A cipher sent in 1969 by the Zodiac Killer has been solved.In an email to EW Scripps, the Federal Bureau of Investigation confirmed that three "private citizens cracked the cipher.""On Dec. 5, the FBI received the solution to a cipher popularly known as Z340 from a cryptologic researcher and independently verified the decryption," the FBI said in a statement. "Cipher Z340 is one of four ciphers attributed to the Zodiac Killer. This cipher was first submitted to the FBI Laboratory on Nov. 13, 1969, but not successfully decrypted. Over the past 51 years, CRRU has reviewed numerous proposed solutions from the public--none of which had merit."According to the Associated Press, code experts from the United States, Australia, and Belgium solved it.The code was first sent to the San Francisco Chronicle newspaper in 1969 by the Zodiac Killer, who murdered five people between 1968 and 1969 in the Bay Area.According to The Chronicle, David Oranchak, one of the three to crack the cipher, has worked on Zodiac's codes since 2006.Oranchak told the newspaper that the cipher included sentences like "I hope you are having lots of fun in trying to catch me" and that the killer wasn't "afraid of the gas chamber because it will send me to paradise all the sooner."Cameron Polan, a spokeswoman for the FBI’s San Francisco office, told E.W. Scripps in an email that the case of the Zodiac Killer "remains an ongoing investigation.""The Zodiac Killer terrorized multiple communities across Northern California and even though decades have gone by, we continue to seek justice for the victims of these brutal crimes," Polan said in the email. A doctor with the Oregon Health Authority is getting attention after she wore clown make-up during a recent video update on the state’s coronavirus cases.Dr. Claire Poché starts out the video update like any other, stating her name, introducing her colleague who joins the video later and then giving an update on Oregon’s COVID-19 numbers.“As of today there have been 38,160 cases in Oregon, with 390 cases being reported today. Sadly, we are also reporting 3 deaths today, bringing the statewide total of COVID related deaths to 608,” Dr. Poché said in an October 14 video, while visually looking like a clown.She is wearing white and red make-up on her face made up to look like a clown, in addition to a polka dot shirt, bright red tie and yellow pants.Dr. Poché does not reference the make-up on her face, or offer an explanation for her look.The video cuts to another doctor with the Oregon Health Authority, also wearing a costume, who talks about safe ways to celebrate Halloween with pandemic safety precautions in mind.At this point, viewers might start making the assumption the costume and Dr. Poché’s make-up are part of a coordinated plan for Halloween.About 10 minutes into the video, the two colleagues reference their costumes and talk about their Halloween plans. 1289

A federal judge ordered the Trump administration to fully restore the Deferred Action for Childhood Arrivals program Friday and accept new applicants for the first time since 2017, according to media reports.A judge with the U.S. District Court in Brooklyn told the Department of Homeland Security to post a public notice by Monday that states they will accept DACA petitions from immigrants who qualify and are not currently enrolled.The judge also instructed DHS officials to grant approved applicants work permits that last two years, and not the one year limit the Trump administration had proposed, according to CBS News."DHS is DIRECTED to post a public notice, within 3 calendar days of this Order, to be displayed prominently on its website and on the websites of all other relevant agencies, that it is accepting first-time requests for consideration of deferred action under DACA, renewal requests, and advance parole requests, based on the terms of the DACA program prior to September 5, 2017, and in accordance with this court's Memorandum & Order of November 14, 2020," the judge wrote.The Trump administration tried to end DACA in 2017, but the U.S. Supreme Court ruled against him in June 2020. Wolf issued a memo in July saying that new applications for DACA would not be accepted and renewals would be limited to one year. The memo essentially suspended the program.Friday’s order follows a ruling in November from the same judge that found acting DHS secretary Chad Wolf did not have the legal authority to close DACA to new applicants, shorten the period for work permits or change protections from deportations.The judge ruled at the time Wolf’s appointment to his position violated the Homeland Security Act of 2002. In his ruling, the judge wrote DHS failed to follow an order of succession established when then-Secretary Kirstjen Nielsen resigned in April 2019.The nonpartisan Government Accountability Office determined in August that Wolf’s appointment was invalid. 2003
