GUANGZHOU, Nov. 2 (Xinhua) -- A Chinese man convicted of murdering 11 people including three police officers over five years were executed Tuesday in Foshan City, south China's Guangdong Province, a local court said.Listed as one of the top wanted suspects, Cheng Ruilong, 37, was arrested in 2005 and was sentenced to death for murder, robbery and rape by Foshan Municipal Intermediate People's Court in February 2010. He was found to have murdered 11 people in a string of violence between May 1996 and January 2005.Cheng, a Guangdong native, was originally convicted of murdering 13 but the court dropped the number of victims in July's hearing of Cheng's appeal as bodies of a woman and her daughter allegedly killed by Cheng were never found.He lost the appeal. His execution had been approved by the Supreme People's Court, officials with Foshan intermediate court said.

NEW DELHI, Nov. 1 (Xinhua) -- Zhou Yongkang, a senior official of the Communist Party of China (CPC), on Monday asked for joint efforts to promote China-India relations."It is an inevitable trend of history to consolidate and develop the peace and friendship between China and India," Zhou told a seminar on China-India ties."We should extract nutrition and wisdom from history to persist in maintaining peace, friendship and mutually beneficial cooperation, and to be good neighbors, good friends and good partners forever," said Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee.He made a five-point proposal on the further development of China-India relations: Zhou Yongkang (L), a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and secretary of the Political and Legislative Affairs Committee of the CPC Central Committee, meets with Indian Prime Minister Manmohan Singh in New Delhi, capital of India, Nov. 1, 2010.First, both sides should promote political mutual trust."We should maintain high-level visits and exchanges, strengthen communication and cooperation between our governments, parties, parliaments and the armed forces, promote cooperation in defense and security, respect and accommodate each other's core interests and major concerns and continue to build up strategic mutual trust," he said."By doing so we can further consolidate our strategic cooperative partnership," he added.Second, the two countries should expand cooperation in economics and trade."We should intensify cooperation in areas of resources, energy, agriculture, manufacturing, infrastructure, information technology, etc. and also promote mutual investments," he said."We should properly settle problems arising in these fields, reduce restrictive measures against each other to achieve mutually beneficial and win-win results," he added.Third, China and India should expand friendly exchanges."We should further our exchanges and communication in the fields of culture, education, science and technology, promote exchanges between our two countries' academic institutions, youths, as well as press and media, so as to boost mutual understanding and trust between our two peoples," he said."We should do more things conducive to the Sino-Indian friendship and create a good atmosphere for the healthy development of bilateral ties."Fourth, both sides should strengthen international cooperation."We should actively coordinate our stances and strengthen cooperation in international affairs and deal together with global issues including climate change, food security, energy and resource security, terrorism, separatism and extremism, so as to safeguard developing countries' interests," he said.Fifth, the two should strengthen friendly consultation.For controversial issues and disagreements, the two countries should properly handle them on the basis of mutual respect, consultations on equal basis and mutual understanding and mutual accommodation, so as not to let specific issues affect the overall relations, he said.This year marks the 60th anniversary of China-India diplomatic relations."Looking back into our history of exchanges, we felt that peace and friendship between China and India were deeply rooted in the history and culture of our two countries and among our two peoples," said Zhou, who is also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee."It is an established policy and strategic decision of the party and the government of China to develop friendly relations with India," he said.Zhou arrived here Sunday for a visit. He said Hu's visit, slated for Nov. 4-6, showed Sino-French relations were going into a new period of all-round, healthy and rapid development.In the face of complicated and profound changes in the international situation, Hu and his French counterpart, Nicolas Sarkozy, would discuss how to work together to highlight the strategic nature of the partnership between the two countries, Kong said.The two countries were now enjoying accelerated development of comprehensive and sound bilateral ties with increasing exchanges in politics, trade and economy and culture and science, the ambassador said.Drastic changes in the world political and economic situation made France and China realize the importance of reinforcing mutual understanding and communication, as well as the necessity to deepen cooperation in a bid to safeguard world peace and development as well as the long-term interests of their respective countries, he said.Kong said that enhanced bilateral exchanges and cooperation and consolidated partnership between China and France was in line with their fundamental interests as well as their expectations.Since the two countries differed in national condition, social system,stage of economic development and culture and history, it was natural for them to have certain different views and stands, he said."What's more important is that the leaders and peoples of the two nations agree to promote candid dialogue and exchanges to enhance understanding and trust on the basis of mutual respect."Meanwhile, they should also attach importance to each other's core interests and major concerns, Kong stressed.According to the ambassador, the two sides were ready to pledge joint efforts to ensure a sustained and sound development of friendly bilateral ties and cooperation.With regard to bilateral economic ties, Kong said bilateral trade between China and France had been growing rapidly on a reciprocal basis.Trade and economic cooperation between the two had seen an average annual growth rate of about 18 percent over the past 10 years, he said.The rapid growth in bilateral trade reflected the interdependence and complementary nature of the two economies, he said.Great efforts should be made in three major areas to expand bilateral trade and economic cooperation, he said.Firstly, the two countries should deepen cooperation in such traditional areas as aviation, energy and transport, Kong said.Bilateral cooperation in emerging fields such as finance, new energy, new material, low-carbon technology and sustainable development should also be stepped up, he said.The ambassador also highlighted the importance of carrying out cooperation at the level of regional governments.Regarding the upcoming G-20 summit in Seoul, Kong said France and China had maintained good cooperation within the framework.He also called for countries around the world to strengthen cooperation and implement the consensus reached at the previous G-20 summits to consolidate global economic recovery.

  

BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.
