BEIJING, Nov. 26 (Xinhua) -- Chinese Foreign Minister Yang Jiechi met with Chi Jae Ryong, Ambassador of the Democratic People's Republic of Korea (DPRK) to China, and held phone conversation with U.S. Secretary of State Hillary Clinton and ROK Foreign Minister Kim Sung-hwan on Friday.They exchanged views on issues including the situation of the Korean Peninsula, according to a statement released Friday night by the Chinese Foreign Ministry.Yang said China gives utmost attention to the exchange of fire between the DPRK and the ROK which happened days ago, and is very concerned about the development of the situation.The DPRK and the ROK should exercise calm and restraint, engage in contacts as soon as possible, and solve problems through negotiations and dialogue, Yang said."The pressing task now is to put the situation under control and prevent a recurrence of similar incidents," he said.Parties related should actively work for peace and facilitate talks, jointly safeguard peace and stability of the Korean Peninsula while adopting responsible attitudes, Yang said.Parties involved should work together for an early restart of the six-party talks, and push forward denuclearization process of the Korean Peninsula, Yang said.The DPRK, the ROK and the U.S. sides elaborated on their views on the current situation, and expressed the importance they attached to China's stance and their willingness to maintain contacts with the Chinese side.The ROK and the DPRK exchanged artillery fire Tuesday in waters off the west coast of the Korean Peninsula, leaving four people dead.China on Friday also voiced its opposition to any military acts in its exclusive economic zone without permission, days before a joint military exercise between United States and ROK on the Yellow Sea."We hold a consistent and clear-cut stance on the issue. We oppose any party to take any military acts in our exclusive economic zone without permission," Foreign Ministry spokesman Hong Lei said in a statement Friday.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.

BEIJING, Dec. 27 (Xinhua) -- Chinese officials and Communist Party cadres have been warned against financial violations and extravagance in the name of New Year celebrations.The Communist Party of China (CPC) Central Commission for Discipline Inspection and the Ministry of Supervision have issued a circular, asking officials and cadres to be self-disciplined and practice frugality during the holiday season.Party officials must not accept gifts in any form, said the circular, which offers a list of prohibited items and services that "could influence the fairness of official duty," such as attending banquets, and expenses-paid travels and entertainment.The holiday season of 2011 starts from New Year's day and continues into the Spring Festival, or the Chinese New Year, which falls on February 3.The Chinese tradition of presenting gifts to family members and friends during the Lunar New Year has been extended to sending gifts to officials, which poses a challenge to the country's anti-corruption efforts.The circular also warned officials to avoid extravagance, and prohibited them from spending sprees using public money for personal gains.Instead, the limited public money and resources should be spent on developing the economy and improving people's livelihoods, it said.Further, the circular told discipline inspection authorities at all levels to seriously crack down on any violations of the law and disciplines.
