(KGTV/AP) - Snow is falling the Sierra Nevada mountains as summer winds to an end.Friday is the first day of fall and it is a wet start for California.A rare cool weather system moving south from Oregon is bringing rain and snow showers.National Weather Service forecaster Hanna Chandler says several inches of snow are expected in elevations of at least 6,000 feet of the Northern Sierra.The Weather Service says snow is falling in elevations of around 7,000 feet along the Interstate 80 and highway and 50 corridors. 526

A 14-year-old student at Anchor Bay High School in Fair Haven, Michigan was suspended and then faced expulsion after reporting a possible threat to the app OK2SAY.The teen's 10-day suspension ended on Monday night, with an expulsion hearing in front of the school board.  Dozens of supporters showed up with signs.The hearing lasted nearly six hours, with attorneys on both sides questioning school administrators, the school resource officer and the boy's parents. The ninth-grader used the app to anonymously report that he overheard someone saying they were going to shoot up the school. The FBI was able to identify the teen, according to attorney Calvin Luker who now represents the teen's family as they fight to stop the school board from expelling him. While Joseph McDonald, principal of Anchor Bay High School, said he cannot comment on a student's discipline, he said, in general, action can be taken against a student who knowingly reports false information. The teen has not been charged with any crime, and Saint Clair County Sheriff investigators say there was not enough evidence to obtain charges against the person who reportedly made the threat.Luker said the teen thought he was doing the right thing by reporting what he overheard, but instead of being praised for his bravery, the teen was suspended for ten days. The school board unanimously decided to dismiss the expulsion, but recommended law enforcement review the original threat.   1543

Apparently, that state of mind won't help Californians enjoy the best quality of life in the U.S.Despite our pristine beaches, famous cities, and awesome nickname (The Golden State really is a great one), Californians reportedly enjoy one of the lowest qualities of life, according to U.S. News and World Report's annual "Best States" rankings.The study ranks states on a variety of metrics, including quality of life, opportunities for residents, education, healthcare, economy, infrastructure, crime and corrections, and fiscal stability.RELATED: AAA's top rated restaurants, hotels in San Diego CountyOk, it's starting to make a little sense. Metrics are weighted based on what more than 30,000 participants indicated as the most important aspects of livelihood. Healthcare and education were the heaviest scores, followed by economy, opportunity, and infrastructure.Overall, the Golden State came in at 32, though scored last in quality of life and near last in opportunity and fiscal stability."In addition to a healthy environment, a person's quality of life is largely a result of their interactions with those around them," U.S. News wrote. The state ranked 44 for natural environment and 47 for social environment.Natural environment measured drinking water quality, pollution and industrial toxins, and air quality. While drinking water quality was ranked 13, pollution health risks and urban air quality were among the worst states.Social environment looked at community engagement, social support, and voter participation. (KGTV) - People who believe they were a part of San Diego’s water meter reading debacle got a chance to get some answers from City of San Diego officials Thursday night.Hundreds crowded into the Mira Mesa Senior Center for City Council-member Chris Cate’s Q&A forum on the water meter misreadings and subsequent over-billings. “It’s about trying to earn the trust back from the people,” said Cate on the meeting along with the oncoming audit of more than 250,000 water meters in San Diego.“I think people need to feel comfortable knowing that their meters actually can get read and read correctly,” added CateLast week, the City of San Diego admitted 343 customers in a pool of a little more than 2,000 had their water meters incorrectly read in the communities of Rancho Bernardo, Ranch Penasquitos, Carmel Valley and Mira Mesa.Water utility officials said it’s their plan to send out the refund checks in the next three to thirty days. 979
