Who gets the vaccine first will ultimately be up to the Department of Health and Human Services, but Dr. Toner says the report is meant to offer an ethical framework to help prioritize who gets the vaccine and when.“First of all it’d be health care workers who are taking care of COVID-19 patients. That seems pretty straight forward and non-controversial,” Dr. Toner said.Also in the first tier would be people who are essential to the pandemic response – like those doing the vaccinating, people on the front lines of public health and people working in nursing homes.That first tier would also include the men and women who have helped maintain some normalcy during the pandemic.“Think of front-line transportation workers like bus drivers, think about people working grocery stores, people who work in food production, people who keep the lights on and the water running,” Dr. Toner said.White would be in tier one, but her medical situation is quite complicated.“I right now can’t get vaccines,” White said.She says the treatment she’s receiving heavily reduces her immune response so her body doesn’t attack itself. So depending on the type of vaccine, she would either develop COVID-19, or the vaccine wouldn’t do anything for her.“It’s a weird circumstance because I don’t think the world thinks a lot about people like us. They just think ‘oh the sick people are especially going to need this,’” White said.Dr. Toner says there is an alternative solution.“Vaccinate everyone around them. So vaccinate their families, their caregivers,” Dr. Toner said.“Clearly herd immunity can save an immeasurable number of lives. And so really for someone like me that really is my best shot,” White said.Getting enough people who have an immune response to the vaccine will depend on its effectiveness.“We are ensuring that the vaccine is safe and we’re ensuring that the vaccine is effective. And we will try to get it out as fast as we can, of course, but we won’t cut any corners,” Dr. Toner said.For now, White is choosing to focus on the positive."Hopefully the world will come out better because of this and empathic to their fellow man. (KGTV) – Legoland California officials say the Carlsbad theme park will not reopen to the public before Aug. 1.In a statement, officials said: “Considering the constantly changing Coronavirus situation and the recent announcement by the San Diego County Board of Supervisors, LEGOLAND? California will not reopen prior to August 1, 2020. The Board announced there will be no reopenings approved prior to that date.”Officials also said a reopening date for the Legoland Hotel will be announced soon.Despite the park’s closure, the Sea Life aquarium is open for guests under state and county guidelines for aquariums.When Legoland California reopens, officials said it will be at reduced attendance and temperature checks for employees. Sunday's liftoff from NASA's Kennedy Space Center marks the first time that Elon Musk's company has two capsules in orbit at the same time. This latest Dragon should reach the space station on Monday, joining the Dragon that delivered four astronauts last month. CARLSBAD (KGTV) -  A new airline will begin flying from Carlsbad's McClellan Airport, trying to give North County travelers an alternative to Lindbergh Field.California Pacific Airlines will take off for the first time on Friday, with a flight to San Jose. They also have flights planned for Reno, Sacramento, Las Vegas, and Phoenix/Mesa by the end of November. The airline already offers flights from Denver to several cities in South Dakota."We’ll be flying at least 15 flights a day in the next two months," says CEO Ted Vallas. "We're getting a great reception for it."Vallas says his airline will offer competitive rates, but travelers will save money in the long run because they won't have to first drive up to an hour to Lindbergh Field or pay to park.The airline hit a snag on its first morning, however, having to postpone its inaugural flight Thursday. A mechanical problem delayed the airplane in Denver.Vallas says that's not a sign of things to come, noting that his airline will have a fleet of 15 to 25 planes stationed at all cities it serves.McClellan Airport has had problems keeping commercial travel. Last spring, CalJet had to shut down after trying to launch service to and from Las Vegas.Passengers at the airport this week say they're excited about the ability to fly out of Carlsbad."It's just a 10 minute drive for me," says Carlsbad resident Walt Stringer.
