Congress returned to work this week with two major things on its plate: pass a budget bill to avoid a government shutdown and get to work on another stimulus bill legislators have been talking about for months.Congress has until Dec. 11 to pass a budget bill, but there is no timeline on another stimulus package, as both Democrats and Republicans have failed to agree to terms on one.“I just want, more than anything, to be represented by people that understand,” said Ryan Nisly.In March, Nisly lost his job bartending. Only a few weeks later, he found a new one. But after the most recent round of shutdowns in his home state of Colorado, he has been relegated to working 5-10 hours a week.“I’ve had some bad moments,” said Nisly. “No matter your amount of resolve, it’s not enough sometimes if the entire deck is stacked against you.”Nisly, like so many millions of Americans, says he has been waiting for Congress to act and pass another stimulus bill. Since the CARES Act pumped more than trillion into the U.S. economy in late March, including a ,200 stimulus check to most Americans, Congress has stumbled to give any sort of meaningful relief to those, like Nisly, who need it.The Economic Policy Institute estimates between now and 2022, trillion in relief is needed, with an additional 0 billion annually through the end of 2024.“Americans could hardly be more cynical about government and its inability to act and this is a perfect example,” said Howard Gleckman, a fiscal policy expert at the Urban-Brookings Tax Policy Center.Gleckman says despite the need for financial help, he thinks the prospect of a new stimulus bill, with individual stimulus checks, is bleak at best until President-elect Joe Biden is sworn into office on Jan. 20.He says Democrats and Republicans are having trouble agreeing on where money from a stimulus should go. Republicans want a smaller package, while democrats want a larger one that gives money to cities that have been hit by declining tax revenue.“It’s really pretty simple. It’s not about substance it’s all about politics,” said Gleckman. “I think the best bet is that they’ll make an effort at this [and] fail. Sometime in the next week or so, [probably] at the last minute on Dec. 10, Congress will pass a budget bill and then go home.”Editor's Note: A previous version of this article incorrectly identified Howard Gleckman as Harold. Costco has updated its COVID-19 face mask policy.The wholesale club said beginning Monday, everyone, excluding children under the age of 2, must wear a face mask or face shield, even those with medical conditions."Members and guests must wear a face mask that covers their mouth and nose at all times. Individuals who are unable to wear a face mask due to a medical condition must wear a face shield. Children under the age of 2 are exempt. Entry to Costco will be granted only to those wearing a face mask or face shield," Costco stated on its Updates and Coronavirus Response page.The original policy, which went into effect in May, didn't require those with a medical condition to wear a mask.In a letter to members, President and CEO Craig Jelinek said that although some might see the updated policy may be inconvenient, its shoppers' safety is worth the inconvenience."Our goal is to continue to provide a safe shopping environment for our members and guests, and to provide a safe work environment for our employees," Jelinek said in the letter.Costco added that for those who cannot wear a mask or shield, delivery options are available on its website. 1168

Communities are still rebuilding after a Category 4 Hurricane Laura hit Louisiana in August.“I feel like I was coming to a third-world country when we came back," described Pam Abshire when she returned to southeast Louisiana home following the storm.As she assessed the damage to her home, Abshire began picking up shards of glass from the windows that were blown out by the hurricane.Abshire is an elementary school art teacher. She says she plans to use the glass for a project at school."They’ll have something to remember and they can hang on to," she said.The year 2020 has proven that Mother Nature knows how to challenge those who live in places like the Gulf Coast.In October, Hurricane Delta brought flooding, wind, and more pain to those who are still trying to clean up after Hurricane Laura less than two months ago.Dr. Tyson Green's home was destroyed by Laura and he doesn't know where his family of six will call home next. His family evacuated ahead of the storm, but he stayed behind to care for his patients. Now, he's raising thousands of dollars for frontline medical workers who lost everything in the storms.Other businesses, who were already struggling through the pandemic, are trying to stay afloat.As a man with a guitar plays upbeat music outside Jason Machulski's downtown Lake Charles market, business is giving him a positive outlook.Like many business owners this year, the pandemic has been a fight.“We provided toilet paper, essentials, meat, bread, cleaning supplies, but it hit us financially pretty bad," Machulski recalled.Hurricane Laura knocked his power out for a month. His lights are now back on, but for many others, they’ll stay dark.“A lot of businesses that are local staples are just gone," he said.The people of Lake Charles may wonder why Mother Nature chose them.“You just trust in God that he’s going to take care of things," said Abshire.For those still sifting through the rubble, rebuilding is less about why and more about what you can learn on the journey to recovery.“Picking up the pieces and going forward, and that’s what we’re going to do," Abshire said. 2124
