SHEBOYGAN, Wisc. -- A Sheboygan dad was arrested for OWI after his two toddlers fell out of his van and were seriously injured.Police said it happened Tuesday just before 7:30 p.m. near 8th Street and Indiana Avenue. A witness told police the two children fell out of the van as it went through an intersection. Officers were eventually able to identify the children who were one and two years of age.A short time later police located their father -- who said he was not aware they had fallen out of the van.He was then arrested for OWI and Child Neglect.One child was treated and released from a local hospital. The other child was transported to a Milwaukee area hospital for serious but non-life threatening injuries.  764

SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. SILVER SPRING, Md. -- For Habibah Jackson, the path to a healthier life may look like a personal journey, with only her dog, Rocky, for company.It’s anything but.“They like to say, ‘Oh, you're a walking group.’ We’re so much more than a walking group,” she said. “We like to say we're a ‘walking movement.’”Jackson helps lead neighborhood walks for GirlTrek, a nonprofit group of nearly 800,000 African American women taking one step at a time, together.The pandemic changed it a bit. So, to unite all of the now-solo walkers across the country, GirlTrek’s Ebony Andrews said the group launched a podcast, called Black History Bootcamp, focusing on African American women’s history.“Our focus is to help save the lives of Black women by inspiring them to take charge of their self-care, to own their joy, to claim what's their best lives,” Andrews said. “And one of the primary ways we do that is through encouraging community and encouraging walking.”It’s a move that can make a difference. According to the CDC, Black women are at high risk for heart disease and stroke and three times more likely than white women to die in childbirth. Some studies have linked those health effects for African American women to chronic stress, due to experiencing racism.GirlTrek seeks to counteract that.“Walking helps with stress. Walking is also something that requires limited resources. It's putting one foot in front of the other and getting out the front door,” Andrews said. “We have a saying that we say within our office that, ‘When women walk, things change.’”It’s something Jackson sees, too.“If you look at the social change that's happening now, imagine if you weren't in shape enough to walk - how could you actively protest if you're not physically able to keep a stance?” Jackson said. “People are walking for eight hours. SPRING VALLEY, Calif. (KGTV) - Evacuees from the Valley Fire began to head home Thursday morning as Cal Fire lifted evacuation orders throughout the area."We're trying to head out early," said Deehorn Valley resident Dale Elliott. "That way we can get everything straightened up, cleaned up try to put things back."Elliott's family is one of 140 families the Red Cross helped over the last week. Evacuees were offered food, first aid, hotel rooms and more.Red Cross Regional CEO Shawn Mahoney said they served 1,200 meals on Wednesday alone.This was Elliott's first time having to evacuate, and he told ABC 10News, "With the dogs and my mother-in-law visiting and all of our stuff, we thought we should evacuate just to be on the safe side.”Elliott checked on his home Tuesday to make sure it hadn't been damaged in the fire. He said he'll have to clean out the refrigerator, but that's the only issue.Many others weren't as lucky.Cal Fire said 30 homes and 29 other buildings were destroyed in the fire. As the Valley Fire continues to burn, some areas are still under evacuation orders or warnings.The Red Cross says they will keep the shelters open as long as they're needed. 1186
