China ordered the United States on Friday to close its consulate in the western city of Chengdu, ratcheting up a diplomatic conflict at a time when relations have sunk to their lowest level in decades.The move was a response to the Trump administration’s order this week for Beijing to close its consulate in Houston after Washington accused Chinese agents of trying to steal medical and other research in Texas.The Chinese foreign ministry appealed to Washington to reverse its “wrong decision.”Chinese-U.S. relations have soured amid a mounting array of conflicts including trade, the handling of the coronavirus pandemic, technology, spying accusations, Hong Kong and allegations of abuses against Chinese Muslims.“The measure taken by China is a legitimate and necessary response to the unjustified act by the United States,” the foreign ministry said in a statement.“The current situation in Chinese-U.S. relations is not what China desires to see. CINCINNATI -- Family members and friends said their final goodbyes to 16-year-old Kyle Plush at his funeral Monday.The teen died trapped inside his van at Seven Hills School last Tuesday, even after he pleaded with 911 operators to send help. Two Cincinnati police officers and a Hamilton County sheriff's deputy who searched near the school never found him. A Cincinnati City Council committee has a special meeting Tuesday afternoon to look into what happened.After Plush's death, the Cincinnati Police Department released a?computer-aided dispatch report,?Plush's calls and some dispatch traffic. It later released an internal review of the incident?after it was leaked to multiple news outlets.But the department has yet to explain exactly where its officers looked and what they did during their search for Plush. Nearly a week after the teen suffocated, numerous questions remain about what went wrong that day.The first 911 operatorStephane MaGee took the first 911 call from Plush. She couldn't communicate back and forth with him, because he said he could not hear her.MaGee indicated the caller was a female trapped in a van at the Seven Hills parking lot in "unknown trouble."Using latitude/longitude coordinates, she found Plush may be across the street from the school. She noted that location may be a thrift store parking lot in the dispatch report. Officers were dispatched to 5471 Red Bank Road, which is the parking lot across from the school where Plush was suffocating inside his Honda Odyssey. MaGee noted she used "Phase II" to find the location; "Phase II" is shorthand for a requirement, from the Federal Communications Commission, that wireless providers have to give 911 centers the latitude/longitude coordinates of cellphone calls.The latitude/longitude coordinates MaGee obtained were within feet of where Plush would be found dead later that night. Even though MaGee had almost the exact location of where Plush was found, a supervisor later wrote she should've used the school's name -- which would've sent officers to a less-exact location, at 5400 Red Bank.The officersRecords show Cincinnati Police Officers Edsel Osborn and Brian Brazile, riding double as Unit 2232, responded to the school to investigate Plush's first call. It's unclear if they ever came back on the radio to ask for clarification about the caller or vehicle.The officers noted they tried calling Plush back but didn't get an answer. Less than 11 minutes after arriving, they marked the assignment complete and were ready for a different assignment.Later that night, when Plush was found dead, another call went out for police to respond to Seven Hills School. Officers didn't yet know Plush was dead. Brazile and Osborn's unit, 2232, came on the radio to say they'd been there earlier in the day and found nothing."I think somebody's playing pranks. It was something about they were locked in a vehicle across from the school, we never found anything. But we'll respond and see what else we can find," one of them said in the radio transmission that night.That's what we know about the two Cincinnati police officers' actions. WCPO has requested numerous records, which have not yet been provided.Chief Eliot Isaac has not gone into detail about what the officers did at the school that afternoon. (KGTV) - A South Bay public official is doubling down on anti-Muslim comments as he prepares a campaign to become Chula Vista's mayor.Hector Gastelum resisted calls to resign from the Otay District Water Board in 2017 after his tweets referred to Muslims as sub-human scum. He just qualified for the June run-off to become the Mayor of Chula Vista, the county's second largest city.In an interview, Gastelum said he isn't backing down from his prior controversial comments. "How can you not condemn rape? How can you not condemn pedophilia? Or throwing gays from the roof," Gastelum said, clarifying he is not referring to all Muslims. "If people don't like what I stand for, they can vote for the person that's going to take more taxes from them."Hanif Mohebi, who runs the San Diego chapter of the Council of American Islamic Relations, called Gastelum's comments bigoted and hateful."Are we referring to other criminals by their religion?" he said. "(Charleston church shooter) Dylan Roof and many others. Are we referring to others by their religion? If not, then why are we singling out this community and referring to them by their religion."Gastelum is running against Incumbent Mary Salas, teacher Arthur Kende, and Parks Supervisor Daniel Schreck for the seat. (KGTV) -- A beloved South Bay preschool director is being remembered as someone who always made others feel special.Aaron Partch was a co-director at Concordia Preschool in Chula Vista. He passed away September 15th.A virtual memorial for him was held Saturday.Like many other schools, Concordia closed in March during the pandemic. A couple months after the school closure, Partch was diagnosed with grade four glioblastoma. He had undergone brain surgery and was receiving treatment, including chemotherapy and radiation. In mid-September, Partch passed away suddenly from a heart attack.“God took our warrior up to heaven where he no doubt is singing and dancing with the angels,” his family wrote online.His co-workers said his energy will be missed.“He knows everybody by name. His greetings were always extremely cheerful, but sincere. When he asked you how your day was, he wanted to know,” said preschool teacher Meagan Lee, who worked with Partch for the last two years. “I think it’s really hard for all of us to walk down the halls and know he’s not going to be there with us.”Partch had been with Concordia Preschool for more than ten years. Nearby schools also remembered him.“If you knew him, you knew what a loss this is not just for Concordia, but for our community as well. Aaron was one of those people who lit up a room. (KGTV) - A new music school is open in the South Bay, teaching kids to play instruments with a less-classical approach."We're not the little old lady down the street with a metronome," says owner Mark Sheffield.He opened the School of Rock at Otay Ranch Town Center after his wife had to drive through traffic to take their son to classes in Liberty Station."Later on that evening, I asked how did it go, did you have fun? Yes, it was a blast. He loved it. We want to do that again. But we're not. But we're not ever doing that again. It was a 45-minute drive there and an hour and a half drive back," Sheffield explains.He says opening a South Bay location gives kids in that part of the county an option to learn music in a fun, modern way."The students learn music by playing it in an environment that fosters a true enjoyment for what they're doing," he says. "They're going to want to come anyway, and hang out with friends, and they're going to end up learning."School of Rock offers lessons for kids starting at age 3, no matter the skill level.
