SAN DIEGO (KGTV) – A growing number of San Diego companies are offering a low-cost healthcare plan for their employees. However, those employees have to go to Mexico for services. “It's cheap. It's easier,” says Alejandra Martinez. She’s one of the employees at the Hotel del Coronado who has opted for the hotel's cross-border HMO health plan called SIMNSA, which is licensed by the State of California.“[Are you] saving like 60 to 80%?” we ask. “Oh, yes,” she responds.Christina Carrillo is the president and CEO of SIMNSA. The plan provides for ER and urgent care visits in the U.S., but for everything else like routine medical care and prescriptions, employees must go to Mexico.The company has a network of providers across the border. Drivers get a medical pass to avoid long border waits. The monthly savings can be significant.“From the studies that we have, a typical U.S.-based plan for a fully insured HMO product will charge over ,000.00 for a family to receive healthcare coverage. SIMNSA tells 10News that its doctors belong to the National College of Physicians. SIMNSA is building a new, private hospital in Tijuana.“The facilities that we own are first class,” says Carrillo.Several San Diego hotels, casinos and restaurants are offering the option to their employees. Currently, the plan is only open to Mexican nationals. SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. In 2018, the department approved 707, a more than 300 percent increase from the year before. In the first seven months of 2019, the department has already authorized 767. 2754

SAN DIEGO (KGTV) — A man who neighbors say was acting erratically in the Middletown neighborhood on Sunday was pronounced dead shortly after police arrived and found him lying in the street.San Diego Police officers received numerous calls regarding a man screaming, vandalizing a vehicle, and stripping his clothes off at Columbia Street near Sassafras St. just after 12:30 p.m. Police said officers arrived and were directed to the man, who was lying down in the street. Officers placed the man in handcuffs but noticed he was in medical distress. They took the handcuffs off the man and began CPR, police say. A witness who was a doctor also helped perform CPR until San Diego Fire-Rescue arrived, but the man died at the scene, according to SDPD.The man was not identified by name, but police said he was a black male in his mid-thirties.SDPD homicide detectives are investigating the death out of "an abundance of caution," police said. SAN DIEGO (KGTV) - A local marine is recovering from COVID-19 while deployed overseas.Jennifer Dulaney says her husband, Kyle, was deployed in April and is serving at a base in Okinawa. He tested for COVID-19 earlier this month.“My husband called me on a Monday morning as I was getting ready for work and said he felt like he was getting symptoms,” Jennifer said.Kyle got worse and was eventually sent to the ICU. His condition began to worsen that he qualified for the Remdesivir. It was described as an experimental drug, and doctors needed Jennifer’s permission to administer it to Kyle.Jennifer is a nurse and knew that COVD-19 could be very severe.“I know where COVID can go, they can spiral downwards real fast,” she said, “so for me, the benefits outweighed the risk.”Jennifer said he began to show improvement on the fifth day. She was able to him Friday morning.“They were drawing his lab work because that’s one of the things with the experimental (treatment), they have to watch things very closely,” she described, “but he actually laughed on the phone, he was able to talk to me without coughing. It’s amazing.”She hopes her husband will be out of the ICU within the next two days.During the difficult time, Jennifer took a leave of absence from her job. She said it was difficult to continue working as a nurse while worrying about her husband’s health. So to help with finances, a friend started a GoFundMe for their family. The GoFundMe has received so much more than they expected, she’s going to donate what they don’t spend to a non-profit that helps military families.“It’s so amazing, so I want to take the amazing, so I wanted to pay it forward,” she said. 1688

  

SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment.The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county.
