BEIJING, Sept. 8 (Xinhua) -- China and Myanmar agreed on Wednesday to took the opportunity of the 60th anniversary of bilateral diplomatic ties to consolidate traditional friendship and enhance cooperation in key areas including energy and infrastructure building.Chinese President Hu Jintao and Myanmar's top leader Than Shwe reached the agreement in their one-hour-long talks in the Great Hall of the People.After a red-carpet welcome ceremony for Than Shwe, chairman of Myanmar's State Peace and Development Council, Hu told him China highly valued its relations with the country, and it was an unswerving policy of China to solidify and develop good-neighborly cooperation with Myanmar."The policy will remain unchanged regardless of changes of international situation," he added.Hu said that with the meticulous care of leaders of the elder generations of both sides, China-Myanmar relations had withstood the tests of the ever-changing world since the establishment of diplomatic ties 60 years ago."Our bilateral relations have seen consolidation and growth ever since, and has set an example for friendly relations between countries with different social systems," said the Chinese president.Hailing the profound friendship between the two countries, Than Shwe said the two countries supported and understood each other over the years, citing enhanced friendship and trust, frequent high-level visits and rapid growth of win-win cooperation in various areas.China has stuck to a peaceful development road, said the Myanmar top leader, adding China's stance on major issues such as climate change fully reflected the interests and concerns of vast developing countries.He also reiterated his government's adherence to the one-China policy.This year marks the 60th anniversary of China-Myanmar diplomatic ties. The two leaders agreed to take the chance to facilitate closer exchanges and cooperation in various areas.Hu proposed to keep regular contact between the two countries' leaders through visits and meetings on multilateral occasions, in a bid to maintain timely communication on bilateral ties and major issues of common concern.He also said it was important to maintain the consistency of China-Myanmar good-neighborly policies, step up efforts in formulating bilateral economic cooperation program to guide and facilitate win-win trade cooperation."China is willing to increase imports from Myanmar," he said, adding the Chinese market welcomes more investment from Myanmar enterprises.The two countries share a border line of over 2,200 kilometers. Hu called on both sides to jointly safeguard peace and stability of the frontier and boost economic and social development of the border areas."China respects sovereignty and territorial integrity of Myanmar, understands and supports the Myanmar government's efforts for national reconciliation," Hu said.He vowed to enhance cooperation with the country in border management, intensify efforts to jointly combat cross-border crimes for sound production and life order of the border regions.Than Shwe agreed with Hu's proposals, saying it was of vital importance for both countries to maintain peace and stability of the border areas. He pledged joint efforts with China to this end.Than Shwe arrived in Beijing on Tuesday afternoon to start his five-day state visit to China. China's top legislator Wu Bangguo and Premier Wen Jiabao will meet with him on Thursday.Besides Beijing, Than Shwe will also visit the 2010 Shanghai World Expo and the economic hub of Shenzhen in Guangdong province.

