RIVIERA BEACH, Florida — The FBI said a 59-year-old U.S. Army veteran shot and wounded a doctor Wednesday evening just before a mental health evaluation at the Veterans Affairs Medical Center in Riviera Beach.The shooting happened at approximately 6:20 p.m. local time at the hospital.According to the FBI, 59-year-old double-amputee Larry Ray Bon pulled out a small handgun and opened fire inside the emergency area, striking at least two people.One person was grazed by the bullet, and a doctor was shot in the neck while trying to subdue the shooter. "In between shots, the doctor saw an opportunity to jump on the subject and disarm him. While doing so, he sustained a gunshot wound to his neck, so pretty heroic," said FBI Special Agent Justin Fleck.The doctor, whose name has not been released, was transported to St. Mary's Medical Center. The doctor was treated and later released.The shooter, who officials said is originally from Michigan, has been recently living in the West Palm Beach area. Officials believe Bon may be homeless. The FBI said Bon served in the U.S. Army for a very short period of time, but this incident is not believed to be combat-related. The FBI did not release any information concerning the security measures of the hospital. Subtropical Storm Andrea formed in the Atlantic basin Monday afternoon, marking the first named tropical system of the 2019 hurricane season, the National Hurricane Center announced. As of 6:30 p.m. ET, Andrea had top winds of 40 MPH and was located 335 miles southwest of Bermuda. The National Hurricane Center said that an Air Force Reserve Hurricane Hunter plane confirmed winds near 40 MPH. Delivering healthcare to Americans is once again a central question in this year's presidential election, and the plans proposed by two of the top Democrats in the 2020 field have very little in common. For Elizabeth Warren, she is proposing an entirely public plan with no role for private insurance. At the June presidential debate, Warren agreed that she would eliminate private insurance if she has her way. “Look at the business model of an insurance company,” Warren said. “It's to bring in as many dollars as they can in premiums and to pay out as few dollars as possible for your health care"But a change from private to public would be a dramatic change for most Americans. The cost to administer all of Medicare was 6 percent, compared to 12 percent for private insurers in 2017, the CBO says. The CBO added that administrative costs could decrease even further as a Medicare-for-All system would have fewer eligibility exclusions. Although both Biden and Warren still lack key details for their plans, Biden has stated his goal is to have 97 percent of Americans insured. Warren claims that nearly 100 percent is possible with her plan. As of 2017, 91 percent of Americans were insured. The number of uninsured in 2010, at the time of Obamacare's passage, was nearly double, according to the Census. "We believe that she simply mistakenly got into this particular car thinking it was an Uber ride."Nathaniel David Rowland, 24, has been arrested on charges of murder and kidnapping in connection with Josephson's death, Holbrook said. It was identified as Josephson's.Police searched for the car Josephson had gotten into and around 3 a.m. Saturday a Columbia officer saw the Impala and stopped the vehicle, Holbrook said. When the officer asked the driver to get out the car, he ran but was quickly captured, the chief said.Investigators searched the Impala.Blood found in the car's passenger side and trunk was matched to Josephson's, the chief said, and her cell phone was found in the passenger compartment. Investigators also found a container of liquid bleach, germicidal wipes and window cleaner in the vehicle, he said.Holbrook also said the child safety locks in the Impala were activated, which would make it difficult for anyone to open the back doors from the inside.Police haven't said how Josephson died and have not provided much information about Rowland, except to say he used to live in Clarendon County and knew the area where the body was found."Our investigators and agents have a lot more work to do," Holbrook said.CNN reached out to Uber Saturday, but the company declined to comment. 2790
