(KGTV) -- A 16-year-old girl and a 19-year-old man were arrested in connection with the shooting death of a young man in Carlsbad, police announced Friday.Just before 7:30 p.m. Thursday, police and fire crews were called to the 2300 block of Caringa Way in response to a report of an injured person at an apartment complex.The injured person, an 18-year-old man, was found in the complex’s courtyard with a gunshot wound, police said.Kelly, an apartment resident, told ABC 10News, “I was fixing dinner. Carlsbad (KGTV): Voters in Carlsbad could put women in charge of the local government, as female candidates overwhelmingly outnumber male candidates in the races for Mayor and City Council.Right now, there is just one woman on the five-seat council, which includes the Mayor. The lone female, Cori Schumacher, is currently running for mayor against incumbent Matt Hall.Meanwhile, Council-members Mark Packard and Michael Schumacher are not seeking reelection.Six candidates have come forward to fill their spots, five of which are women. In District One, Linda Breen, Tracy Carmichael, Barbara Hamilton, and David McGee are running. In District Three, Priya Bhat-Patel is facing Corrine Busta.Depending on the outcomes of those elections, women could hold 3 of the five City Council seats. And, even if Schumacher loses, she'll still keep her current position on the Council."I think it's about time," says Loann Simon from the League of Women Voters in North County.Simon believes the rise of the women's movement in the last few years has spurred more women to come forward and get more involved in local politics."Women are becoming braver," she says. California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. CAMP PENDLETON, Calif. (KGTV) — One man was killed early Thursday after his vehicle overturned and he was thrown from the vehicle in the North County.The crash occurred just before 5 a.m. on southbound Interstate 5, south of Basilone Rd., according to California Highway Patrol. CHP believes the 40-year-old driver of a Toyota 4-Runner was traveling southbound when for unknown reasons, he left the roadway. The vehicle overturned and the man was thrown from the SUV.CHP, Camp Pendleton Fire Department, and North County Transit District responded to the scene, but the man died at the scene. He was not immediately identified.Investigators said they don't believe alcohol or drugs were a factor in the crash, and are still looking into the crash. 755
