LA JOLLA, Calif. (KGTV) — Coast Boulevard in La Jolla was shut down Thursday, and will remain temporarily closed, as city crews began emergency construction to stabilize a nearby cave.The city closed Coast Blvd. late Thursday to begin an emergency project to stabilize Cook's Crack after geology experts discovered a zone of weakness in the cave, which is located underneath the street.During a press conference, crews said the concern is an outright collapse of the section of road over the cave. Currently, the weakness "is not a slow settlement" and could fail if erosion happens underneath the street. Much of the dense rock had eroded, and now sand and roots were showing through from underneath.As part of the project, sections of Cave St. and Coast Blvd. will be temporarily closed to traffic for about six weeks. The city said it will make accommodations for nearby residents and business affected by the closure.Officials said the discovery came as the city assessed repairs to Coast Blvd."They said there's been some shift in the road itself," David Heine, owner of nearby Brockton Villa Restaurant, said. "The busiest two weeks of summer, literally ... Obviously safety's the number one concern for any city, and we respect that." Heine said crews are allowing pedestrians to continue to walk through the area.The city called in crews from Texas, who drove in overnight to take over the project. Friday, the crews began drilling into the street above to locate some of the weakest points. Eco-friendly polyurethane will be used to shore up those weak points, crews say.Cook's Crack is located in the area between La Jolla Cove and the popular Cave Store. The section of coastline is populated by several small caves that tourists can explore through an entrance in The Cave Store or kayaking nearby.The section of Coast Blvd. over the cave is a popular route to visit the cove and coastline, as well as restaurants that dot the street. 1954

JAMUL, Calif. (KGTV) - An 11-year-old girl told the San Diego County Sheriff's Department she was nearly kidnapped Tuesday afternoon near Jamul Primary school on Lyons Valley Road.The child told deputies she was walking on a dirt trail around 3:49 p.m. when she was approached and forcibly grabbed by an unknown man. She was able to escape, suffering only a minor abrasion on her arm.Deputies and the Sheriff's ASTREA helicopter searched the area but were unable to find any suspects or evidence.In a sketch released by the department, the man has a distinct scar on his cheek and appears to have a droopy eye. The Jamul Dulzura Union School District is working with the sheriff’s department to keep students safe. All schools in the district will start at their normally scheduled time, but deputies will have extra patrols at Jamul Primary before and after school for the rest of the week.Detectives from the Sheriff's Rancho San Diego Station are handling the investigation. The suspect was described as a thin man who is clean shaven, wearing a dark ball cap, a dark hooded sweatshirt, dark jeans and either a red or maroon shoes.  1183

JAMUL, Calif. (KGTV) - A Jamul man is cleaning up and unsure about how to start over, two weeks after the Valley Fire destroyed his home."Numb is a good word. I've cried, too," said Chuck Stevens, 62.The numbness started on Sept. 5. As the Valley fire approached his home on Northwood Drive early in the evening, Stevens, who was driving home from a baby shower, was turned away by authorities, miles from his home."I saw major flames a quarter-mile from my house ... felt helpless, just helpless," said Stevens.He returned two days later and saw the devastation. His double-wide trailer, his home for the last 15 years, was gone, and so was his truck, car, and two motorhomes."Devastation, everything burned to the ground,' said Stevens.His vehicles were only insured for liability. He didn't have wildfire insurance for his home."They would not give it to me because of the age of the mobile home," said Stevens.Stevens says his most painful loss is the hundreds of photos of his late love, his girlfriend Marilyn Norman, who died of a heart attack two years ago. They were together for more than a decade."Just devastated. I can never look at these photos again ... After years go by, you lose some memories if you don't look at the photos. That's what I really miss," said Stevens.Sadly, family members say they have yet to find any photos of the couple anywhere. JACKSONVILLE, Fla. – Like its namesake, President Andrew Jackson, Jacksonville is a city where race plays a prominent role in its history.“We do have our issues,” said Isaiah Rumlin, president of the Jacksonville chapter of the NAACP.He said the city has known its share of unrest, dating back to the civil rights movement of the 1960s. He’s also concerned the same could happen during the Republican National Convention in August.“We know we're going to have some problems here and there's going to be some demonstration taking place,” Rumlin said.The head of the county’s GOP hopes that’s not the case.“It’s only divisive, if you choose to make it so,” said Dean Black, chairman of the Duval County, Florida Republican Party.President Trump is scheduled to give his renomination speech on August 27, 60 years to the day of a violent episode in Jacksonville’s civil rights movement.It’s known as Ax Handle Saturday.“It was just a bloody day in the city of Jacksonville,” Rumlin said. “And it will be a day that we will never forget.”What happened next is a disturbing part of Jacksonville’s history. On that August day in 1960, a group of about 200 white men – brandishing baseball bats and ax handles – attacked a group of African American protesters at a lunch counter sit-in. The violence eventually spread into a park and nearby streets, where the mob attacked any African Americans in sight.“It didn’t make any difference who you were. If you had black skin, you were attacked,” said Rodney Hurst, Sr., who survived Ax Handle Saturday.Hurst was a teenager then, participating in a lunch counter sit-in, when the violence began.“Our only option then was to run for safety because there was nothing,” he said. “There were no policemen downtown for protection of any kind, so we started running.”He later wrote a book about his experience, called “It Was Never About a Hot Dog and a Coke.”“The title, ‘It Was Never About a Hot Dog and a Coke,’ simply means that it was about human dignity and respect,” he said.A 60th anniversary commemoration of Ax Handle Saturday has long been planned in the downtown park where it took place. Organizers said the RNC being in town at the same time won’t change that.“The Republican Party has connected Donald Trump’s acceptance speech in an inextricable way to the anniversary of Ax Handle Saturday,” Hurst said. “We don’t mind. If you want to do something on August 27, that’s fine. What we’re commemorating happened 60 years ago.”It’s an incident that, despite the passage of time, remains very much in the present.Just last week, the city of Jacksonville removed a Confederate monument from the public park where violence occurred on Ax Handle Saturday in 1960. Jennifer and Sarah Hart's 6-year-old daughter told a Minnesota public school teacher in 2010 that she had "owies" on her tummy and back after her mother hit her with her fist, leaving bruises.Alarmed, the teacher alerted social services and police, who launched a criminal investigation. Six months later, Sarah Hart pleaded guilty to an assault charge and was sentenced to probation, county records show.Just a week later, the Harts' six adopted children were pulled from their public schools in favor of a home-school setting, said Jill Johnson, a spokeswoman for the district, based in the small town of Alexandria.They never returned to public schools.The family moved, then moved again. Neighbors lodged new claims of maltreatment. Then, two weeks ago, as child protection workers in Washington state were trying to contact the Harts, their SUV plunged off a cliff in California, killing the parents and at least three children. The other three remain missing but are believed to have been inside the SUV. Mendocino County Sheriff Tom Allman, who is heading the investigation, says he believes the crash was intentional.The Harts' experience highlights what experts told CNN are classic signs of abusive parents isolating their children from other adults, including those who are mandated by law to report suspected abuse to authorities, such as teachers, doctors and police.The combination of frequent moves, home-schooling and seclusion from neighbors, along with using food as a means of control -- all in play in the Hart case -- can signal the possibility of abuse, experts said."When you see families that are going to great extremes to keep their kids out of view," said David Finkelhor, the director of the Crimes Against Children Research Center, "that's a red flag." 1789
