(AP) — Fed up with dog poop being left around, board members at a Maryland condominium complex are now relying on DNA samples to police unscooped feces.Jeanne Fisher, the general manager for The Residence at Park Place Condominium, tells The Capital newspaper that she came across "doggie DNA" as an option when residents began complaining about unscooped poop.The Annapolis complex had tried emails, dog meetings, fines and a security camera in the dog park.The condo association spent about ,500 on pet DNA kits and about 20 owners began providing samples. Americans are calling out practices at some car lots more now than ever before.“We found a pattern of abusive and deceptive practices that the auto loan industry has been employing and unfortunately these complaints have sharply increased during the pandemic,” said Lucy Baker, Consumer Program Associate at U.S. Public Interest Research Group (PIRG).Looking at the Consumer Financial Protection Bureau's consumer complaint database, the U.S. PIRG found between March and July, there were more than 2,800 auto loan and lease complaints. That's more than any other 5-month period.This includes complaints like not getting auto loan relief, which the CARES Act didn't specify, but some lenders offered to work with customers. Also, complaints about broken payment systems that led to late fees, and issues with loan terms changing or yo-yo financing.“You go into a dealership, you buy a car you sign on the dotted line, but as your driving away, you get a phone call from your dealer that says, ‘hey the financing has fallen through, I’m going to take your car back unless you agree to pay more or pay a higher interest rate,’” said Baker.There were complaints about harassment over repossession and debt, as well as expensive add-ons like warranties, insurance, and service plans.High pressure tactics were another problem.“If you put somebody in a room for a long period of time, they're going to be so frustrated that they are going to want to get out of there and then you can pressure them into buying these things they don’t need,” said Baker.U.S. PIRG is pushing policymakers for auto loan relief programs, banning repossession, debt collection and negative credit reporting.It also has some recommendations for customers: Don't roll an old auto loan into a new loan, avoid buy here – pay here lots, and don’t get focused on low monthly payments. Instead, compare the total cost of the loan including interest paid.Officials also suggest filing complaints with the Consumer Financial Protection Bureau. An escort and "her protection" were arrested in Florida after they apparently showed up to the wrong house.Linda Elkins and Bosha Dawes, both 26, are facing loitering charges after Cape Coral Police said they showed up to a home on SE 10th Terrace and rang the doorbell just before 3 a.m."I would have answered the door with my shotgun," Rachad Leanari, a neighbor, told Scripps station WFTX in Fort Myers, Florida.The couple who lives in the home called police. They told officers Dawes rang their doorbell with something white covering his face. Elkins was with him. The couple then left, but came back shortly after before leaving again."They hid behind the post so they couldn't see him out the peephole," Melissa Jones, who lives next door, said. "She texted me at 2:30 while it was happening, saying 'is your husband banging on my door or ringing my doorbell?'""She seemed petrified. Petrified. I think they were seriously in fear for their life," Jones said.Police were able to catch up with Dawes and Elkins, who first claimed not to know each other or why they were there. Army Secretary Ryan D. McCarthy said Tuesday that he was suspending 14 leaders at Fort Hood after an internal investigation revealed "major flaws" in leadership at the Texas base.On Tuesday, McCarthy blamed leadership for allowing a culture that invited sexual assault against female soldiers to fester, saying the culture was "the direct result of leadership failures."McCarthy also said the Army would institute policy changes that he hopes to be in place by March 2021, adding that the internal investigation will "without a doubt will change the culture of the Army."Investigations into the alleged toxic leadership culture at Fort Hood began earlier this year with the disappearance of then-Pfc. Vanessa Guillen. She was last seen on the base on April 22 and was not seen until her remains were found at a nearby river in July.Hours after Guillen's remains were found, a suspect wanted in connection with her death died by suicide as police officers approached his car during a traffic stop. That soldier's estranged wife was later arrested in connection with Guillen's death.Guillen's family has maintained that prior to her death, she had been sexually assaulted by another soldier at the base. They also claim that she had been afraid to report the assault to her superior officers for fear of retribution.Weeks after her death, the Army said that while an investigation remained open, they had not found evidence that Guillen had been sexually assaulted.McCarthy did not make any specific statements regarding Guillen's case and the current status into the investigation into the assault allegations. However, he did say that Guillen's murder "shocked our conscience."Guillen's family held a press conference at the Fort on Tuesday at 4 p.m. ET.Speaking alongside Guillen's family, Houston Police Chief Art Acevedo said it is important for those aware of assaults to come forward."When a person is a victim, there no more powerful thing than love," Acevedo said. "I want to tell the community to come forward." Guillen's case wasn't the only sign of trouble at Fort Hood. Between January and late October, the Intercept reports that there were 28 deaths on the base, including five homicides and eight suicides.In October, The Intercept published a report that detailed fears of seven noncommissioned officers who said the culture at the base had grown so toxic that they feared for the safety of their soldiers.The report detailed rampant misconduct, including drug use, sexual assault and warning signs of suicide that were ignored by commanding officers.CNN reports that Fort Hood is home to 37,000 service members and has a total population of more than 60,000. 2682
