SAN DIEGO (KGTV) -- San Diego’s Planning Commission met Thursday to discuss potential new rules that would help regulate the short-term rental industry in the city.A plan proposed by City Councilmember Jennifer Campbell was first introduced in July after a compromise was reached among members of the hospitality industry and short-term rental companies.The plan would implement tighter restrictions such as capping the number of short-term rental permits that are granted. There are also plans to require a two-night minimum stay to avoid one-night stays that are often connected to big parties that concerns residents.A representative for Campbell says implementing tighter regulations will help law enforcement address any problems that may arise.The proposed plan creates penalties and fines for those who violate the city’s “good neighbor” policy.More than 500 people signed up to voice their opinion about this proposal during Thursday’s virtual meeting.One caller said, “We depend on this for our livelihood, especially since the pandemic has taken a toll on us already. Without having the ability to host, many of us will be forced to leave our homes.”Another caller added, “This has been an issue for years. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

SAN DIEGO (KGTV) - Some men are sharing their story of an unlikely redemption after police spotted them spray-painting graffiti on a street in El Cajon.Gripped by the message of the recent protests, Dre, Dan, and Gee did something they've never done before. The three, all of them artists, ended up on Heart Drive with spray paint."Just wanted to put up something, so when people drive by, it says 'love.' It says 'peace,'" said Dan."We are about art. People need to see the message," said Dre.Around 2 a.m., El Cajon Police Sergeant Mike Murphy pulled up to the three, before two more officers arrived. The three friends prepared to be arrested. Sgt. Murphy surveyed what they painted: peace signs, the words 'BLM' and 'Justice For Floyd.'He talked to them about the impact of graffiti. The men apologized. There would be no arrest. The three friends offered to fix it and Sgt. Murphy said he would help."That's a good feeling. It's the same as the message we were out there painting that night," said Dan.That same day, the men turned up with paint and rollers and together with Sgt. Murphy, they covered the spray paint. The three men decided they would funnel their passions into an art installation with the theme of unity. Sgt. Murphy agreed to help them find a venue for it. Dre and Dan say their encounter with him shows them that police can be part of the solution."Not every cop is out to kill black people. There are good cops out there, and I think people need to start understanding and noticing," said Dre.After the art piece is complete, Sgt. Murphy plans to submit a request to El Cajon officials in hopes of displaying it on city property. 1664
