BEIJING, Sept. 4 (Xinhua) -- Officials and delegations from China and African countries have gathered at a seminar being held in Beijing to discuss rural development and economic growth.The seven-day seminar kicked off on Sunday, attracting representatives from China and 11 African countries to exchange views and experiences related to the seminar's theme of "agriculture and rural development."Justin Lin Yifu, chief economist and senior vice president of the World Bank, said at the seminar's opening ceremony that African countries should take cues from China's experience in creating a series of policies to bolster agricultural and rural development, as these policies have also facilitated the country's economic growth.Hu Jinglin, assistant to China's Minister of Finance, said improved agricultural cooperation between China and Africa will help enhance global grain security.China has worked on 142 cooperative agricultural projects with 14 African countries to date. KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

MOSCOW, Sept. 13 (Xinhua) -- Russian federal space agency -- Roscosmos -- has announced that it would launch four more spacecraft in the forthcoming four months, including two Soyus manned spacecraft to the International Space Station (ISS).In accordance with the work schedule of Roscosmos, two cargo spaceships -- of the "Progress" type -- will be launched on Oct.30, 2011 and on Jan.26, 2012, while the two manned spacecraft will be blast off on Nov.12 and Dec.20.Roscosmos said on Tuesday it had been conducting consultations with NASA over updated plans of the upcoming expeditions to the ISS.According to Roscosmos, the new launch schedule has been drafted on the basis of an investigation into an abortive launch of a cargo spaceship on Aug. 24, when the Progress M-12M cargo spaceship failed to reach the orbit due to a rocket malfunction. Russia announced on the same day to delay its future launches of manned spaceship to ISS.After the retirement of the U.S. space shuttle fleet, Russia's Soyuz spacecraft has become the only way for astronauts to reach the ISS until at least the middle of this decade.

XIAMEN, June 12 (Xinhua) -- Chinese mainland on Sunday announced a raft of measures on tourism, transportation, farmers and food safety to boost Taiwan's economic growth and cross-Strait relations.A pilot plan allowing mainlanders to visit Taiwan as individual tourists will start on June 28, which covers residents of Beijing, Shanghai and southeastern city of Xiamen at the first stage, said Wang Yi, head of the State Council's Taiwan Affairs Office.Wang told a conference at the weeklong Straits Forum being held in Xiamen of Fujian Province that the mainland and Taiwan also agreed to allow Fujian residents to visit the islands of Kinmen, Matsu and Penghu in the Taiwan Strait as individual tourists.Observers predict that the influx of mainland tourists will bring vitality to Taiwan's export-oriented economy which had greatly suffered from the global economic downturn.Currently, mainlanders are only allowed to visit Taiwan on package tours after the authorities lifted a partial ban in July 2008.At Sunday's conference, the two sides also announced to increase the number of cross-Strait passenger flights by more than 50 percent to 558 flights per week, and add terminals for the direct flights in four mainland cities, including one in northwestern city of Lanzhou, which brought the total number of cross-Strait flight terminals to 50 on both sides of the Strait.The moves aim to cope with the increasing number of mainlanders who wish to visit Taiwan.The number of mainland tourists traveling to the island reached 2.34 million as of the end of May, China's top tourism official said at the conference. There are also an increasing number of mainland business travelers and government delegations visiting Taiwan.Meanwhile, both sides agreed to "regulate airfares" for flights from Beijing and Shanghai to Taipei.Currently, the cheapest one-way ticket between Beijing and Taipei on Air China, the mainland's flagship carrier, costs around 1,300 yuan (about 200 U.S. dollars) while a full price one-way ticket costs more than 3,000 yuan, according to the airline's website.Some members of the public on both sides have complained about the high price.For the past decades, travelers had to transfer at other airports, particularly the one in Hong Kong, in order to reach Taiwan by air.In 2003, the two sides agreed to operate charter flights during Spring Festival, China's biggest public holiday.Regular direct flights across the Strait have been available since July 2008 to mainly serve mainland package tourists visiting Taiwan.The mainland also decided to facilitate entry and exit procedures for Taiwan residents and lower charges for endorsing their passports by 50 percent starting from July 1.Meanwhile, four "enterprising parks" will be set up in four cities of Fujian, central Henan and southwestern Guangxi provinces for Taiwan farmers launching agricultural startups on the mainland, said Wang Yi.Both sides also agreed to encourage mainland enterprises to purchase farm produce and other products listed in the early harvest program of the cross-Strait Economic Cooperation Framework Agreement (ECFA) directly in Taiwan.A general manager surnamed Lin of a farm produce company in Taiwan's southern city of Tainan said he hoped to seize the opportunity to benefit from the development of the island's farm and fishing sector as the mainland has become Taiwan's largest export market.Further, both sides agreed to strengthen cooperation and exchanges concerning nuclear power security and food safety.The third Straits Forum, which opened Saturday in Xiamen, facing Taiwan across the Strait, will close in the island's city of Taichung on Friday.

Its return to the earth later this month will mark the end of the 30-year shuttle program."What a truly awesome day today," said NASA Associate Administrator for Space Operations Bill Gerstenmaier at the STS- 135 postlaunch news conference. "What you saw is the finest launch team and shuttle preparation teams in the world.""It truly was an awesome, spectacular launch," added Kennedy Space Center Director Bob Cabana, who looked ahead to plans for future development beyond the shuttle program as space station operations continue.Atlantis will be the last shuttle to be retired. Discovery was first in March, followed by Endeavour at the beginning of June.