BEIJING, Nov. 1 (Xinhua) -- China began its sixth nationwide population census at midnight Monday to document the demographic changes in the world's most populous country and form basis for policy making.More than 6 million census workers are to knock on the doors of about 400 million households across the country in the following 10 days. Results of the 8-billion-yuan census will be released by the end of next April.WHEN MIDNIGHT CAMEWhen it came to midnight on Monday and the census was officially begun, 28-year-old Wang Yi in Jinan, capital of east China's Shandong, began knocking on a door in an apartment building.A young man with a drowsy look opened the door.Wang, after showing his certificate as a census worker, explained why he had to disturb him at midnight. In the preliminary poll conducted to prepare for the census, Wang and his colleagues could not find him. Neither did the young man respond to the notice that census takers left at his door.The man, who had missed the poll due to business elsewhere, appeared to be very cooperative and quickly fill out the questionnaire which had questions about name, age, job and housing condition.In Zhejiang, a east China province with active private economy, census takers are visiting migrant workers at night.In dim light on a square of Huzhou City, Zhejiang, 16 martial arts performers from Henan living in their vans were interviewed.After the interviews, each of the 16 migrants received a card proving that they had been surveyed so that they would not be counted twice.DIFFERENCE THIS TIMEDifferent from previous census, the floating population this year was registered at where they actually live, rather than where their permanent residence is as written on their ID cards.Also, for the first time people from Hong Kong, Macao and Taiwan, as well as foreigners in the Chinese mainland, are included in the census. But those on short-term business or sight-seeing trips will not be covered.The census will collect data on foreigner's name, age, gender, nationality, educational attainment, purpose and duration of stay. Questionnaires for foreigners are simpler than those for Chinese.Ma Li, director of the Research Center for Chinese Population and Development, said the changes were necessary."To register according to where the floating population are could help us avoid mistakes like registering a person twice," she said.Driven by the fast-paced social and economical development, China's floating population is growing at a rate of 1.24 percent per year and China is now home to some 230 million migrant workers. To register them in the census is very difficult, Ma added.Jiang Xiangqun, a professor with the School of Sociology and Population Studies, Renmin University, noted that some new questions were added to the census form this year, such as health condition, housing condition and social insurance."The population of seniors is growing," he said. "Such question will help the government make policies to provide for the aged."HARD BUT HELPFULAs Chinese people's awareness of privacy grows, census takers are facing difficulty in getting the information they need.Wang Xin was a census taker in Shenyang, capital of northeast China's Liaoning Province."In front of our compound there was a lady in her 40s selling pickles," she recalled. "During the preliminary poll, she refused to tell us her phone number."Wang and her colleagues took turns buying pickles from the lady, who finally told them her phone number.Wang's fellow worker, 58-year-old Zhu Rongquan, noted that in some compounds the real estate companies were not very cooperative. "In one compound the real estate company even warned us not to disturb the residents."Zhu had to wait outside in the cold wind, approaching the residents before they entered the building gate."Some residents were sympathetic, asking us to go in and gave us a cup of hot water," he said gratefully.During the door-to-door visit, census takers could encounter various problems.Wang Bin, a 38-year-old worker from Shijiazhuang City of Hebei, could not find a man registered as being born in 1919. After asking many people she learned that the man had died."I have had more than 40 such cases: someone was registered as alive but actually was dead," she said.China conducted its first nationwide population census in 1953. Since 1990 it has conducted the census every ten years. In the last census, China's population stood at 1.295 billion. BEIJING, Sept. 19 (Xinhua) -- China's meteorological authority raised the level of alert for Typhoon Fanapi to the second highest on Sunday as it nears the country's south coast.Fanapi, the 11th typhoon to hit China this year, will move westward at a speed of 20 kilometers per hour, and make landfall between Monday morning and noon at the coast between Guangdong and Fujian provinces, the China Meteorological Administration (CMA) said.The shipping route linking Xiamen in Fujian Province, and Jinmen, in Taiwan, was closed Sunday with Fanapi approaching, said local authorities.CMA urged local authorities to make full preparations to guard against the strongest typhoon this year.Zhu Xiaoxiang, an expert with CMA, expected Fanapi to subside somewhat shortly after making landfall, and heavy rains were unlikely during the upcoming Chinese traditional mid-autumn festival, which will fall on September 22 this year.

  

BEIJING, Oct. 23 (Xinhua) -- One of China's top banking regulators has called upon the nation's commercial lenders to improve their balance sheets and reduce excessive reliance on lending for profits.Wang Zhaoxing, deputy chairman of the China Banking Regulatory Commission(CBRC), said banks should not seek excessive profits from a rapid increase in loans and a widening gap between lending and deposit rates, which is unsustainable.Chinese banks went on a lending spree in 2009 in response to the urging of the government as part of the 4-trillion-yuan (601 billion U.S. dollars) stimulus package to ward off the effects of the global financial crisis.Also, nearly 9.6 trillion yuan in new loans last year fuelled fears of banks distributing bad loans.Many banks continue to depend upon issuing credit to government-backed projects to secure profits, Wang said at an industry meeting Thursday. However, those projects often lack adequate risk management.Further, Wang urged lenders to improve balance sheets and the quality of assets, as well as the ability to manage risk aversion.Chinese banking and financial institutions reported net profits of 668.4 billion yuan last year, of which a lion's share came from the gap between deposit and lending rates, investment proceeds and fees, according to the report on China's banking industry issued by the CBRC in July.The report noted that the average capital adequacy ratio stood at 11.4 percent at the end of last year, above the international safety line, while the non-performing loan (NPL) ratio fell to 1.58 percent, down 0.84 percentage points from the level at the beginning of 2009.Despite the improved data, CBRC chairman Liu Mingkang has repeated warnings that an NPL rebound could bring with it risks from lending to local government financing platforms and the property sector which has accumulated asset bubbles.At the meeting, Wang said the CBRC would enhance oversight to assure unscrupulous and unhealthy financial institutions are phased out of the market.Also, China will gradually move towards a market-driven interest rate mechanism, which would ultimately squeeze bank profits.
