ZHENGZHOU, Sept. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has pledged to deepen the nation's reform of its cultural sector over the next five years.More state-owned cultural institutions will be converted into enterprises as the nation builds a competition-based market for cultural products and services, Liu Yunshan, a Secretariat member of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee, said Monday.Liu was speaking at a workshop on a blueprint for the country's cultural reforms and development for the "12th Five-Year Plan" (2011-2015), which was held in Luoyang in central China's Henan Province.In his speech, the official called for the mapping out of the goals and tasks of the country's cultural development in accordance with the requirements of the Scientific Outlook on Development."Cultural restructuring is fundamental for the emancipation of cultural productivity and the realization of cultural prosperity and development," he said.Other speakers at the meeting included Party officials responsible for local publicity work in the provinces of Henan, Hebei, Zhejiang, Jiangxi, Shandong, Guangdong, Yunnan, Shaanxi and Fujian, as well as the autonomous regions of Guangxi and Inner Mongolia.

BEIJING, Oct. 22 (Xinhua) -- China and South Africa pledged Friday to step up legislative cooperation to cement the bilateral strategic partnership.The pledge came out of the meeting between Chinese President Hu Jintao and Speaker of the National Assembly of South Africa Max Sisulu in Beijing.Hu said growing China-South Africa relations require stronger collaboration between the legislatures of the two countries.Hu hoped the two legislatures could launch their regular exchange mechanism at an appropriate time and work to improve such mechanism.Sisulu said the the National Assembly of South Africa hoped to make a new contribution to boosting cooperation between the two countries.On China-South Africa relations, Hu said bilateral relations have "reaped good harvests" since the two countries forged diplomatic ties in 1998.Sisulu agreed with Hu's comments, saying China's remarkable progress contributes to world peace and development and inspires South Africa and other African countries.Also Friday, Wu Bangguo, chairman of China's National People's Congress(NPC) Standing Committee, held hour-long talks with Sisulu at the Great Hall of the People in Beijing.Wu said the NPC and the National Assembly of South Africa have a good foundation for cooperation, and urged the two legislatures to maintain exchanges at a high level.While calling for the two legislatures to work more closely in regional and international legislative organizations, Wu said a regular exchange mechanism should be launched as early as possible so as to improve ties between the legislatures of the two countries.Sisulu said the National Assembly of South Africa and the NPC of China should strengthen bilateral exchanges and seek closer cooperation in multilateral legislative organizations.As South Africa is a big country in Africa and an important emerging economy, China hopes to communicate more and coordinate with South Africa over Sino-African cooperation so as to advance China-Africa relations and South-South cooperation, Wu said.The visit to China was Sisulu's first since he was elected to the position of speaker of the National Assembly of South Africa in May 2009.Apart from Beijing, Sisulu will also visit the Three Gorges Dam, the world's largest water control project, on the middle reaches of the Yangtze River, China's longest.

BEIJING, Sept. 12 (Xinhua) -- Chinese State Councilor Dai Bingguo told Japan early Sunday morning to make a "wise political resolution" and immediately release the Chinese fishermen and fishing boat its coast guard seized earlier this week.Dai made the remarks when he summoned the Japanese Ambassador to China Uichiro Niwa in the wee hours. He was the highest-ranking Chinese official to make a response after the fishing boat and its crew were seized Tuesday in waters off the Diaoyu Islands and its captain was detained on Friday."Dai expressed solemnly (to the Japanese ambassador) the Chinese government's grave concerns and its serious and just position," said the Foreign Ministry in a statement.Dai warned Japan not to make a wrong judgement on the situation and urged it to make a "wise political resolution" and immediately release the fishermen and return the boat.The Japanese ambassador expressed that he would promptly report the Chinese position to his government, according to the statement.China decided Friday night to postpone a negotiation with Japan on the East China Sea issue, which had been scheduled for mid September, after a Japanese court ruled a 10-day detention through Sept.19 against the captain despite protests from China.Previously, Foreign Minister Yang Jiechi on Friday summoned the Japanese ambassador and demanded Japan immediately and unconditionally release the boat and all the crew, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Foreign Ministry spokeswoman Jiang Yu said Friday night when announcing the postponement of the talks that the Japanese side has "ignored China's repeated solemn representations and firm opposition, and obstinately decided to put the Chinese captain under the so-called judiciary procedures."She said Japan's acts have violated the law of nations and basic international common sense, and are "ridiculous, illegal and invalid.""Japan will reap as it has sown, if it continues to act recklessly," Jiang warned.On Tuesday, two Japanese Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands in the East China Sea. BEIJING, Aug. 29 (Xinhua) -- Xie Yun, a 24-year-old new graduate, felt excited when he opened the door of the 50-square-meter apartment he rented in Changzhou city of east China's Jiangsu Province.Starting work in a computer company in July, Xie is one of the lucky few who enjoyed lower rents offered as part of the local government's affordable housing program. He pays 4.5 yuan per square meter for one month, around 10 percent of his monthly income.Also, the apartment is equipped with an air conditioner, a TV set and automatic drying racks."I'm quite satisfied, and I prefer to rent such an apartment rather than buy one," said Xie.Xie's home is one of 133 small-sized public-rent apartments purchased by the Changzhou government and rented to low-income families and the newly employed. Monthly rents varied from 3.5 yuan to 4.5 yuan per square meter, about 30 percent of the average price in Changzhou.In the city's southern section, migrant workers pay even lower costs."I only need to pay one yuan per day for renting a bed in the dormitory-like apartment, sharing a balcony and a toilet with eight people," said Chen Ling, an 18-year-old worker in an electronic firm in Changzhou.The 260,000-square-meter residential community provides 5,000 migrant workers with basic living facilities, including a supermarket, shopping mall, bank, Internet bar and dining hall.The Changzhou government has so far built as well as bought 10,500 units of public-rent housing, and offered 11,400 units of low-rent homes to migrant workers.
