LOS ANGELES (KGTV) - A vigil held Wednesday for a bicyclist killed at an intersection in South Los Angeles on Tuesday became the scene of another hit-and-run crash that injured a pedestrian."The driver of a tan-colored Honda Accord drove through the vigil at the intersection of Manchester and Normandie avenues shortly after 1 p.m.," Los Angeles police Officer Tony Im said.The video from the scene captured the sedan striking the pedestrian, who is then flung into the air, appearing to hit his head on the car windshield and finally landing on the asphalt.RELATED: GOOD SAMARITAN HIT WHILE HELPING MOTORISTAfter rolling to his feet, he hopped over to the sidewalk on one foot, seemingly injuring his right leg. He then collapsed onto the sidewalk where onlookers came to his aid.As the suspected hit-and-run motorist drove off, a group from the dozens of bicyclists taking part in the vigil attempted to follow the vehicle, including people running after the driver.During the vigil, "some rocks and bottles were thrown toward responding officers and a patrol vehicle, but no officers were injured and no arrests were made," Im said.Police were able to eventually clear the intersection. A department SUV can be seen having its rear window smashed.According to the LAPD's South Traffic Division, the bicyclist killed Tuesday was a man in his early 20s, who was struck by a white Porsche Cayenne SUV. The victim was identified in news reports as 22-year-old Frederick Frazier."The driver of the SUV that hit the young man was heading east on Manchester when the collision occurred. The driver then headed south on Budlong Avenue before traveling west. It was last seen westbound near La Salle Avenue Elementary School," police said.CNS contributed to this report. 1808

LOS ANGELES (CNS) - Warning again that holiday gatherings can lead to spikes in coronavirus cases, Los Angeles County's public health director said Wednesday residents should begin planning safer ways to celebrate upcoming fall holidays, but the county backed down from its previously announced ban on trick-or-treating for Halloween."Our guidelines have been slightly revised, so we'd ask that people go back and look at them to distinguish between those activities that are not permitted by the health officer order -- that includes events, gatherings parties -- those are just not allowed," Barbara Ferrer said. "They're not allowed for anything. ... The only activities you can have a party or gathering for are with those people that are in your household."On Tuesday, the Department of Public Health posted Halloween guidelines on its website stating that door-to-door trick-or-treating is banned under the county health order, as is "trunk-to-trunk" treat distribution, in which children take candy from trunks of parked cars. By Wednesday, however, the guidelines were changed, with trick-or-treating listed as "not recommended," instead of "not permitted."Despite that change, Ferrer still insisted that allowing children to go door-to-door during the coronavirus pandemic isn't safe."Trick-or-treating, we're highly recommending that it not happen," she said. "We don't think it's an appropriate activity during a pandemic. ... You know, there's no guarantee when you go trick-or-treating that your child goes up to a house where the person who opens the door is wearing a face covering. And when you don't know the people opening the door, there's no guarantee they're not sick and that the candy they're passing out that they've touched may not be safe for you to want your child to be sharing."Ferrer again walked through data from the past several months showing surges in coronavirus cases, hospitalizations and deaths following the spate of public gatherings that occurred over the Fourth of July holiday. She said that as residents prepare for fall holidays -- such as Halloween and Thanksgiving -- the statistics should serve as a warning."Increases in cases and hospitalizations that may happen in the future will always be followed by increases in deaths," she said.It remained too early to tell if the Labor Day holiday will lead to a spike in cases similar to that seen after the Fourth of July. Due to the 14-day incubation period of COVID-19, it generally takes two weeks to determine if such as surge has occurred."I do want to reinforce the need for us to remain cautious as we go about all of our business during the day and evening, remembering that we can be positive and infect others at any point in time, and others can infect us and the people that we love at any point in time," Ferrer said.She said the county was "extraordinarily successful" in reducing case rates during August because of residents' behaviors and adherence to health orders."But I want to note that every time we have seen transmission rates fall, our natural response is to let up and want to return to greater normalcy," Ferrer said. "This will be especially true as we're going into the fall and winter months, when we have a number of important religious and secular holidays. But unfortunately what we have learned over the last seven months is that we cannot return to normal at this time. We actually need to maintain even more our vigilance so we can continue to suppress the spread of the virus and get to a place where we can safely reopen additional sectors, particularly our schools."Ferrer announced another 61 coronavirus-related deaths in the county, bringing the cumulative countywide total from throughout the pandemic to 6,090. LOS ANGELES (CNS) - Newly published research indicates there's an almost one-in-four chance the mountain lions living in the Santa Monica and Santa Ana mountains could become extinct in those areas within 50 years as a result of urban encroachment, inbreeding, vehicle strikes, rat poison and wildfire, it was reported today.In the face of such a dire prognosis, what biologists call an extinction vortex, conservationists are considering a desperate and controversial remedy: capturing pumas in one part of the Santa Anas and trucking them across the 15 Freeway so that they can breed with isolated mates on the other side of traffic."Wildlife managers never want to be a shuttle service for wild animals,'' said Justin Dellinger, senior environmental scientist with the Wildlife Investigations Laboratory at the California Department of Fish and Wildlife, the Los Angeles Times reported. But translocation has potential merit in the short term; after all it helped bring the critically endangered Florida panther back from the brink.Mountain lions are not endangered in California, but groups living in the Santa Monica and Santa Ana ranges now find themselves in genetic peril. Separated by freeways and lethal traffic, they are unable to range freely and are growing increasingly inbred, researchers say.In the Santa Monica Mountains, the 101 Freeway exists as a near impenetrable barrier to gene flow for a group of 10 mountain lions; in the Santa Ana Mountains, the 15 Freeway limits the movement of a family of 20 cougars.Sometimes, the animals manage to cross freeways without getting hit. At least seven cougars have crossed the 15 Freeway near Temecula in the last 15 years, and one sired 11 kittens. The fact that only one managed to reproduce, however, shows how difficult it is to diversify the gene pool in the lions still prowling the range.A population viability study published in the journal Ecological Applications predicts extinction probabilities of 16 to 28 percent over the next 50 years for these lions, which have the lowest genetic diversity documented for the specie aside from the critically endangered Florida panther.Study authors note also that wildfire and disease could result in "catastrophic mortality'' and further hasten the animals' disappearance.However, extinction probabilities were significantly reduced when computer models simulated the influence of two immigrant lions per year in areas blocked by development and freeways, according to a team of researchers that included Winston Vickers, an associate veterinarian at the UC Davis Karen C. LONG BEACH, Calif. (KGTV) — Long Beach Police and transit officials are investigating whether a crime was committed this week when a man in a suit dragged an unconscious, partially naked man off a train, leaving him on the platform.[Warning: graphic video] Cell phone video shows the moments when the man dragged the other man off the train at about 10:30 p.m. Wednesday. The man recording the video says the unconscious man had just suffered a seizure, Los Angeles ABC-affiliate KABC reported.The man in the suit then grabs the unconscious man's belongings and tosses them off the train and returns to his seat.The man recording the video argued with the man in the suit about what he had done. The two of them continued to argue for about five minutes before the man in the suit gets off the train to check on the unconscious man.Medics eventually arrive to help the unconscious man, who was taken to a nearby hospital. His condition is not yet clear.Police and train officials are now investigating if the man in the suit committed a crime by dragging the man off the train."Obviously, this is very disturbing and we never want to see this on our system. We're getting all the facts including reviewing the video from the train and the platform," Los Angeles Metro officials told KABC in part through a statement. 1329
