NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry.     The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing.     The government would offer more support in tax breaks, financing, and vocational training, Wang said.     The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion.     Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday.     More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong.     McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China.     The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.

BEIJING, Feb. 26 (Xinhua) -- Chinese authorities launched a website to handle public complaints regarding irregular practices during the selection and appointment of Party and government officials.     The public is encouraged to log on to the website (www.12380.gov.cn), launched by the Organization Department of the Communist Party of China (CPC) Central Committee, to report offences.     The site aims to improve public supervision and to ensure prompt detection and correction of offences involving official selection and appointment, the Organization Department said Thursday in a statement.     Complaints could be filed in anonymity, but real names were preferred, said the website. It requires informants to report problems truthfully and warns that fabrication and false charges could lead to legal punishment.     The website also said it mainly handles complaints about officials above the county level.     To prevent malicious or repetitious reporting and junk mail, informants can only submit a maximum of five complaints from one computer in a single day.     The Organization Department had already set up a report center for offences in official selection and appointment. In 2004, it opened an informant's hotline (12380).

BEIJING, March 26 (Xinhua) -- China on Thursday voiced its strong dissatisfaction over the new report by the U.S. Defense Department on China's military strength.     Hu Changming, spokesman of China's Defense Ministry, said the report severely distorted facts, censured China's legitimate and normal national defence development, and disseminated the mainland's "so-called military threat" to Taiwan.     "China is strongly dissatisfied with it and resolutely opposes it," said Hu. "China unswervingly sticks to a path of peaceful development and pursues a national defense policy which is purely defensive in nature."     Hu noted that China is not in an arms race of any form and constitutes no threat to other countries.     Hu said the report, which continued the dissemination of the "Chinese military threat" theory and severely distorted facts, was absolutely groundless.     Hu said Sino-U.S. military ties have not yet completely moved out the difficult period as many obstructions still await to be got over.     "The report, issued under such circumstance, could only bring negative influence to the resumption and development of bilateral military ties."     "We urge the United States to stop issuing such a report on China's military strength and immediately take effective measures to dispel the baneful influence caused by the report so that bilateral military ties will incur no further damages," Hu added.     The Pentagon on Wednesday released its annual report about the Chinese military repeating its complaint about "limited transparency." It questioned the "purposes and objectives" of the People's Liberation Army (PLA).

BAMAKO, Feb. 12 (Xinhua) -- Chinese President Hu Jintao Thursday vowed to increase aid to African countries, cancel part of their debts, and expand trade with and investment in these countries.     Hu made the statement while meeting with his Malian counterpart Amadou Toumany Toure.     Hu, making his first visit to this western African nation, was accorded a 21-gun salute in a welcome ceremony before the two presidents started talks.     This is Hu's second African tour since the landmark China-Africa summit in 2006 when Hu announced eight measures to promote ties with Africa, including massive tariff cuts and debt exemptions for scores of African countries, and doubling aid to Africa over a three-year period.     In the past two years, China has increased aid to African countries, eliminated tariff for goods from some least developed African nations, and cancelled parts of the debts owed by African countries, Chinese Assistant Foreign Minister Zhai Jun said days ahead of Hu's visit. TAIPEI, March 14 (Xinhua) -- Premier Wen Jiabao's press conference on Friday has drawn positive comments in Taiwan, making the headlines in Saturday's local newspapers and leading to a rise in the stock market.     Mainstream newspapers on the island hailed Wen's remarks of "Even if I can no longer walk, I will crawl to Taiwan" as a big goodwill sign from the mainland toward improving cross-straits relations.     The China Times, besides devoting its front page to the press conference, ran an op-ed piece saying that the premier gave an amazing answer to the Taiwan-related question.     The article said Wen used ordinary language in his speech to stay close to ordinary Chinese people, which sounded sincere and showed greater confidence from the leader.     The United Daily News also widely covered the press conference, saying that Wen's remark that "We can launch new economic stimulus policies at any time" demonstrates confidence and hope.     Zhang Wuyue, director of the institute of mainland studies in Taiwan's Tamkang University, told Xinhua that the premier's words would have positive influences on cross-straits relations and help them toward peaceful development.     A senior staffer at a Taiwan investment company said that the premier's warm remarks have prompted the surge of stocks that were originally facing pressure to fall.     Taiwan's benchmark weighted index rose by 142.74 points, or 3 percent, to close at 4, 897.39 on Friday, the highest since November. Tourism shares surged by an overall 6.3 percent.
