BEIJING, Nov. 26 (Xinhua) -- China will never swerve from its carbon emission cut target despite all pressure and difficulties, said a senior official Thursday evening. Xie Zhenhua, vice minister in charge of the National Development and Reform Commission (NDRC), China's top economic planner, made the remarks at a press conference.     China's State Council, the Cabinet, announced Thursday that the country is going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005.     This is a "voluntary action" taken by the Chinese government "based on our own national conditions" and "is a major contribution to the global effort in tackling climate change," the State Council said.     Vice Foreign Minister He Yafei also attended the press conference. "China made the emission cut target without financial and technological support from developed countries. The Climate Group is a British-based non-governmental environmental organization.     As a developing country, China still faces various problems in both economic and social development, and it is not easy to make such a commitment, Yu said.     The announcement of China's carbon emission target has broken one of the deadlocks challenging the upcoming Copenhagen summit, she said. It is also an answer to President Hu Jintao's promise at the September United Nations climate summit in New York that China would cut emission intensity by "a notable margin" by 2020 from the 2005 level.     China's target is made after scientific research and calculations, combining the efforts to both tackle climate change and promote social and economic development, said Yao Yufang, professor at the Institute of Quantitative and Technical Economics under the Chinese Academy of Social Sciences (CASS). "Any party that asks China for higher cut is acting unreasonably."     China can and will achieve the target if the country endeavors to improve energy efficiency, promote the development of renewable energy and optimize industrial structure, Yao said.     "The country has set a specific quantitative target far beyond the Bali Road Map demands for developing countries, which reflects China's sincerity to make the Copenhagen summit successful and its commitment to tackle the climate change," said Pan Jiahua, director of the CASS Research Center for Urban Development and Environment.     Li Gao, an NDRC official and a key climate change negotiator representing the Chinese government, said Tuesday: "We will try to make the summit successful and we will not accept that it ends with an empty and so-called political declaration."

BEIJING, Dec. 4 (Xinhua) -- Chinese Vice Premier Wang Qishan met here Friday with his Uzbekistan counterpart Elyar Ganiev, pledging to promote the healthy and sustainable development of economic and trade ties.     Wang conveyed congratulation on the success of the eighth session of the China-Uzbekistan Economic and Trade Cooperation Committee.     He said since the two countries forged diplomatic ties, high-level exchanges were frequent and the cooperation in such areas as economic and trade, energy and security were ever expanding. BEIJING, Oct. 30 (Xinhua) -- Chinese Vice President Xi Jinping said here Friday that members of the Communist Party of China (CPC) should better comprehend the Scientific Outlook on Development and use it to guide their work.     Xi, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, called for intensified efforts of CPC members to study the gist of the recently concluded Fourth Plenary Session of the 17th CPC Central Committee and incorporate the requirements of Scientific Outlook on Development into daily work and life.     Xi made the remarks at a meeting on further studying and implementing the Scientific Outlook on Development.     The Scientific Outlook on Development stresses people-oriented, comprehensive, coordinated and sustainable economic and social development.     The Fourth Plenary Session of the 17th CPC Central Committee, which concluded on Sept. 18, decided to expand democracy within the Party and further fight corruption.

BEIJING, Jan. 10 (Xinhua) -- Justices in China's Supreme People's Court, as well as judges in local courts, will start working side by side with anti-corruption supervisors from Monday.     On Friday, 14 full time supervisors were installed in the Supreme People's Court (SPC) to oversee judges, court-order enforcers and other court staff.     The SPC said in a statement Sunday that 24,521 anti-corruption supervisors had been in place in 2,392 courts across the country.     In local courts, the posts of anti-corruption supervisors were concurrently held by senior judges, it said.     The system was born out of the efforts "to better combat corruption and redress injustices in a timely manner," said Shen Deyong, SPC executive vice-president.     The Supreme People's court had issued a tentative measure to facilitate coordination between the internal check system and external supervision departments, said the statement.     It also said courts across China would work to optimize the system with measures such as appointing more supervisors and setting up regular exchange and appraisal systems for anti-corruption supervisors.

BEIJING, Nov. 17 (Xinhua) -- China and the United States issued a joint statement in Beijing Tuesday, vowing to deepen counter-terrorism consultation and cooperation between the two countries on an equal and mutually beneficial basis.     The two sides promised they would boost joint efforts to combat transnational crime and criminal organizations as well as money laundering and the financing of terrorism, including counterfeiting and recovery of illicit funds.     Issued after the meeting between Chinese President Hu Jintao and visiting U.S. President Barack Obama, the statement formulated that the two countries would strengthen cooperation on criminal investigations and deepen collaboration in combating embezzlement.     Other areas, such as counter-narcotics, control of pre-cursor chemicals and combating unlawful migration, smuggling and human trafficking, are also targeted for more cooperation in the future.     The two countries agreed to exchange evidence and intelligence on law enforcement issues in a timely and reciprocal manner, and undertake joint investigations as well as provide investigative assistance on cases of mutual interest, according to the statement.     Obama is in Beijing for a four-day state visit to China that started in Shanghai on Sunday night.
