SKOPJE, Sept. 15 (Xinhua) -- Visiting Chinese Vice Premier Zhang Dejiang met here on Monday with Macedonian President Branko Crvenkovski with both sides vowing to boost cooperation between the two countries.     "China attaches great importance to the bilateral relations with Macedonia, and regards Macedonia as a trust-worthy partner in the west Balkans," Zhang said.     Zhang pointed out that the bilateral relations between the two countries have made positive progress during the past 15 years, and that economic cooperation and exchanges in the fields such as culture, education and sports have witnessed new development.     Zhang said China is ready to broaden the areas of cooperation between China and Macedonia on the basis of mutual respect and mutual benefit, and lift the bilateral relations to a new level.     He suggested the two countries should find new areas of cooperation, and push the companies of the two countries to develop cooperation in different forms and through various conduits.     Zhang expressed thanks and gratitude to Macedonia for its stance on one-China policy and its support for China's cause of peaceful unification with Taiwan.     Crvenkovski said Macedonian highly values its relations with China, saying that Macedonia will unswervingly stick to its one-China policy.     "We are ready to work with China to strengthen the cooperation between the two countries in the areas of politics, trade and economy, and international affairs, pushing the bilateral relations forward," Crvenkovski said.     Crvenkovski congratulated China on staging a wonderful Olympic Games in Beijing, and thanked China for its long-time help and support for Macedonia.

XIAMEN, Sept. 8 (Xinhua) -- China will further open up to the world and step up its international investment cooperation, Vice Premier Wang Qishan promised here Monday.     Addressing the 12th Xiamen International Trade and Investment Fair in the east Fujian Province, Wang said the country would continue to stick to the national policy of opening up, constantly improve its policies on utilizing foreign investment and investing in foreign countries, and create more space for foreign companies to develop their business in China.     China's reform and opening up policy had significantly transformed the country in the past 30 years, and its accession to the World Trade Organization had further integrated it with the global economy, he said.     Although the country met with severe natural disasters and an unfavorable international economic environment, its coping measures made its national economy stay healthy on the whole, he said, noting it was confident in and capable of overcoming the current difficulties and challenges.     Expounding on improving its policies on utilizing foreign investment and investing in foreign countries, Wang vowed to further improve the country's investment environment including building a service-oriented government, a market of fair competition, a transparent legal environment and stable policy environment.     He also stressed lifting the quality and diversifying the means of utilizing foreign investment, and encouraging domestic enterprises to invest in foreign countries.     The Chinese government had always supported trade and investment liberalization and opposed protectionism in any form, he said, vowing to work with the world to eliminate trade and investment barriers and cope with various difficulties and challenges for global economic prosperity and stability.     Attendants of the forum are from 120 countries and regions and seven international organizations

BUCHAREST, May 6 (Xinhua) -- China's top political advisor Jia Qinglin said here Monday that China and Romania share the same task of opening up a new era in their all-round partnership of friendship and cooperation.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political consultative body, delivered a speech at a session of the Romanian Senate on Monday evening.     In his speech, Jia explained China's policy and concept of peaceful development and mutually beneficial, win-win cooperation with other countries. He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. Since the two countries established diplomatic relations nearly 60 years ago, bilateral relations have been growing smoothly despite major changes in international situation and conditions in both countries. The two countries have been always supporting each other on international affairs and domestic development.     Over the past few years, China and Romania have maintained frequent exchange of visits by high-ranking officials. Chinese President Hu Jintao visited Romania in 2004, when the two countries lift their relations to an all-round partnership of friendship and cooperation.     "The true friendship and deep passion that the Romanian people cherish toward the Chinese people will always remain on the historical record of bilateral relations," Jia said in the speech.     In the speech entitled "continuing the past, opening up the future and jointly creating a better tomorrow of friendship and cooperation", Jia said the two peoples have become friends of all weathers and that China-Romania relations have become an example of international relations.     Jia put forward four proposals on further advancing bilateral links.     First, the two countries should enhance political trust. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. He called for the people of the two countries to join hands in strengthening their traditional friendship and all-round cooperation.     Jia arrived in Bucharest Sunday for a four-day official goodwill visit to Romania. Romania is the first leg of his four-nation Europe tour, which will also take him to Hungary, Slovenia and Croatia.

BEIJING, Oct. 14 (Xinhua) -- China will work diligently to maintain an effective and smooth communication channel with citizens who want to submit complaints, a senior Party official said here on Tuesday.     "We should try to adopt every open, convenient and easy method to guarantee the public's right to express their requests to the government," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a video tele-conference on government officials receiving citizens and visiting grassroots people.     In the past nine months, asked by the central government, senior officials of the city, county and district governments met with ordinary citizens in person regularly, listening to their requests and complaints and helping solve their problems. They also paid more frequent visits to grassroots people.     "Their work eased serious problems that were closely related to people's interests and threatened social stability," Zhou said. "Their visits at grassroots levels contributed to the implementation and improvement of central government policies."     The country will formulate the measures into a system and continue improving them, he said. Supervision will be tightened upon the implementation of the measures.     "Senior officials of local governments will receive serious penalty according to laws and Party disciplines if problems and conflicts worsen and linger because they ignore people's requests, harm their rights and interests, breach their duty."     Officials were also urged to well inform people about expressing their requests through legal and rational ways.     Governments at all levels should adopt a scientific and democratic way of decision making, pay more attention to public service and try to prevent new problems from emerging, Zhou said.     They should also find out the cause and solution to existing problems, he said.
