immunocompromised so I’m being extra careful but there are safe ways like this oncology ball, but I am able to see my peers and that’s one of the reasons why it was so important to everyone being able to have that interaction in such a time of isolation,” Larson said.Back in 2015, Larson was an aspiring gymnast. She suffered a pulled hamstring that led to exhaustion and then a diagnosis of leukemia. She was only 12 years old. Now, she's in remission and building back her strength. And found her way back into gymnastics as a coach.“My hair is growing back. I’m trying to rock the short hair,” Larson said.The medical staff at CHOC is a huge part of Larson's life. After all, they helped her apply for college from her hospital bed. The soon to be freshman at UCLA wants to go into pediatric medicine and credits the children's hospital that gave her so much life with helping her find her future.“Obviously it’s an area I’ve been involved in and I think I can make a difference there and I’ve met incredible people and I would love to be a part of a team of such amazing people,” she said.Amazing people who all got to be together, even if from a distance for one night, created an evening that was just as magical for the staff as it was for the patients.“The night itself blew me away it was beyond anything I could have imagined,” Larson said.Proof that the coronavirus can't steal joy, happiness, or prom. 3390

  

The CDC is recommending restaurants, cafes and places where people eat and drink, and likely are not wearing a mask while they do so, should consider all efforts to limit possible COVID-19 exposure and community spread, following the publication of a study looking at where coronavirus patients visited.Adults in the study with positive COVID-19 test results were "twice as likely to have reported dining at a restaurant than those with negative test results", according to the Centers for Disease Control and Prevention.The study looked at people who had coronavirus symptoms and sought testing and care from 11 health care facilities around the country. It found two situations were connected to a higher rate of positive COVID-19 test results compared to negative results; going to locations offering on-site eating and drinking options, and having close contact with persons known to have COVID-19.“Exposures and activities where mask use and social distancing are difficult to maintain, including going to places that offer on-site eating or drinking, might be important risk factors for acquiring COVID-19. As communities reopen, efforts to reduce possible exposures at locations that offer on-site eating and drinking options should be considered to protect customers, employees, and communities,” the study states.CDC personnel conducted interviews with more than 300 study participants, asking them about their mask-wearing habits, attending community gatherings, and activities in the last two weeks; including going to an office, salon, gym, bar/coffee shop, church, eating at a restaurant, or using public transportation. Participants answered using a five-point scale to indicate how often they did these activities.“Reports of exposures in restaurants have been linked to air circulation. Direction, ventilation, and intensity of airflow might affect virus transmission, even if social distancing measures and mask use are implemented according to current guidance. Masks cannot be effectively worn while eating and drinking, whereas shopping and numerous other indoor activities do not preclude mask use,” the report says.The responses indicated around 42 percent of those who had positive COVID-19 test results had close contact with one or more people with known positive cases. The majority of those “close contacts” were family members. Only 14 percent of those who had symptoms but had negative COVID-19 test results reported having close contact with a person known to have the virus.The CDC recommends that if a family member or member of a household becomes sick and it is possibly COVID-19, additional prevention measures should be taken. This includes isolating the sick person as much as possible in the home, reducing shared meals and common spaces, wearing gloves and masks inside the home, and cleaning and disinfecting the home often.The study was completed during July and the results were released September 10. 2952

  

The Centers for Disease Control has issued new guidance for employers, giving them various situations they may come across and how they should decide to test their employees for COVID-19."There's a lot of different questions coming out from employers about the whole process of testing, doing temperature taking of employees who are returning back to work again," says Amber Clayton, the knowledge center director at the Society for Human Resources Management.Clayton says employers are grappling with increased uncertainty surrounding how and when to implement coronavirus testing at their offices."Employers can have a policy in place. Per the Equal Employment Opportunity Commission they can test during this pandemic so they could require COVID testing. Now, antibody testing can’t be mandated but COVID testing can," says Clayton.The CDC recommends, in most cases, to only test employees who are showing symptoms.But what if a person knows they've been exposed to the virus but isn't showing symptoms, is a test appropriate?"I think it may be on a case by case basis. So, if it is positive, I think it's probably helpful. It tells you the person did in fact become infected," says Dr. Beth Thielen, an infectious disease doctor with the University of Minnesota.Dr. Thielen says employers should be careful, though, as employees who aren't showing symptoms could have a false negative if they test too early, before the virus spreads in the person's system."The CDC guidance still indicates if someone tests positive for COVID before they return back to work, they should be quarantined and out of work for at least 10 days, that they don't have a fever or they've they have gone without a fever for 24 hours or without fever reducing medications," says Clayton.Employers can ask employees who have gotten a positive COVID-19 test to take a second test, showing they're negative before returning to work, but the CDC doesn't recommend it and says in their guidelines, "Employees with COVID-19 who have stayed home can stop home isolation and return to work when they have met one of the sets of criteria.”Some of that criteria includes 10 days passing since the employee last experienced any COVID-19 symptoms.Dr. Thielen says, this recommendation makes sense."We haven’t detected people who have had culturable virus out as far as 14 days after," says Dr. Thielen. She adds, so far, studies have found that most people who still test positive weeks alter won't transmit the virus to others. She believes employers should continue to look to the CDC for guidance."I think these are some of our leading public health thinkers and they’re making decisions based on a long history of experience based on dealing with other respiratory infections but also newly emerging data," says Dr. Thielen.As for Clayton, she says employers will want to ensure the confidentiality of employees who do test positive while at the same time notifying others who may have been exposed. And also, do some research or consult legal counsel before implementing any testing at the office."Or if you have situations where employees refuse to be tested maybe for medical reasons, those things tend to fall under the Americans with Disabilities Act sometimes, so make sure you’re doing your homework before you implement any type of testing program," says Clayton. 3350
