When Heidi Linkogle looked at her shop's surveillance video, the theft was revealed, move by move."Unbelievable. The woman chats up the clerk before paying for the clearance items. As she leaves, there is more sticky fingers, as she stuffs more clothing into the shopping bag. The total loss is nearly 0. "It hurts. It really does," said Linkogle.In the past year, she's seen an increase in shoplifting at her shop. (KGTV) — An Escondido home that was engulfed in flames early Friday reignited for a second time later the same day.The home in the 800 block of Via Rancho Parkway first ignited just before 2:40 a.m., according to Escondido Fire Department. Fire investigators believe that the fire started in the home's garage and spread to the attic.One adult, three children, and five pets were inside the home when the fire began. The pets woke up one of the children, prompting the family to escape the home.One of the pets, a cat, died in the fire, according to Escondido Fire. The American Red Cross helped the family find lodging after being displaced.Later Friday, just before 6 p.m., the home re-ignited, prompting another round of firefighting.The cause of both fires has not been identified. 811

ESCONDIDO (CNS) - Two children sparked a small fire in an Escondido church after finding a lighter in a classroom there, fire officials said.Escondido firefighters and police were dispatched just before 1 p.m. Sunday in response to a report of a possible structure fire somewhere near South Escondido Boulevard and West Seventh Avenue, Battalion Chief Mike Bertrand said. Officers arrived on scene first and discovered the blaze was inside the Iglesia Bautista Fundamental meeting house at 221 West Seventh Ave."Officers ensured that the building had been evacuated, as church services had just concluded, and confirmed that the fire was located in a second floor classroom," Bertrand said. "Escondido fire units arrived on scene and were able to contain the fire to the room of origin."Crews knocked down the flames in eights minutes, Bertrand said. Five engines and one water truck responded, and no firefighters or churchgoers were injured.A fire investigator responded to the scene and determined that two children started the blaze with a lighter they found in the classroom, Bertrand said. ENSENADA, Mexico (KGTV) — A San Diego dirt bike racer is recovering tonight in Mexico after a bizarre mid-race crash with a mystery SUV.On Saturday morning, about 60 miles southeast of Ensenada, 29-year-old Josear Carrasco was racing a course he knew well. On this day, he would not finish."Just devastated. It's really hard. He's my everything, so it's hard to see him like this," said his wife, Kylie.Kylie was in a truck along the course when she got the news. Josear was in second place, nearly done with his 100-mile stretch and about to turn his bike over to a teammate. That's when he says he collided with an SUV that had driven onto the course, headed toward him. "He tried to veer off to the right ... the car veered off in same direction. Then, a head-on collision. He doesn't remember anything after that," said Kylie.Josear was discovered by spectators and a teammate, with car parts scattered nearby."Something exploded. When they found him, his gear was just melted off," said Kylie.Josear suffered second-degree burns up and down the left side of his body and broken bones in his arms, legs, shoulder and shin. He also suffered a ruptured intestine, but he was alive."Once I saw him breathing, my heart dropped ... because that's all that matters," said Kylie.Josear has already undergone several surgeries at a hospital in Ensenada. His family trying to raise money for a medical transport back to San Diego, while Mexican authorities hunt for the hit-and-run driver. (KGTV) -- Police in Escondido are joining law enforcement throughout the state in cracking down on distracted driving throughout April.Throughout the month, the city is deploying extra traffic officers thanks to grant-funded resources. Violators will be stopped and cited with fines set at 2 for first-time offenders.On April 5 and April 13, law enforcement officials all over the state are set to step up distracted driving enforcement.According to authorities, officers have issued hundreds of thousands of citations over the past three years to those texting or calling while driving.Recent legislation has even gone as far as to make it illegal to use a smartphone’s apps while driving."California’s distracted driving laws have been saving lives for a decade now,” said former State Senator Joe Simitian, who authored the state’s hands-free and no-texting laws. “Every day, somewhere in California, someone is sitting down to dinner with their family who wouldn't have made it through the day without these laws on the books. That’s tremendously gratifying.”Data from 2017 shows that nearly 22,000 were involved in distracted driving crashes throughout California.“Traffic safety has consistently been a top priority in Escondido,” said Chief Craig Carter. “If our enforcement and education campaign to eliminate distracted driving saves even one life, I would consider that a success.” 1420
