BELTRAMI COUNTY, Minn. – A man who was hunting in northwest Minnesota was shot and killed by another hunter last week.The Beltrami County Sheriff’s Office says 28-year-old Lukas R. Dudley was shot by 33-year-old Rain Stately last Wednesday and it appeared to be an accident.The men were reportedly not hunting together.Around Dusk, Stately told authorities that he saw movement of what he thought was a deer and then fired one round from his rifle.“When he discovered Dudley, he immediately called 911 and is cooperating with the investigation,” the sheriff’s office said.The sheriff’s office says Dudley was not wearing the typical blaze orange or other high-visibility clothing.Dudley was transported to a medical examiner’s office for an autopsy. Officials haven’t said where the bullet struck him or at what range.The incident is being investigated by the sheriff’s office, Red Lake Tribal Police Department, Minnesota Department of Natural Resources Division of Enforcement and the Federal Bureau of Investigation. 1027

BARNEGAT LIGHTHOUSE STATE PARK, N.J. — A dead whale is sitting on a New Jersey state park beach after a Christmas storm blew through the northeast.The humpback whale is near Barnegat Lighthouse State Park in Ocean County. It is unclear at this time how the roughly 20-foot-long whale died, according to the Marine Mammal Stranding Center, a marine animal focused organization that responded to the whale Saturday. They said it could have been hit by a boat or something else during the storm, or died from contracting a disease. In addition to coming ashore on a holiday weekend, when few state employees are working, the below-freezing temperatures are also delaying the whale’s removal.“The whale’s too frozen,” Bob Schoelkopf, the director of the Marine Mammal Stranding Center said. “We can’t even cut into the blubber, it’s too thick and frozen.”Schoelkopf believes the dead whale was washed ashore on Christmas Eve, then taken back out to sea on Christmas as a large storm came through, and then came back ashore Saturday.Anyone visiting the area should stay clear, Schoelkopf said, because of the possibility for diseases to be in the carcass.Whale watching boats had spotted the whale alive earlier this year in Sandy Hook bay, where it had been photographed feeding, Schoelkopf said.In September, a different humpback whale was found dead off the Jersey Shore after being entangled. Another dead humpback whale was found floating off Cape May in November.The National Oceanic and Atmospheric Administration declared an “unusual mortality event” for humpback whales in 2017, after high numbers of whales were found dead from Maine to North Carolina. BLOOMINGTON, Ind. – Two white men have been charged in connection with an alleged racial attack on a Black man at an Indiana lake on the Fourth of July.The alleged victim, Vauhxx Booker, said the news of charges against Sean Purdy and Jerry Cox "isn't a happy moment.""It's a necessary moment," said Booker, a civil rights activist and member of the Monroe County Human Rights Commission.Booker and his attorney, Katharine Liell, held a press conference after the Monroe County Prosecutor's Office announced charges Friday. It was held virtually, as Booker has recently tested positive for COVID-19.Booker said five white men pinned him against a tree at Lake Monroe, shouted racial slurs and one of them threatened to “get a noose” during the incident over Independence Day weekend.Booker said he's often asked what should happen to Purdy and Cox, and he says it's not for him to say."That's not my place to decide," he said. "We have a legal system and what I want now is for our neighbors to do their part and decide the fate of these individuals."According to a report released Thursday by the Indiana Department of Natural Resources, state investigators identified six potential crimes by Sean Purdy and Jerry Cox, as well as Booker. But for one filmmaker in Barcelona, a canceled family ski trip turned into an opportunity to bring adventure home to his living room.Philipp Klein Herrero is fanatical about skiing.“I am always skiing,” he said. “It's my passion.”So, when the pandemic lockdown forced him to cancel a long-planned family ski trip to France, the filmmaker decided to create a video for them.“I wanted to send them love from where I am and that's how the idea came about.”He taped a GoPro to his ceiling and cleared the room, bringing to life the adventure of a lifetime – on his living room floor.“It starts with me waking up on the side of the mountain in my sleeping bag and having my skis right next to me,” he said. “Once, it gets too steep to walk I switch into ice-climbing mode.”Over the next six and a half hours Klein painstakingly captured this stop-motion odyssey – one frame at a time. Both houses of Congress passed a nearly 5,600-page bill late Monday night; the COVID relief package was combined with a massive .4 trillion government spending bill to keep federal agencies funded for the next fiscal year and set government priorities.The relief package contains stimulus checks up to 0 for individuals, help for small businesses and for renters. But the bill overall also contains funding for two Smithsonian museums, a statement on the reincarnation of the Dalai Lama and extending tax breaks for NASCAR racing in addition to other government priorities.Here are a few programs listed in the bill:Climate: Several smaller bills having to do with climate change and renewable energy were wrapped in the government spending bill and relief package. Including: cutting the use of hydrofluorocarbons used in air conditioners and refrigerators, new research and development programs for solar, wind and energy storage, funding for energy efficiency projects, upgrades to the electric grid and commitment to researching removing carbon from the atmosphere, according to the Washington Post.Around million is being made available for the Secretary of Agriculture to conduct a pilot program giving financial assistance to “rural communities to further develop renewable energy.”Overall, Congress is sending a message that America should make renewable energies a priority.“It is the sense of Congress that in order to reduce emissions and meet 100 percent of the power demand in the United States through clean, renewable, or zero emission energy sources while maintaining United States leadership in science and technology, the Secretary of Energy must prioritize funding for critical fundamental research infrastructure and for basic research and development activities carried out through the Office of Science,” the bill states.Flexible Spending Accounts: The bill will allow parents to carry over any unused childcare and healthcare funds they had in a flexible spending account into next year. Money put into an FSA typically has to be spent that year, but with daycare facilities closed due to the pandemic and many health care visits postponed, this money went unspent for some people.Horseracing Integrity and Safety Act: The Horseracing Integrity and Safety Authority will be able to come up with and implement horse and racetrack safety standards at a national level, according to FOX News. This would include things like barring horses involved in racing from receiving pain killers. Measures from the authority would be overseen by the Federal Trade Commission and enforced by the U.S. Anti-Doping Agency."Among the required elements of the horseracing safety program are sets of training and racing safety standards consistent with the humane treatment of horses, a system to maintain track surface quality, programs for injury and fatality analysis, investigation and disciplinary procedures, and an evaluation and accreditation program," the bill says.NASCAR: Tax breaks for auto-racing tracks, like those used for NASCAR, were set to expire at the end of the year.
