WASHINGTON, May 27 (Xinhua) -- The U.S. Treasury Department said in a report released on Friday that China was not manipulating its currency."In China, since the authorities decided in June 2010 to allow the exchange rate to appreciate in response to market forces, the renminbi (RMB) has appreciated by a total of 5.1 percent against the dollar in nominal terms through the end of April 2011, or at an annual pace of approximately 6.0 percent," noted the semi- annual report on international economic and exchange rate policies.The Treasury said that as inflation in China is significantly higher than it is in the United States, the renminbi has appreciated more rapidly against the dollar on a real, inflation- adjusted basis, at a rate of around 9 percent per year.The delayed report, which was originally scheduled to be sent to the Congress on April 15, finds "no major trading partner of the United States" manipulated its currency during the period covered in the report.The Treasury added that it will continue to "closely monitor" the renminbi appreciation pace.The report also noted that the U.S. economy is recovering from its deepest recession in the post-war period."While recent growth is encouraging, the economy still faces significant challenges," said the report. The number one challenge is still in the labor market.The U.S. unemployment rate, currently at 9.0 percent, is not expected to fall significantly this year.Besides, housing market and long-term fiscal position are " unsustainable," according to the report.In recent remarks, Treasury Secretary Timothy Geithner stated that China is the fastest growing market for U.S. exports. In 2010, U.S. exports to China grew at a pace that was 50 percent higher than the rest of the world.

BEIJING, Feb. 10 (Xinhua) -- China's drought control authorities announced Thursday that hours of snowfall and irrigation have eased to some extent the severe drought in parts of the nation.Rapid spreading of the dry spell in the country's winter wheat producing regions has been curbed by wide-spread snowfall in the areas along the Yangtze, Huaihe and Yellow rivers and in the country's northern part on Wednesday and Thursday, the Office of State Flood Control and Drought Relief Headquarters said in a statement on its website.Drought-hit areas in Henan and Anhui, which are two major wheat-producing provinces, were reduced by 6.3 million mu (420,000 hectares) and 4.1 million mu, respectively, from Wednesday, the statement said. The agency added that irrigation also contributed to easing the effects of the drought.The statement said that as of Thursday, eight drought-hit provinces had irrigated 143 million mu of drought-affected wheat producing areas, which accounts for 52 percent of the combined winter wheat producing areas in the provinces. The eight provinces include the territories of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.As of 3 p.m. Thursday, the drought had affected 101.28 million mu of crops nationwide and left 2.81 million people and 2.57 million heads of livestock short of drinking water, said the statement.Cloud seeding on Wednesday and Thursday during a recent cold front, also helped alleviate drought in some regions, according to a report posted on the website of the China Meteorological Administration on Thursday.The report also said that the artificial precipitation had mitigated the shortage of moisture in the soil in parts of Henan and Anhui. The situation is expected to improve as the rain and snow continues.However, experts urged more measures from local governments to ensure winter wheat production since the current precipitation is not adequate to "completely ease the drought", the report said.

BEIJING, April 12 (Xinhuanet) -- Doctors may choose riskier treatment with fewer severe side effects for themselves than they'd recommend for their patients, according to a study in the Archives of Internal Medicine Tuesday. In the study, two sets of questions were sent to primary care physicians around the United States. One involved choosing between two types of colon cancer surgery and the other situation involved choosing no treatment for the flu, or choosing a made-up treatment less deadly than the disease but which could cause permanent paralysis. Of 242 physicians who answered the colon cancer questionnaire, 38 percent went with the treatment that carried a higher risk of death but fewer side effects for themselves. By contrast, only a quarter said they would recommend that treatment to their patients.In the flu scenario, 63 percent chose the deadlier option of no treatment for themselves, versus 49 percent recommending it for patients.The findings are important because patients faced with difficult medical decisions often ask their doctors, "What would you do?" The answer reflects the doctors' values -- not necessarily those of the patients.Doctors should know what their patients value most before giving advice, and patients should ask doctors the reasons behind their answers, said study author Dr. Peter Ubel, an internist and behavioral scientist at Duke University.

This is why China needs strong and long-lasting peace," he said.Berger said China's policy of peaceful development has already won support from the majority of countries, so they are willing to cooperate with the world's most powerful developing nation."China's peaceful development gives chance to all people in the world, as China became the main engine of the global economic development. Many developed countries are gravitated to China because they depend on Chinese supplies and the Chinese market," Berger said.However, although some countries are aware that China's sustainable growth requires peace and stability, some eye China's growing influence as negative, the professor said.Berger said that Beijing tries to persuade Washington that China's rise does not threaten American security. The question, then, is to what degree is the U.S. ready to accept the new reality, Berger said.Berger cited two main reasons why some Western politicians don't trust Beijing."First, this is a natural response from the people who got used to a certain world order," he said, "Such an order implies the existence of the so-called 'golden billion' people who have access to all of civilization's benefits while the other five billion can't make ends meet."Berger said that when China attempts to achieve the same living standards, that induces some fears based on the notion that the Earth resources are limited.Berger believed the second reason is xenophobia and racism, which generates talk about the "Chinese threat.""But they talked about the 'China threat' even in times when China used to be an underdeveloped nation," Berger noted.

  

BEIJING, Feb. 9 (Xinhua) -- China's Ministry of Agriculture on Wednesday urged more measures be taken to minimize the impact of a drought due to the possibility that the winter drought may continue into spring.The country's winter wheat producing regions have suffered severe drought since October last year, and the possibility of spring drought is surfacing, Minister of Agriculture Han Changfu said in a statement posted on the ministry's website.Spring drought following the winter one will be a significant threat to summer grain production, he said.As of Wednesday, the drought had affected about 115.95 million mu (7.73 million hectares) of winter wheat in the country's eight key producing provinces, which account for 42.4 percent of the total winter wheat growing areas in the regions, the statement said.China's main wheat growing regions include the provinces of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.Han urged agricultural authorities to be "fully aware of the extreme significance" of a summer harvest this year and strengthen their efforts to assure a successful harvest.Summer grain and oil production is crucial to easing inflation pressures and stabilizing grain output for the entire year, he said. "To have a summer harvest, the current pressing job is to protect winter wheat from drought," he said.There are currently positive factors for a summer harvest, including an adequacy of water for spring irrigation, according to Han.He ordered local agricultural officials to work to stabilize spring planting areas and ensure that the areas for grain planting will be equal to that of last year.Local agricultural officials were also asked to strengthen supervision over market supplies of agricultural materials to keep prices stable.Also on Wednesday, the State Council, or the nation's cabinet, pledged to boost grain production by raising minimum purchase prices of grain, subsidizing the purchase of anti-drought technologies and adding funding for farm irrigation.
