WASHINGTON — The federal government has restored access to Trusted Traveler Programs for New York state residents, the Department of Homeland Security announced Thursday.New Yorkers were banned from enrolling or re-enrolling in Global Entry and several other Trusted Traveler Programs in February in response to New York's "Green Light Law." The law allowed undocumented citizens the ability to get drivers' licenses and restricted federal immigration agencies from accessing Department of Motor Vehicle data.Trusted Traveler Programs affected included Global Entry, SENTRI, NEXUS and FAST, which facilitate the entry of pre-approved travelers into the U.S. using expedited lanes at airports and international borders. The ban did not affect the domestic TSA Pre-check.The statement from DHS released Thursday said the department will lift its ban on TTPs for New York residents because Gov. Andrew Cuomo and state legislators amended the law, allowing for the sharing of DMV records “as necessary for an individual seeking acceptance into a trusted traveler program, or to facilitate vehicle imports and/or exports,” according to DHS.The statement said New York continues to restrict sharing DMV records and information with U.S. Customs and Border Patrol and ICE "for other enforcement efforts."DHS said it is working with the Department of Justice to take further legal action against New York over those restrictions, as well as new criminal penalties for sharing info with CBP and ICE.“We appreciate the information sharing to CBP for the trusted travel program, which enables DHS to move forward and begin once again processing New York residents under the Trusted Travel Program," Acting DHS Secretary Chad Wolf said in a statement. "Nonetheless, local New York law continues to maintain provisions that undermine the security of the American people and purport to criminalize information sharing between law enforcement entities."Cuomo said Thursday the change to the law's verbiage was made back in April."After the Department of Homeland Security announced the ban on the Trusted Traveler Program for New York residents in February, I immediately met with President Trump at the White House to discuss what — to the extent that there were bonafide concerns — needed to be done to address the issue while still protecting the privacy of all New Yorkers. Subsequently the matter was dealt with in the state budget passed in April," Cuomo said. "I am glad that this issue has finally been resolved for all New Yorkers."New York swiftly announced the state would sue the federal government after the February decision to block New Yorkers from TTPs, and later that month, Cuomo met with President Donald Trump over the move. The meeting between the two was described as productive by Wolf, but the issue drifted from the spotlight thereafter, prior to Thursday's announcement. This story originally reported by Corey Crockett and Kristine Garcia on PIX11.com. 2971

VISTA, Calif. (KGTV) - With dozens of recipes up her sleeve, a Vista grandmother is on a mission to connect generations. "I found out very easily the way to anybody's heart is through baking!" said Terry Chamberlin. Chamberlin says she's lucky to be a grandmother to four."But then my son had an opportunity to move out of state, he took with him, against my will, three of my grandchildren!"She was scared to lose connection with her grandchildren, so she got creative.Chamberlin would send a box of homemade cookies with sides of frosting and sprinkles. Over Skype, she would decorate the cookies with her grandkids."It's so hard at Christmas time or their birthday to buy them a gift if you don't know them very well. So by staying connected by Skype, you get to see what they like and what shirts they're wearing and what their favorite color is," said Chamberlin. When friends started hearing about this, they wanted to do something similar with their loved ones.Chamberlin decided to start a business, called Gramma in a Box.For , you receive a themed box with three projects. Customers can get a monthly subscription or choose a plan that works best for them. The cookies come baked, and few household items are needed."The time you get to spend with your children or your grandchildren, or standing back and watching them be creative, that's worth more than a month to me."So far, she has about a hundred customers. For her, success means connecting loved ones. "I think kids do need a connection with their grandparents," said Chamberlin. You can learn more about Gramma in a Box here. 1609

Walmart just unveiled a new online shop for officially licensed military-branded products. The company said the showcase features about 3,000 items emblazoned with logos from the five branches of the U.S. military -- Army, Air Force, Navy, Marine Corps and Coast Guard. The items include a "Air Force Dad" T-shirt, a Marines dartboard, and a Coast Guard toy helicopter. The Walmart collaboration aims "to build brand awareness and create multiple touch points for Americans to show support to the U.S. Army," according to a statement from Paul Jensen, the U.S. Army's director of trademark licensing.Walmart says each military branch has approved the suppliers, and the licensing deals mean that the military will collect royalty payments on all of the sales. The company says it expects to add more products as additional vendors apply."As a 31-year U.S. Army veteran I'm proud to wear my Army gear, and I'm thrilled that Walmart is providing a way for all of us to shop for officially licensed military merchandise with confidence and convenience," retired Brigadier General Gary Profit, Walmart's senior director of military programs, said in a statement.Walmart says the "showcase builds upon Walmart's already-robust support for veterans," the cornerstone of which is the company's promise to hire 250,000 veterans between 2013 and the end of 2020. Walmart said Friday that it's just 62,000 shy of reaching that goal. 1438

VISTA (CNS and KGTV) - Prosecutors announced Friday they will seek a second trial against ex-NFL tight end Kellen Winslow II, who was convicted of forcible rape and misdemeanor counts of indecent exposure and lewd conduct earlier this week. Following about a week of deliberations, a Vista jury found Winslow guilty of raping a woman in Encinitas and exposing himself to two others, but deadlocked on eight other charges, including rape and kidnapping in connection with two other women. Jurors indicated that they were leaning toward guilty verdicts on each count, but were unable to reach a consensus, leading San Diego Superior Court Judge Blaine Bowman to declare a mistrial as to those counts Tuesday morning, and dismiss the jury. Prosecutors stated they will go forward with trying Winslow a second time. A judge set the trial date for Sept. 30 and denied bail, saying Winslow was a danger to the community.Winslow was convicted of last May's rape of a 58-year-old homeless woman -- Jane Doe 2 -- exposing himself to Jane Doe 3, who was gardening in her front yard in Cardiff last May, and touching himself in front of a 77-year-old woman -- Jane Doe 5 -- at a Carlsbad gym in February. The 35-year-old son of former San Diego Chargers legend Kellen Winslow was acquitted of committing lewd conduct in front of Jane Doe 5 on a separate occasion. WATCH FRIDAY'S COURT HEARING: 1390
