CHULA VISTA, Calif. (KGTV) - It takes a lot to run a robot. Engineers need to fix and maintain the creation. Coders need to tell it what to do. Battery techs make sure power is abundant. Managers organize data.It sounds like a lot. But a group of Chula Vista students has it down to a science.Rancho Del Rey Middle School's Royal Robotics team is a "well-oiled machine," as they like to put it. And generally, some of them will be tournament champions so we do have to make our robot highly effective to combat them,"And the team has put in long hours to perfect their creation."They take the robot home with their parents' help and work on the weekends," teacher Kirk Braito said. "It's just an amazing amount of dedication."Thanks to the completeness of their design notebook, which houses all their data, the team hopes to grab the award for best design and have a championship banner to hang at Rancho Del Rey.But the team faces one last obstacle, getting to Kentucky."It is an enormous financial obligation that I'm trying desperately to make up because the funding is basically all us," Braito said.The team has set up a GoFundMe to help with expenses and has raised almost half of their goal. CHULA VISTA, Calif. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222
CHULA VISTA, Calif. (KGTV) — Sheriff's deputies were led on a wild chase through the South Bay Saturday, ending with a violent crash and three people injured, including a deputy.San Diego Sheriff's deputies were called to a report of a suspect burglarizing a vehicle in the area of 13th St. and Donax Ave. in Imperial Beach just before 10 a.m. When they arrived, the man took off and led deputies on a vehicle pursuit into San Ysidro.During the pursuit, deputies say the suspect hit a female driver on Dairy Mart Rd. before continuing northbound on Interstate 5, onto side streets in Chula Vista, and back onto NB I-5. At times, the driver reached speeds of 100 mph, deputies say.The woman was not injured, SDSO said.The pursuit came to an end when the suspect lost control of the vehicle and crashed into a bridge at the top of the H St. offramp. A deputy involved in the pursuit crashed into another vehicle at the top of the offramp as well. Both the deputy and that driver were taken to a nearby hospital with minor injuries.The crash was so intense, it rained vehicle wreckage on the freeway below and damaged a woman's windshield. Bridge railings and fencing were also damaged, SDSO said.The suspect fled on foot from the crash, heading down the H St. offramp and onto the shoulder of I-5 before deputies captured him. He was taken to a nearby hospital for treatment of injuries. 1393
CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079
CINCINNATI – Police arrested a Cincinnati woman Tuesday after she left her 7-month-old child in her vehicle while she visited a hair salon, according to court records.Jaimyce McClinton, 37, is charged with one count of endangering a child.An officer found McClinton's baby locked in the vehicle as the temperature outside reached 76 degrees, court records state.The arresting officer noted the “feels like” temperature outside was 84 degrees.Police said the baby was left alone in the locked vehicle for 34 minutes.Court records did not state the baby’s condition or the location of the salon. 611
