Gavin Newsom ordered that flags at the state Capitol be flown at half-staff Tuesday in honor of the eight Marines and one Navy sailor who died when an amphibious assault vehicle sank during a training mission last week near San Clemente Island."Jennifer and I were heartbroken to learn of the loss of nine service members in an accident off San Clemente Island," Newsom said in a statement. "It is a painful reminder of the sacrifice of members of our armed forces, who put their lives on the line for us. We stand united in mourning with their families and fellow Marines and sailors."The amphibious troop-transport vehicle was en route to a waiting ship about 80 miles off the coast of Encinitas about 5:45 p.m. last Thursday when it started taking on water for unknown reasons, according to Lt. Gen. Joseph Osterman, commanding general of 1st MEF.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical status. One was upgraded to stable condition as of Sunday night, Marine officials said.The other five rescued Marines received clean bills of health and returned to their units.Lance Cpl. Guillermo S. Perez of New Braunfels, Texas, was pronounced dead at the scene of the accident. Perez was a rifleman with Bravo Company, Battalion Landing Team 1/4, 15th Marine Expeditionary Unit.The 15th MEU, 1st Marine Expeditionary Force and Makin Island Amphibious Ready Group worked for nearly two days to locate more survivors, but they concluded the search-and-rescue operation Saturday after 40 hours of searching across 1,324 square miles.The other eight lost service members were identified as:-- Pfc. SAN DIEGO (CNS) - A 21-year-old bitcoin dealer from Baja California was ordered held without bail Friday in connection with a 31-count indictment charging him with international money laundering and other financial crimes related to his digital-currency transactions.Jacob Burrell Campos, of Rosarito, was arrested Monday as he tried to enter the U.S. from Mexico through Otay Mesa Port of Entry.During a bond hearing Friday in federal court in San Diego, Assistant U.S. Attorney Robert Ciaffa described Burrell as a prolific bitcoin dealer who sold about 0,000 worth of the cryptocurrency to hundreds of buyers throughout the United States.The defendant conducted 971 transactions with more than 900 customers, accepting cash in person, through his bank accounts and via MoneyGram, according to prosecutors.As a bitcoin "exchanger" whose activities constituted a money- transmitting business, Burrell was required to register with the U.S. Department of Treasury and comply with all anti-money-laundering requirements, including reporting suspicious cash transactions, Ciaffa told U.S. Magistrate Judge Karen Crawford.Burrell, however, accepted cash "with no questions asked" and, in return for a 5 percent fee, supplied hundreds of people with an easy way to evade money-laundering laws applicable to all financial institutions, even those dealing in bitcoin, the assistant U.S. attorney alleged.Burrell's activities "blew a giant hole" through the framework of U.S law by soliciting and introducing into the nation's banking system close to million in unregulated cash, Ciaffa said.Burrell, charged with 28 counts of money laundering, sent 28 wire transfers totaling over 0,000 from his bank accounts in the U.S. to a bank account in Taiwan in the name of Bitfinex, according to the indictment.The defendant resorted to buying bitcoin through Bitfinex, a Hong Kong cryptocurrency exchange, after his account was closed by a U.S.-based bitcoin exchange for circumventing its identification-verification processes.The defendant, who was born in San Diego, allegedly conspired with others to smuggle over million in U.S. currency into the U.S. from Mexico in amounts slightly less than ,000 in order to avoid currency-reporting requirements.In all, the indictment charges the defendant with operating an illegal money-transmitting business, international money laundering, failing to maintain an anti-money-laundering program and conspiracy to structure monetary transactions.In ordering Burrell held without bail, the judge found that he posed a substantial risk of flight due to his significant ties to Mexico, citizenship in three countries, access to large sums of cash, lack of steady employment in the U.S. and alleged disdain for American laws. 2774

  

SAN DIEGO (CNS) - A DUI/Driver's License checkpoint in the Mission Bay area of San Diego resulted in 11 arrests, police said Saturday morning.More than 660 vehicles went through the checkpoint at 2600 Ingraham St., between 11:20 p.m. Friday and 3 a.m. Saturday and nearly 600 of those vehicles were screened, according to Officer Mark McCullough of the San Diego Police Department.Of the vehicles screened, 18 drivers were evaluated and 11 were arrested on suspicion of DUI in or near the checkpoint, including one driver who was taken into custody after he failed to stop for the checkpoint and crashed his vehicle, McCullough said.Police also cited seven drivers for unspecified violations and impounded nine vehicles.Another checkpoint is scheduled for Saturday, but the time and location were not immediately disclosed. 836
