VISTA, Calif. (KGTV) - Two Sheriff's deputies are under an internal review after video surfaced of an arrest in the North County this week.A 911 call was made Monday from a woman on Madera Lane, who said she was a domestic violence victim and being held against her will, according to the San Diego Sheriff's Department. Deputies responded and said they ultimately arrested Gerardo Martinez Jr., 23, and 50-year-old Gerardo Martinez Sr.MAP: Track crime happening in your neighborhoodThe younger was booked on charges including false imprisonment, assault with a deadly weapon, and disobeying a court order. SDSO charged Martinez Sr. with obstructing a public officer and removing someone from the lawful custody of a peace officer, though he has bailed out of custody.Video of the arrest, however, soon landed at least two deputies involved with the arrest in hot water. The footage posted on social media showed one of the men being led away in handcuffs before a deputy appears to shove him into a fence. The man's face is slammed into the wooden fence before the deputy leads him away.At the same time, four other deputies hold the second man to the ground, one of them appears to repeatedly strike the man in the head. It isn't clear if the man on the ground was also handcuffed or whether the deputy struck the man with a closed fist or open hand. Two deputies have been placed on administrative assignment, pending an internal investigation, SDSO said Wednesday. Investigators will be looking at body-worn camera and interviews with those involved in the incident."As we continue to gather and evaluate the facts of this case, the internal review might change in scope. This review will be comprehensive and include reviewing body-worn camera (BWC) video, all relevant reports and interviews with involved parties," the SDSO release said. 1925

VIENNA — Austrian authorities say at least one gunman, shooting apparently at random in a popular Vienna nightlife area hours before a coronavirus lockdown took effect, killed four people in an Islamic extremist attack. They said Tuesday that the suspect, who was shot and killed by police, was a young Austrian-North Macedonian dual citizen who had a previous terror conviction for attempting to join the Islamic State extremist group in Syria.Chancellor Sebastian Kurz said two men and two women died from their injuries in the attack Monday evening. He said a police officer who tried to get in the attacker’s way was shot and wounded, and another 14 people were hurt. Police have arrested several other people and searched 15 houses and apartments 759

WASHINGTON (AP) — A military whistleblower says federal officials sought some unusual crowd control devices — including one that’s been called a “heat ray” — to deal with protesters outside the White House on the June day that law enforcement forcibly cleared Lafayette Square. National Guard Maj. Adam DeMarco says the Defense Department’s lead military police officer for the National Capital Region sent an email asking if the D.C. National Guard possessed a long-range acoustic device — used to transmit loud noises — or an “Active Denial System," the so-called heat ray. DeMarco said he responded that the Guard was not in possession of either device. National Public Radio and The Washington Post first reported DeMarco’s testimony. 746

WASHINGTON — An Associated Press investigation has identified at least six sexual misconduct allegations involving senior FBI officials over the past five years, including two new claims brought this week by women who say they were sexually assaulted by ranking agents. The AP found several of the accused FBI officials were quietly transferred or retired, keeping their full pensions even when probes substantiated the sexual misconduct claims.Beyond that, federal law enforcement officials are afforded anonymity even after the disciplinary process runs its course, allowing them to land on their feet in the private sector or even remain in law enforcement.According to the AP's report, one FBI assistant director retired after he was accused of groping a female subordinate in a stairwell. Another official was found to have credibly harrassed eight employees, and another agent retired after he was accused of blackmailing an employee into sexual encounters."They're sweeping it under the rug," said a former FBI analyst who alleges in a new federal lawsuit that a supervisory special agent licked her face and groped her at a colleague's farewell party in 2017. "As the premier law enforcement organization that the FBI holds itself out to be, it's very disheartening when they allow people they know are criminals to retire and pursue careers in law enforcement-related fields.""They need a #MeToo moment," said Rep. Jackie Speier, D-California. "It's repugnant, and it underscores the fact that the FBI and many of our institutions are still good ol’-boy networks. It doesn't surprise me that, in terms of sexual assault and sexual harassment, they are still in the Dark Ages."In a statement, the FBI said it "maintains a zero-tolerance policy toward sexual harassment" and added that severe cases can result in criminal charges. The agency that the disciplinary process weighs "the credibility of the allegations, the severity of the conduct, and the rank and position of the individuals involved."Read the Associated Press' entire investigation here. 2067

Virginia voters elected the nation's first openly transgender candidate to the Virginia House of Delegates on Tuesday.Danica Roem unseated incumbent delegate Bob Marshall, who had been elected thirteen times over 26 years, according to Marshall's website. As of 9:07 p.m. ET, Democratic candidate Roem had 54.59% of the votes to Marshall's 45.36%, with 19 of 20 precincts reporting, according to the Virginia Department of Elections."Tonight, voters chose a smart, solutions-oriented trans leader over a divisive anti-LGBTQ demagogue -- sending a powerful message to anti-trans legislators all across the nation," said Aisha C. Moodie-Mills, president and CEO of Victory Fund -- a political action committee that works to increase the number of openly LGBTQ officials at all levels of government.Roem is the first openly transgender person elected to a state legislature in the US, according to Monica Roberts of the?TransGriot blog, which covers issues in the transgender community. Althea Garrison, elected in Massachusetts, was the first openly transgender person to serve in a state legislature, but did not campaign as an openly transgender person during her race in 1992.Planned Parenthood president Cecile Richards, also congratulated Roem in a?tweet : "Couldn't be more thrilled for Danica Roem. And good riddance to Bob Marshall, one of the most anti-choice, and anti-LGBTQ members of the VA House."Roem told Cosmopolitan in September that she views her gender identity as a strength."The message that I can succeed because of my gender, not despite it, because of who I am without being afraid of who I am is a human message," Roem said in the September interview with Cosmopolitan.Voters headed to the polls Tuesday for various races, including the Virginia and New Jersey governor races. 1851
