SAN DIEGO (KGTV) — At KAABOO Del Mar, the festival's lineup of chefs and artists are just as big as the acts set to the the stages around the fairgrounds.Thursday, organizers announced KAABOO's culinary and artistic lineups coming to Del Mar from Sept. 13 - 15.Celebrity chefs Michael Mina, Antonia Lofaso, and Richard Blais will be joined by award-winning chefs Nyesha J. Arrington, Eduardo Garcia, and San Diego natives Ryan Gilbert and Travis Swikard as KAABOO's featured chefs this year.RELATED: KAABOO Del Mar's 2019 music, comedy lineup announcedGilbert, who serves as the executive chef at San Diego's Lafayette Hotel, Swim Club & Bungalows, also appeared on KAABOO's Palate Main Stage in 2018. Swikard previously worked as executive chef of the famed Boulud Sud restaurant in New York City, before returning to San Diego to head his own restaurant.Hungry festival goers can expected to catch other phenomenal eats around the fairgrounds, such as Napizza, Poseidon Del Mar, Bling Bling Dumpling, The Baked Bear, Nacho Taco, and many others. SAN DIEGO (KGTV) -- Before the sun rose Friday, cars already packed parking lots at San Diego beaches to kick off Labor Day weekend and what's expected to the some of the hottest days of summer.However, San Diego County leaders said no matter where you are this weekend, they want to emphasize people must still follow CDC guidelines to prevent the spread of COVID-19.ABC 10News was at La Jolla Shores on Friday morning as beachgoers wearing masks secured spots far enough to stay socially distanced.Beachgoer and Santee resident Kris Moberly, “We know we can find a spot if we come early."It's the new norm, but also a way to ensure San Diego stays off the state's watchlist after just getting off of it two weeks ago.Moberly said she hopes everyone will follow the rules this weekend, telling ABC 10News, "I'm sure there's people who push the limits but you're responsible for your own health and I think most people are considerate of others."San Diego Lifeguards said they won't be regulating when it comes to social distancing or masks."We're going to be focused on keeping people safe in the water, but social distancing is everyone's responsibility,” a lifeguard told ABC 10News.County Supervisor Nathan Fletcher said the status of our county depends on people's actions this weekend. In a press conference earlier this week, he said people should avoid indoor parties and continue to follow CDC guidelines.To ensure added safety, beaches like Carlsbad will also be handing out masks and teaching visitors about safety guidelines.Lifeguards said in addition to COVID-19 restrictions, the heat will also be a big safety factor. They said beachgoers should bring plenty of water and use caution when swimming, as upcoming swells are expected to bring fast moving rip currents. 1789

SAN DIEGO (KGTV) -- County Supervisor Jim Desmond said Friday that more businesses throughout San Diego County can reopen pending approval from health officials.Those businesses include nail salons, massages, and tattoo parlors.Supervisor tweeted out the statement Friday, saying: "Pending County Health Official's approval, next Friday personal services (nail salons, massages, tattoo parlors, etc.) will be able to open in San Diego County!"The news comes after county health officials allowed gyms, hotels, and bars, among other businesses to reopen beginning June 12.RELATED: San Diego County gyms, bars, movie theaters reopening June 12Those businesses, according to the county, were required to complete a "Safe Reopening Plan" and share it with their employees and display it where customers and patrons can see it.Businesses are also required to follow public health guidelines, including the use of face coverings, increased sanitation, and rotocals for social distancing. 989

SAN DIEGO (KGTV) - Cara Knott's family has written a letter to Gov. Gavin Newsom asking that Craig Peyer remain behind bars.In December 1986, Peyer -- then a California Highway Patrol officer -- pulled over Knott on Interstate 15 in the Rancho Penasquitos area. Peyer beat Knott, strangled her, and threw her body over a bridge.Peyer was eventually convicted of killing the 20-year-old San Diego State student in 1988.Peyer's next parole hearing isn't until 2027, but in their letter to the governor, Knott's family says they've learned inmates are being released from Peyer's prison because of COVID-19.“This is precisely NOT a person who deserves to be released early from prison for humanitarian reasons. Officer Peyer showed NO Mercy when he murdered my sister," Knott's sister wrote in her letter to the governor.ABC 10News reached out to California Department of Corrections and Rehabilitation for clarification. CDCR says, at this time, there are no plans to expedite the release of Craig Peyer."He committed a betrayal of trust that's unmatched in San Diego history at my judgment," said Paul Pfingst, who prosecuted the case. "If we don't have room for him in prison, because of a risk that he might catch a disease that all of us have a risk to catch, I think that would be a grievous mistake." 1312
