HONOLULU (AP) — Hurricane Douglas is gathering strength as it heads west toward the Hawaiian Islands on a track to potentially bring strong winds and flash flooding to the island chain over the weekend. The storm is getting stronger Thursday, becoming a Category 3 hurricane with maximum sustained winds of 120 mph. Grocery chain Kroger is reportedly considering banning all Visa card transactions at its locations throughout the United States due to a dispute on swipe fees, Bloomberg reported. Kroger is reportedly taking the first step toward stopping Visa transactions. At its Foods Co. Supermarkets, which are located in California, the chain will stop accepting Visa transactions next month, Bloomberg reported. “It’s pretty clear we need to move down this path, and if we have to expand that beyond Foods Co., we’re prepared to take that step,” Kroger spokesperson Chris Hjelm told Bloomberg. "When the amount retailers pay in card fees gets out of alignment, as we believe it is now, we don’t believe we have a choice but to use whatever mechanism possible to get it back in alignment.”While Kroger itself has grocery stores in 21 states, Kroger owns a number of regional chains throughout the country — Baker’s, City Market, Dillons, Food 4 Less, Fred Meyer, Fry’s, Gerbes, King Soopers, Jay C, Food Store, Owens Market, Pay-Less Super Markets, QFC, Ralphs and Smith’s Food and DrugVisa issued a response to Kroger's announcement. "Visa is disappointed at Kroger’s decision to stop accepting Visa credit cards at its Foods Co. stores. When consumer choice is limited, nobody wins. Our goal is to protect the interests of our cardholders to ensure they can use their Visa credit cards wherever they shop. Garrett Rolfe, the now fired Atlanta Police officer who shot Rayshard Brooks twice late Friday night, has turned himself into the Fulton County (Georgia) Jail on Thursday.Bond has not been set for Rolfe as of Thursday afternoon.Rolfe has been indicted on 11 charges, including murder. Investigators said Rolfe fired two shots at Brooks, resulting in the Brooks’ death.Officer Devin Brosnan has been charged with aggravated assault and several violations of his oath of office. Brosnan was placed on administrative leave late Saturday.As of late Thursday afternoon, Brosnan was no longer in custody after he was released on bond.Brooks died on Friday night after Rolfe shot him in the parking lot of a Wendy’s restaurant.The Georgia Bureau of Investigations said that officers responded to a call of a man who fell asleep behind the wheel in a drive thru. The police accused Brooks of failing a field sobriety test, which prompted the officers to attempt to arrest Brooks.Video of the incident showed that Brooks then struggled with officers over a Taser. As Brooks took off with a Taser in hand, Rolfe fatally shot Brooks.Brooks was transported to the hospital, and he died during surgery. 1197

Hackers who infiltrated the Twitter accounts of several high-profile politicians and industry titans over the summer posed as members of the Twitter IT department in order to steal the credentials of employees with high-security clearance, New York's Department of Financial Services says.On July 15, dozens of high-profile Twitter accounts — including those belonging to Joe Biden, Barack Obama and Jeff Bezos — were hacked and posted messages directing followers to give away bitcoin in a targeted scam. According to the DFS, hackers made off with about 8,000 in bitcoin.In the days following the hacking, Twitter said it believed that the scam was engineered by a "coordinated social engineering attack by people who successfully targeted some of our employees with access to internal systems and tools." In its report, published Thursday, DFS confirmed that was the case.According to DFS, the scheme began on July 14, when at least one of the hackers called Twitter employees posing as members of Twitter's IT desk. Twitter employees have been working from home amid the COVID-19 pandemic, and the company has often experienced issues with its Virtual Private Network. Seizing on that vulnerability, the hackers told the employees they needed to check on the VPN and directed employees to a phishing website that looked "identical" to Twitter's IT page.When the employees with advanced access entered their username and password, that information was immediately sent to the hackers.The next day, the hackers carried out their high-profile bitcoin scheme, which alerted Twitter to the hack and caused disruptions on the site for several hours. However, before carrying out the bitcoin scheme, the hackers also took control of so-called "OG" Twitter accounts — valuable account names designated by a single word, letter or number. If login credentials of those accounts are stolen, such they can be sold for thousands of dollars.In all, DFS says 130 Twitter accounts were hacked, and the suspects sent tweets from 45 of those accounts.The DFS said the hacking represented severe flaws in Twitter's security systems, which could have dire consequences."In the hands of a dangerous adversary, the same access obtained by the Hackers–the ability to take control of any Twitter users’ account–could cause even greater harm," the agency said. 2351

Homeowners in City Heights say the neighborhood isn't keeping up with the cost of living. While home prices are on the rise, development plans have come to a halt. Paul Smith is trying to transform City Heights. "They're still equating it to a high crime area or a place not worth investing in," said Smith. Like everywhere else in San Diego, the cost of living there is going up. "People are taking advantage of a housing shortage right now," said Smith. "So they can demand top dollar for their house. Because someone's willing to pay for it."He's been remodeling his home for the past 18 months. Many of his neighbors are doing the same. "We're seeing numbers in the 0's range now, 0, and I'd say probably five years ago you could buy a house for under 0,000."But, he says businesses in the area aren't adapting to the change. "It's constantly having to go over to North Park to look for services or South Park, outside the community."While some shops are moving in, he says it's simply not enough. "New businesses are seeming to move in, but there isn't a massive influx of investments like you're seeing in North Park and other areas," said Smith. "So we're seeing a lot of vacancies here."Those businesses would help build an even stronger community. "I don't always want to have to leave my neighborhood and to another area just to go get groceries, or go to a restaurant to eat," said Smith. For him, it can't come soon enough. "Change kind of is coming, but more needs to happen."The city did work on a redevelopment project in City Heights several years ago.
