SAN DIEGO (KGTV) - Candalee Carbonel remembers the panic she felt Tuesday when her son's principal called about an incident involving her 7-year-old. "This is a horrible situation, I pray no other family has to go through this," said Carbonel. Her son Cole has autism and managed to walk off the Miller Elementary campus in Tierrasanta without staff noticing. He walked about half a mile to his house. "It broke my heart, knowing I drop off my child every day at school in their hands. They are now responsible to be his safety, to keep him out of danger. This really breaks my heart," said Carbonel. Carbonel says panic turned to frustration when she learned how the school handled the situation. "They should've called 911, called the police, then called me, and I could've helped. I could've been somewhere; I could've come home, I could've been here for my son when he was looking for me," said Carbonel. But instead, the principal went to look for Cole herself, driving to the family's home. She found Cole inside the house, watching television on the couch, and proceeded to take him back to the school and call Carbonel. "It broke my heart that a little kid could be running the streets, and no one called his mom," said Carbonel. She's grateful he made it home safe, but Carbonel says she can't help but wonder what could have happened to him on the walk home. The military family is new to the district, and Carbonel says she's been advocating for her son to have a one-on-one aide as he did in his last school district. She was pushing for more support for her son so that an incident like this wouldn't happen. SDUSD says as a result of this incident, they are going to add an additional staff member to provide above-and-beyond support to Cole's classroom. SAN DIEGO (KGTV) -- As COVID-19 cases continue to surge across California, many San Diego County businesses are struggling with the latest restrictions. Richard Bailey, mayor of Coronado, is now asking California Gov. Gavin Newsom to reconsider the latest stay-at-home order.Bailey called the order inconsistent, arbitrary, and ineffective."Shutting down businesses that are not contributing to the spread of COVID will not reduce the number of cases, will not reduce the number of hospitalizations, but it will put tens of thousands of people out of work," said Bailey.Restaurants can no longer offer outdoor dining and playgrounds are closed. Personal care services, hair salons, and barbershops are just some businesses that have to shut down for three weeks. Bailey said while COVID-19 cases and hospitalizations rising should be taken seriously, some of these closures don't make sense."We should all have a really firm understanding of what our risk level is based on our own demographics and our own underlying conditions. There's no data to support that outdoor dining is a significant risk for transmission," Bailey said.In the letter sent to Newsom on Monday, Bailey asked for a reconsideration of the latest health order based on data specific to San Diego County and a new public health strategy."We should treat citizens like adults and put in place recommendations that really emphasize all the best practices that will slow the spread," he said.Dr. Mark Ghaly, the state's Health and Human Services Secretary, explained Tuesday that only 10 percent of ICU capacity is currently available in the Southern California region, which San Diego County falls into."The transmission is now so widespread across our state that most all nonessential activities create a serious risk for transmission," said Ghaly.He said part of the regional stay-at-home order is based on our experiences with flattening the curve earlier this year and the success of other countries that implemented similar shutdowns."Belgium, when they imposed a nationwide closure, the positivity rate in just three weeks fell from 21 percent to 8 percent," said Ghaly.Bailey said there should be a better plan to slow the spread without causing significant harm to small businesses along the way."They're picking winners and losers, and unfortunately big businesses are the winners, and small businesses that can barely afford it are becoming the losers," said Bailey.In the meantime, Bailey is encouraging business owners to follow the state orders, so places like salons and restaurants don't lose state licensing."We're really just trying to help businesses be compliant to the state order," he said.Newsom has yet to respond to Bailey's letter. 2733

SAN DIEGO (KGTV) - Condo and townhome sales increased more than 7 percent from April to May in San Diego County, while single-family home sales held steady, the Greater San Diego Association of Realtors reported Monday. Attached property sales increased 7.3 percent from 983 in April to 1,055 in May. Month-over-month sales of single-family homes increased by just 0.7 percent from 2,023 in April to 2,037 in May. Property sales, which plunged during the winter, have had steady increases since January. The price of single-family homes rose 1.2 percent from 2,200 in April to 0,000 in May. Attached property prices grew 3.3 percent from 0,000 in April to 4,000 in May. ``Sellers still have the upper hand in this market,'' said SDAR President Kevin Burke. ``However, buyers who take the time to research neighborhoods should find more homes for sale than they would have a year ago.'' SAN DIEGO (KGTV) - Border officials say the man shot and killed on Friday night by a Border Patrol agent behind the Las Americas Premium Outlets mall was trying to enter the U.S. illegally.A statement from Aaron Heitke, Chief Patrol Agent for the U.S. Border Patrol, San Diego Sector reads:“On Friday, October 23, 2020, at approximately 5:45 p.m., a United States Border Patrol agent responded to apprehend a man illegally entering the United States immediately west of the port of entry in San Ysidro, California. During the arrest, an altercation ensued and the agent discharged his firearm, wounding the man, who was later identified as an adult Mexican national. Nearby agents and law enforcement personnel responded immediately and initiated lifesaving efforts until emergency medical services arrived. At approximately 6:25 p.m. the man was pronounced deceased at the scene. The investigation is currently being led by the San Diego Police Department. Customs and Border Protection will continue to fully cooperate with the ongoing investigation. The specifics of this incident have also been shared with FBI, DHS OIG and CBP Office of Professional Responsibility. Additional updates will be provided by the San Diego Police Department, inquiries should be directed to them.”SDPD added Saturday that the 30-year-old man was shot once in the torso by the agent after he fought the agent, who sustained minor injuries.Social justice leaders with the American Friends Service Committee and Alliance San Diego have sent a letter to SDPD calling in part for an independent investigation to be handled only by police, not border officials or unions. SAN DIEGO (KGTV) — Border Patrol is gearing up for what they anticipate to be a busy summer of illegal border crossings. The agency showcased its tools and tactics Tuesday at a site near the former border wall prototypes. Five migrants suspected of crossing illegally were rescued by Border Patrol several miles east of where the demonstration was occurring in the Otay mountains. Border Patrol says a member of the group called 911 early Tuesday morning after they ran out of food and water. One of the people from the group had to be airlifted because of a leg injury. Customs and Border Protection says they detain 170 people a day trying to illegal cross the border in San Diego sector. CBP adds with more the secondary wall project being completed, people are crossing in more remote areas and putting themselves in more dangerous situations. “A lot of the people we’re encountering are surrendering themselves agents,” said Justin Castrejon with Border Patrol. Agents are certified through the state of California to respond in medical capacity similar to EMT’s. 1076
