SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. The City is building and working with a multidisciplinary team of outside legal and real estate experts to achieve these goals. SAN DIEGO (KGTV): The San Diego Zoo got quite a surprise this week when one of its Siamang Apes gave birth.It was a surprise because zoo officials had no idea the mother, Eloise, was pregnant.The zoo confirmed the birth to 10News, saying Eloise had been on birth control.The baby was born Monday morning.SDSU student Francelia Amaya was there shortly after the birth. She has been observing the Siamang apes for the past few months as part of a project for her Anthropology class.Amaya says Eloise had been acting oddly that morning."She was really uncomfortable," says Amaya. "She was trying to find the right position. There were a lot of odd behaviors."Amaya got a few pictures and cell phone video of Eloise holding the new baby and swinging around the ape enclosure with the newborn in her arms.Eloise and the baby were taken out of the exhibit shortly after the birth, as was the father. All three are in observation right now.According to the zoo's website, Eloise is "is the best mom a young siamang could hope to have. She's had lots of practice, having given birth to seven youngsters over the years."The zoo says Siamangs are one of a few primate species that form permanent pairs. Eloise and the father, Unkie, have been together since 1987.There's no word from the zoo about how long they'll be kept out of the public eye. 1353

SAN FRANCISCO (AP) -- A young mountain lion that was spotted looking at his reflection in the glass of an office tower in downtown San Francisco was safely captured Thursday and released into the wild.The disoriented animal roamed the streets of the city for two days until he was spotted by a police officer near Oracle Park, home of the San Francisco Giants.The mountain lion was first seen Tuesday by a motorist in a neighborhood known for the famously crooked Lombard Street. 487

SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. As you can imagine space is limited on board, nearly every inch is utilized, especially in the command area. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained. SAN DIEGO, Calif. (KGTV) -- When asked if his success is surreal, comedian Jo Koy said: "I earned it."Jo Koy, whose real name is Joseph Herbert, knew he wanted to be a comedian since the age of 11. He has been in the comedy scene since the late 1980s and said he "kept grinding." That hard work paid off as Koy is now getting ready to film his third Netflix special and performs to sold-out audiences across the country. Family has been a central theme in his routine, often talking about raising his teenage son and growing up with his Filipino mom. His son, now 16, is getting involved in helping dad refine his show. "He's an associate producer on [the Netflix special] 'Comin' in Hot.' He came up with my last joke... he's the one that told me to wear what I was wearing. That outfit, he picked it out," Koy said.Koy tells 10News his mom loves the attention, "My mom always wants more!" Koy said. When asked if there was enough diversity and inclusion in comedy, the half-Filipino artist he feels like the doors are now, "open and there's a lot more opportunity, but we still have a long way to go." He's not going to get much time to check out the sights in San Diego. He's focusing on work and putting on great shows at the Civic Theater this week. "I stay working, man! I'll stop working when I die! I'm always going to do stand-up," Koy said. "This is my passion. I'll be 80 and I'll be on stage... this is what I was born to do."
