ESCONDIDO, Calif. (KGTV) — New undercover video appears to show signature gatherers pitching falsehoods to voters get them to sign petitions that would force the massive Newland Sierra development to a public vote.The County Board of Supervisors approved the project last month. It calls for more than 2,000 new homes on nearly 2,000 acres north of Deer Springs Road in Escondido. Opponents, backed by the exclusive Golden Door Spa, launched a signature drive to collect about 68,000 signatures from registered voters before Oct. 26. It would delay the project so the public can weigh in at the polls. On Friday, Newland released undercover video purportedly showing the signature gatherers making claims that the development would raise taxes, force people out of their homes, and encompass 430,000 acres. "What they're doing is basically putting in a bunch of homes, stores, casinos, hotels," one petitioner says in the video (the plan does not call for casinos or hotels).Steve Inscoe, who lives in Escondido, said signature gatherers told him that plans called for one million square feet of commercial space (it calls for 81,000), and that there was no plan to mitigate traffic (Newland Sierra says it will spend million on traffic improvements)."We are at a time when we need a whole lot of housing," said Inscoe, who supports the project.But the committee behind the petition says the real story is what's not in the video. Newland Sierra has deployed so-called truth teams that are allegedly the aggressors - an attorney for the committee says they even surround signature gatherers to block them from doing their jobs. It has led to confrontations, plus restraining orders and cease and desist letters from Vons/Albertsons. Rita Brandin, a vice president at Newland Sierra, said the signature gatherers are the ones who get confrontational."When a signature gatherer who is being paid says 'this project will raise taxes,' our truth teams can say 'that's inaccurate.' So because the signature gatherer is the one that signature by signature is making his paycheck, they get aggressive," she said.Newland Sierra sent the committee a cease and desist letter, reserving its right to litigate.In a response, Sean Welch, the attorney for the committee, warned Newland Sierra against any legal action. He noted that the signature gatherers are trained and that the First Amendment provides wide latitude for political expression. "It is beyond dispute that the Newland Sierra Project is extremely controversial, and that a large number of voters throughout San Diego County has long been opposed," Welch wrote. FALLBROOK, Calif. (KGTV) — An 8-year-old child was killed Friday after being hit by a vehicle while walking with family in Fallbrook.The child was walking across the entrance to a parking lot on Heald Lane at about 6:30 p.m., when a vehicle turned into the parking lot and struck the child, according to California Highway Patrol.Paramedics arrived rushed the child to Rady Children's Hospital, however, the 8-year-old died on the way to the hospital.Two family members were with the child when the crash occurred. The driver of the vehicle, identified as a 58-year-old woman, remained at the scene.Drugs and alcohol are not suspected to be a factor, CHP said.The child and driver were not immediately identified. 746

A nonspecific threat was posted on an old video circulating online, according to the Escondido Union High School District community relations officer. ESCONDIDO (CNS) - A Pauma Valley man accused of ambushing three San Diego County sheriff's deputies at his home in a rural area near Casino Pauma, sparking a nearly six-hour standoff in which he suffered a gunshot wound, was charged today with three counts of assault with a semiautomatic firearm on a peace officer.Arraignment for 28-year-old Jose Nieto at Palomar Medical Center was postponed until Jan. 11 because he was deemed medically unfit for the proceeding while being treated for the gunshot wound he sustained during last Thursday's standoff.The complaint against Nieto includes allegations of personal use and discharge of a firearm. He faces 33 years and eight months in prison if convicted, said Deputy District Attorney Michael Runyon.The standoff began around 4:15 p.m. on Dec. 20, when deputies Cory Crawford, Jared Muli, and John Avedesian went to a home in the 156-00 block of Adams Drive in response to a a 911 call from a man who said "he needed help and didn't feel safe in his home."As the three deputies approached the front door of the home, they were met with gunfire, said sheriff's Lt. Rich Williams.The deputies returned fire, established a perimeter around the home and called for backup, including a SWAT team. Nearby residents were evacuated from their homes and surrounding streets were shut down. The deputies were not injured.Authorities spend hours trying to establish communication with the gunman, but when that was unsuccessful, the SWAT team entered the home about 10 p.m. and found Nieto inside with a gunshot wound to his lower body, Williams said. 1598

(KGTV) — As San Diego County rolls back again into the more-restrictive purple tier, the city of Escondido is coming together to make sure their small businesses survive the newest rollback.In Escondido, Carol Rogers is involved with the Downtown Business Association and the Chamber of Commerce, plus she also owns Stone and Glass, a glass blowing shop. She said everyone has been feeling the impact for the past eight months, but they’re finding ways to adapt.For her glass store, she said online sales have been what kept her afloat.RELATED: San Diego County moves into California's COVID-19 purple tier, new state data shows“Our online sales are phenomenal. It’s what’s kept us in business. It is the only thing that’s kept us in business,” said Rogers.She said she and the organizations she works with have created different plans to help all small businesses. During the summer, they closed down a lane of traffic along the main street and added cement barricades, creating a space for stores to add tables to the sidewalks. Some types of businesses were able to use the space, but others were not.“What we found is the restaurants did it. I works for the restaurants, but retail is not using the space,” she said, discussing the outdoor sidewalk addition.In the spirit of unity, they decided to not waste the outdoor space, so Rogers created an art walk that happened Saturday, Nov. 14. Artists and creators were able to move into unused street space and host pop-up shops, giving them business that has been missing since their local Second Saturday stopped in March.In addition to the stores moving outside and artists popping up for a Saturday afternoon, the community has also stepped up to add life to the cement barricades that block off the outdoor sidewalk space. Starting in the summer, a few cement blocks were painted by artists, and that has continued. Now, Grand Avenue is lined with multi-colored pieces of art.“There’s been professional artists, there’s been people that just want to paint, there’s children,” said artist Tristan Pittard, who was working on his cement canvas Saturday.Pittard said the art is an additional motivator for people to visit the area and support local businesses.“Art in general affects peoples psyche and public art is important for that because people might not be exposed to art otherwise,” said Pittard.For Rogers, the combination of the art walk with the painted cement shows the unity of the people, and gives her hope that Escondido will survive another rollback. She said she hopes the art walk will become a monthly event.“The more that we can do this, we believe the more people will come. This makes people comfortable. We’re outside. We’re far apart.
