TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." BEIJING, Nov. 3 (Xinhua) -- China's banking regulator on Tuesday said the banking industry, pillar of the nation's financial system, has an important role to play in transforming the country's economic growth pattern as it highlighted four areas in boosting the process.Jiang Dingzhi, vice chairman of the China Banking Regulatory Commission, on Tuesday urged more efforts be made by the nation's banking sector in expanding consumption-related loans amid the government calling to boost domestic consumption.More channels should be opened to meet the varied consumption needs from residents as financial support should lean on the construction of affordable housing. Loans to property developers who make small and medium-sized homes at medium and low prices should be met, but be restricted to them for speculative purposes, Jiang said.Also, the structure of bank credit should be further optimized in line with the restructuring of the nation's economy, Jiang said at an industrial forum held here Tuesday.This could mean polluting and energy-intensive companies may face more difficulties in obtaining loans from banks.Meanwhile, Jiang urged banks to improve their financial services in the rural areas in China as part of the coordinated development between the rural and urban areas.Further, Jiang said banks should work to improve the availability of financial support for small-sized companies and low-income residents.Jiang said total outstanding bank loans to small-sized companies stood at 7.1 trillion yuan (1.1 trillion U.S. dollars) by the end of September, an increase of 22.3 percent, or 1.3 trillion yuan, compared to the beginning of the year.The growth rate was higher than the average 14.5 percent increase of new loans for all companies during the period, Jiang said.

BAOSHAN, Yunnan, Sept. 2 (Xinhua) -- The death toll from mudslides that hit a village in southwest China's Yunnan Province Wednesday has climbed to 12, and 36 are still missing, the rescue headquarters said Thursday.By 9:30 p.m. Thursday, rescuers had saved 23 people from the rubble of homes in Hedong Village of Longyang District in Baoshan City, headquarters officials said at the site.The accident happened at about 10:20 p.m. Wednesday, trapping 71 people from 21 families.An initial investigation blamed the tragedy on loose dirt and rocks sitting on a sleep slope which had been soaked in rainfall for about ten days.More than 1,000 people have participated in the rescue operation and more than 120 medical workers are treating the injured and disinfecting the site.Tents, quilts, clothes and plenty of first-aid materials have been sent to the site where rescuers are evacuating people to safe places.
