CHULA VISTA, Calif. (KGTV) – Fire crews Wednesday night responded to a brush fire in Chula Vista amid dry conditions. According to California Highway Patrol, the fire started off of Interstate 805 North near E Street around 8:42 p.m. CHP says the fire may have started in a homeless encampment. EL CENTRO, Calif. (KGTV) - A man who sought treatment from Imperial Valley Ministries says the church felt more like "a cult." The man, who asked not to be identified, said church staff took his identification and welfare benefits and pressured other participants to panhandle for hours, echoing allegations in a newly unsealed federal indictment. Federal prosecutors have accused a dozen church leaders with luring vulnerable people with the promise of shelter and meals and forcing them to work.RELATED: DOJ: Church leaders held homeless against will in San Diego and other cities The man said he and his wife were homeless in 2015 when they came across a church recruiter outside a Tucson Walgreens. He said they entered the IVM program to receive substance abuse treatment but quickly became disturbed by what they saw. In an indictment unsealed Tuesday, federal prosecutors charged a dozen church leaders with conspiracy, forced labor, document servitude and benefits fraud. Prosecutors said the church officials, including former Pastor Victor Gonzalez, compelled mostly homeless people to panhandle up to nine hours a day, six days a week, for the financial benefit of the church leaders. The indictment also accuses the church leaders of holding participants in locked group homes against their will and coercing them to surrender welfare benefits. “These victims were held captive, stripped of their humble financial means, their identification, their freedom and their dignity," said U.S. Attorney Robert Brewer in a statement Tuesday. The man said he and his wife spent about five days at the El Centro facility. CHULA VISTA, Calif. (KGTV) - Two people were seriously injured and a third person is dead after a shooting in a Chula Vista Costco parking lot Monday afternoon, according to police. The incident happened about 12:30 p.m. near the Costco at 1100 Broadway at Naples St. Other nearby stores include Walmart and Petco. Chula Vista police said a woman and her new boyfriend were putting away groceries in their car in the parking lot when the suspect approached from behind, shot both victims several times before turning the gun on himself. “I was about to pull in to the parking lot, a parking space; I thought they were fighting or something," said Carlos, a witness who did not provide his last name.Chris Anthes, who witnessed the incident unfold, told 10News, “The woman was up, like she was holding her chest. I thought maybe she was having a heart attack or something like that.” Anthes’ sister-in-law, Angela Shelton, added, “This other guy comes up and grabs ahold of her. Now that I know what was going on, he was trying to shield her.”Responding officers found the three victims suffering gunshot wounds, according to Lt. Dan Peak of the Chula Vista Police Department. All three were taken to UC San Diego Medical Center with serious injuries. Police say they recovered a handgun at the scene. SAN DIEGO (KGTV) — A man was arrested on battery and hate crime charges Thursday after he punched a man who recently arrived from Afghanistan and threatened to kill his family.San Diego Police said Robert Compton, 48, was on a trolley in the Grantville area on Feb. 26 just before 12 p.m., when he approached a family of four who recently moved to San Diego from Afghanistan. The family was being given a tour from a Catholic charity helping them during their transition to the area.Police say Compton told the 41-year-old father and threatened to kill the family.
