SAN DIEGO (KGTV) -- The public will be able to weigh in on the proposed placement of a sexually violent predator (SVP) in north San Diego County.Earlier this month, the state’s Department of State Hospitals (DSH) proposed Joshua Cooley be placed at a property in Pauma Valley.On Oct. 9, at 8:30 a.m., a hearing on Cooley's placement will be available for viewing at https://www.humboldt.courts.ca.gov/.Those interested in submitting a public comment for the hearing can do so between Sept. 15-23. SAN DIEGO (KGTV) - The pinch of the partial shutdown on federal government agencies and employees approached a squeeze Wednesday as workers prepared for their first pay period without a paycheck. Hundreds of thousands of federal employees who are furloughed or working without pay during the government shutdown are anticipating an end to the political standoff. The partial shutdown, which took effect Dec. 21, forced 420,000 workers to continue their jobs without pay. 380,000 workers were furloughed nationwide. 5,000 of the affected workers are in San Diego County, according to Rep. Scott Peters' office, which cited the Association of Federal Government Workers. Border Patrol agents enforcing the U.S.-Mexico border in San Diego County are among the affected employees. So are TSA agents, including those who kept holiday travelers safe at Lindbergh Field. RELATED: No deal to end shutdown; Trump says 'could be a long time'Many San Diegans only noticed the impact of the shutdown by the closure of national parks including the Cabrillo National Monument in Point Loma, and Joshua Tree National Park. However, more people may soon feel the change. Many departments and agencies are running out of carryover cash, Politico reports. Dozens of national parks and museums, including Smithsonian facilities, closed Wednesday as they ran out of money. Yosemite National Park limited entry due to problems with human waste and public safety. Visitors were told to use restrooms in nearby communities before entering the park. The Coast Guard is scaling back boating safety checks, mariner licensing, and fishing law enforcement, according to Politico. Tax filing season, which usually starts in January, may start later, and many IRS workers may be called to work without pay for filing season. The most recent pay period ended Dec. 22, with paychecks arriving Dec. 28. The next pay period ends Jan. 5, with the check due Jan. 11. There’s a possibility that check may never come. Workers may be paid retroactively but it would take an act of Congress. To make the financial picture even more grim for federal employees, President Trump issued an executive order Friday, freezing their pay for 2019. Their 2.1 percent hike was supposed to take effect this month. (The freeze does not impact U.S. service personnel, who were due to receive a 2.6 percent pay hike as part of the spending bill signed in August.)The Associated Press and CNN contributed to this report. 2472

SAN DIEGO (KGTV) - The trial started Wednesday for two San Diego County Sheriff’s deputies facing criminal charges after an arrest in Vista. Deputies Nicholas Morgan and Joshua Nahan are charged with assault for what District Attorney Summer Stephan calls illegal actions during the encounter. Gerardo Martinez Jr. and his father were taken into custody last May after the deputies responded to a domestic violence call. RELATED: Controversial video of sheriff's deputies prompts investigationMartinez Jr.’s girlfriend had called 911 to report being punched by her boyfriend. Part of the 911 call was played for jurors during opening statements Tuesday. The panel also saw cell phone video of the arrest recorded by a neighbor. The now-viral video shows Deputy Nahan push Martinez Sr. into a fence while handcuffed. Martinez Jr. was repeatedly struck in the head by Deputy Morgan while on a concrete sidewalk. “Law enforcement officers hold a position of trust in our community and are required to abide by the rules in the exercise of their powers. The evidence on which the charges are based shows the force used by the two deputies exceeded the legal line, violating that public trust. For justice to thrive, it is important that no one is above the law,” Stephan said in November. RELATED: San Diego County DA's Office files charges against deputies involved in violent arrest The San Diego County Sheriff’s Department sent a statement to 10News last fall, which read in part, “The Department does not tolerate misconduct of any kind. We have the utmost confidence in the criminal justice system and we will continue to coordinate with and support the District Attorney's Office as these cases move through the judicial process." If convicted, Deputy Morgan could face up to two years in jail. Deputy Nahan could face one year for misdemeanor assault, if a jury finds him guilty. 1891

  

SAN DIEGO (KGTV) -- Three dogs are getting a second chance at life. Wednesday night they were reunited with a local Marine - after months of being apart. Marine Corps Captain Kyle Watkins has been waiting months to see the dogs he rescued as puppies while stationed in Iraq. Wendy, Hesco and Rooster were flown to the states to be adopted by Watkins and another Marine with the help of SPCA International and Operation Baghdad Pups.Watkins says he couldn't help but feed and care for the dogs, who in turn began to look out for him; their big brown eyes and wagging tails bringing comfort during some rough times. Two of the dogs will stay with Watkins and his wife on their farm in Temecula, the third will be adopted by another Marine.  776

  

SAN DIEGO (KGTV) - This year Comic-Con celebrates its 50th anniversary. Only five people have attended the convention every single year. One of them is noted author and television writer Mark Evanier.Evanier began writing comic books when he was a teenager in the 1960's, including the comics featuring characters like Mickey Mouse and Bugs Bunny. His mentor was comic book legend Jack Kirby, who created or co-created many of the genre's most famous characters, such as Captain America, the X-Men, and the Incredible Hulk. It was Kirby who first told Evanier that a group of fans in San Diego were planning a comic convention at the El Cortez Hotel."I thought it was a great idea," Evanier told 10News in an interview from his office in Los Angeles. "I had no idea it would get as large as it did. I thought maybe we'll have 400, 500 people there."While Evanier thought it would be a niche convention, even in its early days Kirby saw the potential. "He said this a long time ago when this was a nutty idea to say. He said Comic-Con is going to take over the city of San Diego each year," Evanier recalled.Early supporters of the convention included Marvel creator Stan Lee and science fiction author Ray Bradbury. Comic-Con moved into the San Diego Convention Center in 1991, soon expanding to take over the ballrooms at the surrounding hotels.Evanier has had a big role at the convention over the 50 years. He is a frequent moderator of panels and a guest of honor at many events. He believes the convention will remain in San Diego for the long term (Comic-Con International recently signed an extention through 2024). This is despite the fact that Comic-Con is facing growing competition for the biggest stars and events. Other conventions have launched in cities across the country, and some companies, including Disney, have created their own events. "Yes, there are conventions that are trying to be bigger or wish they could be Comic-Con," Evanier said. "Those are all commercially run. The Comic-Con we go to in San Diego is a non-profit organization."Evanier is scheduled to moderate more than a dozen panels during this year's anniversary convention. 2171
