OLATHE, Kan. — Court documents released Monday say a Johnson County, Kansas mom was nearly successful in killing at least two of her children last month.Therese Roever faces three counts of attempted capital murder for allegedly drugging her three children on February 19.It wasn’t until her ex-husband arrived to pick up the kids that anyone knew something was wrong.Court documents indicate the ex-husband tried to get into the house for more than an hour but Roever did not open the door or answer the phone.When Roever finally let the ex-husband inside, he found his ex-wife “drugged and groggy.”First responders arrived to find the couple’s 7-year-old daughter on a bed not responding. Their 5-year-old initially got up from the bed but then stumbled to the ground. A third child, 7, was found in the bathroom crying.While the kids were en-route to the hospital, paramedics used Narcan – a drug commonly used to reduce the symptoms of opioid overdose – on two of the kids.Doctors told investigators that had police not arrived when they did, two of the children would have died.Roever remains in the Johnson County Jail on a million bond. (KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283

(KGTV) — The Oceanside Unified School District voted Thursday to return students to an all-online learning format to prevent any coronavirus outbreaks, as cases surge throughout the state.Starting Monday, all elementary schools in the district will move to distance learning."With the recent rapid rise of COVID-19 cases, and our commitment to keep staff at home who are feeling sick, we’ve experienced a direct impact on staffing," an email from the district read late Thursday. "As a result of compounding staff shortages, we are unable to provide the amount of substitutes needed to effectively run our schools and classrooms. Additionally, we are not permitted under public health guidance to reopen our secondary campuses while we are in the most restrictive purple tier.The district said in addition to the move for elementary schools, it will delay the secondary return to in-person classes until San Diego County returns to the "red tier" of California's reopening guidelines.Secondary learning centers will continue to support students and the district's elementary enrichment program will serve students pending staffing. The district's free curbside meals program will also still be offered to all district students during virtual learning.The district's winter break will go on as planned from Dec. 21, through Jan. 8, 2021.No changes were announced regarding the scheduled return to in-person class for middle and high school students in January. 1485
