SAN DIEGO (KGTV) — The San Diego Council is expected to vote Monday on a controversial proposal by a developer to build a large office park on land surrounded on three sides by the Del Mar Mesa Preserve. Residents who live nearby have been fighting the project and hope to convince the councilmembers to block it.The project, called "The Preserve at Torrey Highlands," would go on a piece of land south of Sr-56 at Camino Del Sur. Locals call the property "The Notch" and say it's a mystery why the 11-acre parcel was left out of protected zone when voters approved the Preserve in 1996.The best explanation, several residents told 10News, is that the land was owned by the Catholic Church, which planned to build on the property. The Church project was approved but never built and the Church sold the land in 2015.A spokesperson for the developer, Cisterra, told 10News that the land was always meant for development and that an office park is much-needed in the area: "The Preserve at Torrey Highlands will help grow the innovation economy by creating a place for nearly 2,000 high-quality, high-paying jobs."Opponents say voters intended any development on the land to be low-rise and fit the character of the neighborhood. 1235

This month, they take place Oct. 24 - 31. The two-story home and store addition was added in 1857 by Thomas Whaley. It was the first two-story brick edifice in San Diego and built using bricks made in Whaley's brickyard.The house operated as one of the first stores in the Old Town area and at one time was Whaley's home, a courtroom, a general store, and a theater simultaneously.While the store served the community in multiple ways during the 1800s, it seems its residents of one of the most haunted homes in America have stayed behind to watch over the grounds.During tours, museum guides will explore the stories of Whaley; his wife, Anna; their children, Violet and Tommie; and "Yankee" Jim Robinson — all of whom are believed to still be at the home in some form."Yankee Jim" was hanged on the grounds in 1852. Guests have reported heavy footsteps and windows being unlatched and opened — even Whaley himself. Others reported seeing Whaley on the home's upper landing, and a full apparition of Anna in the downstairs rooms or garden.Tickets for Halloween tours are for adults and for children, seniors, and military members. Your two favorite tiger cubs are ready for visitors at the San Diego Zoo Safari Park. Friday the zoo released video of the cubs enjoying their new home. The approximately 3-month-old, rescued Bengal tiger cub and his 4-month-old companion, a Sumatran tiger cub are settling in nicely at the Tull Family Tiger Trail. “The two cubs are adjusting really well to their new home,” said Lori Hieber, senior mammal keeper at the San Diego Zoo Safari Park. “They’re doing great. They act like little brothers; they play and cuddle a lot, and they squabble a bit like most brothers, but it’s all natural, healthy behavior.”The Bengal tiger cub was brought to the San Diego Zoo Safari Park on  August 23, 2017, after being confiscated by U.S. Customs and Border Protection officers during a vehicle inspection at the U.S./Mexico port of entry near San Diego. RELATED: Customs and Border Protection agents seize tiger cub at US-Mexico borderHe remains under the jurisdiction of the U.S. Fish and Wildlife Service. They are fully weaned from formula, and now eat an exclusively carnivore diet.As they continue to grow, the Bengal tiger will eventually outweigh the Sumatran tiger by about 200 pounds, given the difference between these two tiger subspecies.“We feel really fortunate to have these two cubs here,” said Hieber. “It was an unusual circumstance for us to acquire them, but we think they’re in the best possible hands, and they’re going to have a wonderful life while they’re here at Tiger Trail.” The cubs will be visible to guests daily from 9 a.m. to 12:15 p.m. They may also be seen occasionally on the Safari Park’s online Tiger Cam.Like all tigers, the critically endangered Sumatran tiger and endangered Bengal tiger subspecies face many challenges in the wild, from loss of habitat to conflicts with humans, but the biggest threat continues to be poaching. Tigers are killed by poachers who illegally sell tiger body parts, mostly for folk remedies. SAN DIEGO (KGTV) - The United States Postal Service is handling nearly 16 billion deliveries this holiday season, a record number.Warren Burton, a program manager at the USPS, says it is a 12 percent increase from last year.“There’s a lot of online shopping,” he said, “a lot more than last year.” As a result, the USPS processing and distribution center at Carmel Mountain Ranch in San Diego added more seasonal workers. About 1,100 people are working around the clock up from the normal staffing of close to 900.“We gear up all year for this time of the year, we know it’s going to be non-stop, high volume-high demand,” Burton added.The White House declared Christmas Eve a federal holiday this year, but Burton says that USPS will remain open on Christmas Eve.“We greatly appreciate the gesture, but we’re going to keep working so we can keep the mail going,” Burton said.He says Dec. 20 is the last day to mail out a package or holiday card to make sure it is delivered by Christmas Day using regular shipping. SAN DIEGO (KGTV) - The place where an 87-year-old woman was hit and killed by a FedEx truck, is now covered with candles, flowers, and messages from loved ones.Mary Francel was a mother to eight and grandmother to dozens more.She was walking back from church and crossing a driveway on Balboa Avenue near Mount Albertine Avenue when the FedEx truck hit her. The driver immediately stopped after the crash."She was very much well-loved and she put all of us first at all times, it was never about her," said Joey Villegas, one of Francel's grandchildren. "I wrote her and told her thank you, for how much she taught us. Me and my brother, she basically helped raise us when we were young."Villegas says his grandma loved bingo, drove a big truck and was incredibly devoted to her family and friends.At this time the driver has not been arrested or cited for the accident.   890
