SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

SAN DIEGO (KGTV) — County public health officials have released guidance for celebrating Halloween this month, including recommendations for trick-or-treating and parties.The county is recommending that residents avoid traditional door-to-door trick-or-treating, "trunk-or-treating" where candy is offered from cars, or leaving bowls of candy for others at their door this Halloween due to the pandemic.For those who want to find a safe alternative to traditional trick-or-treating, the county recommends "one-way" trick-or-treating where residents leave individually wrapped goodies bags outside for families to grab while maintaining physical distance, such as at the end of the driveway or yard.Parents are also asked to consider giving away treats other than candy, such as stickers, pencils, or mini pumpkins that can be sanitized by parents before given to kids.There are several activities that are not allowed, according to the county, including:In-person gatherings, parties, and events with non-household members even if gatherings are outdoors because physical distancing will not be easy to maintain,Carnivals, petting zoos, festivals, and live entertainment are not allowed because of frequent interaction with high touch surfaces by children and participants, andAny gatherings already not allowed under current public health ordersHaunted houses are not recommended because of the potential for crowds in tight spaces and poor ventilation, making safety and social distancing a challenge.County officials recommend that San Diegans celebrate through:Online parties or costume contestsDrive-thru events and car paradesDecorating homes and yardsMovie nights within households or at drive-in theaters, andPumpkin patches where social distancing and increased hand hygiene is possibleThe county says that whichever way residents end up celebrating Halloween, it's important that they continue to wash and sanitize their hands often and thoroughly, avoid close contact with individuals that are not in the same household, wear a face covering, and stay home and away from others if sick.More Halloween safety resources are available on the county's website. 2175

SAN DIEGO (KGTV) - Concerns continue to grow amid reports that President Trump may allow border officials to ban US citizens suspected of having coronavirus from re-entering the country.Five years ago, Les and Marilyn Widd retired and made a big move, buying an oceanfront home in Rosarito, Mexico. That dream retirement has suddenly been marred by worries about COVID-19 and a possible presidential action. According to published reports, President Trump is weighing rules to allow border officials to temporarily block an American citizen or legal permanent resident from entering, if there is reason to believe the person has coronavirus."Absolutely upsetting, absolutely upsetting," said Les Widd, 70.Details about the possible plan are unknown, but Widd has heard enough."It's violating your constitutional rights to receive treatment in your own country," said Widd.Widd says if either of them were to develop symptoms, they would have few options. Their hospital in Rosarito isn't accepting COVID-19 patients."In Tijuana hospitals, they are absorbing everything from surrounding towns. They're at the limit. Difficult to get a bed there," said Widd.Both the Widds have go-to hospitals in San Diego where they've received past treatments. Both are covered under Medicare, and they say they have a right to use it, especially during a pandemic."We worked all of our lives and paid into it. SAN DIEGO (KGTV) — As Seaworld San Diego reopens its doors this weekend, an East County grandmother and passholder says she and her grandson won't be making a visit.Visiting SeaWorld is one of Rose Becker's favorite things to do with her 4-year-old grandson Vincent."He just loves walking around and looking at the dolphins, orcas, and sea lions," said Becker.So when SeaWorld announced they would be reopening, she got excited.RELATED: Several San Diego County businesses to reopen indoors with limits under new guidance"I was planning on taking him Sunday. Was so excited to hear SeaWorld was back open. My grandson was so excited ... and then my excitement, down to frustration," said Becker.She was frustrated because of the cost. The park's attractions will be limited to outdoor animal exhibits and shows. A ticket will include food, drink, and merchandise. Passholders like Becker get a complimentary ticket but must pay for the lanyard for the food and beverages.
