Gavin Newsom signed legislation Monday placing the bond on the March 2020 ballot. He says improving physical conditions in schools will improve students' educational experiences.Nine billion dollars will go to facilities serving students in pre-school through 12th grade. Two billion dollars each will go to the University of California system, the California State University system and community colleges.Local governments have to provide matching funds. ROCHESTER, Indiana — The woman accused of crashing into four Indiana children as they crossed the street to get on a school bus pleaded not guilty Thursday morning, according to ABC 57 News in South Bend. The suspect, 24-year-old Alyssa Shepherd, had previously told police she saw the lights from the bus but didn't realize what it was until the kids were in front of her. She has been charged with three counts of reckless homicide and one count of disregarding the stop arms on a school bus causing injury. The crash happened Oct. 30, near the intersection of State Road 25 and CR 400 N in Fulton County.Police say Shepherd was driving a Toyota Tacoma on State Road 25 sometime after 7 a.m. when she allegedly "disregarded" the stop arm and lights on a stopped school bus in front of a mobile home park, striking four kids who were crossing the street to board the bus. Alivia Stahl, 9, and her twin brothers, Xzavier and Mason Ingle, 6, were all pronounced dead at the scene. A fourth child was also hit. (AP) — The billionaire behind a measure to split California in three said he's giving up on the effort to reimagine the nation's most populous state after the state Supreme Court knocked it off the November ballot."The political environment for radical change is right now," venture capitalist Tim Draper wrote in a letter to the court dated Aug. 2 and made public by his opponents Thursday. "The removal of Proposition 9 from the November ballot has effectively put an end to this movement."The court struck Draper's measure in July in response to a lawsuit but didn't rule on the merits of the case, allowing Draper the opportunity to fight to put it on future ballots. (AP) — California wildlife officials say residents cannot keep an invasive beagle-sized rodent as a pet.The Sacramento Bee reports that the California Fish and Game Commission are taking preventive action to avoid the South American nutria from spreading.The commission says they will discuss adding nutria to a legal list of prohibited pets in December.Officials say California could see about 250,000 rodents in five years.Scientists say they captured hundreds in multiple counties already as part of a million plan to eradicate the rodent.Experts say their burrowing is damaging to waterways and flood protection infrastructure.Nutrias have also been reported in Oregon, Louisiana and Maryland. 727

(AP) — A Southern California police department says three middle school students have been arrested after attempting to free another student from custody.The Riverside Press-Enterprise reported Saturday that a 15-year-old Tahquitz High student arrived at Rancho Viejo Middle School Friday and argued with a school employee.Hemet police says the high school girl was arrested on suspicion of threatening a public employee after a campus police officer attempted to speak with her.Authorities say three other minors attempted to stop the officer from arresting the girl by blocking the patrol car door and trying to punch the officer.Authorities say the officer called for backup and the girl, two 13-year-old boys and a 14-year-old boy were arrested.School officials say the students should expect to face disciplinary action from the district. 869
