SAN DIEGO (KGTV) - A large crowd held a rally against a reopening rollback and another indoor closure Tuesday.The rally took place outside the steps of the County Administration building around 4 pm.The County has been on the cusp of moving into the most restrictive tier in the Governor's safe reopening plan. If that happens, many businesses would be required to close their indoor operations.Many at the rally pushed for local control. They say local leaders should be able to call the shots to reopen their communities safely.County Board Vice-Chair Jim Desmond spoke at the rally.The Board held a special meeting and closed session Monday evening.Board Chairman Greg Cox released the following statement after the meeting:"Tonight, our Board of Supervisors met in a special closed session and discussed our legal options regarding the State's reopening criteria and the effect on local businesses and schools. The Board did not vote on any actions. We will continue to work with the State to make sure the metrics accurately reflect the underlying dynamics of the pandemic in San Diego County. SAN DIEGO (KGTV) -- A man who was ambushed and shot eight times by two gunmen early Sunday morning suffered non-life-threatening injuries, a San Diego Police Department officer said.The shooting happened at around 12:20 a.m. at 4700 Uvas St. in the Chollas View neighborhood between 47th and Market streets in San Diego.A 27-year-old male victim was standing on the sidewalk when a white sedan pulled up, said SDPD officer Robert Heims. Two Hispanic males got out of the vehicle and fired several rounds at the victim, striking him eight times. The suspects got back in the car and fled northbound 4700 Uvas St., said Heims.The victim was transported to the hospital and with non-life-threatening injuries. No other information about the victim or his injuries was released at time.The suspects were described as Hispanic males wearing black plaid shirts. SAN DIEGO (KGTV) — A man wielding a metal chain was shot and killed by a two-year veteran of the San Diego Police Department this week, the department announced Saturday.SDPD said 48-year-old Vaugh Harrison Denham, of San Diego, was shot and killed by Officer Corey Pitts after Denham refused to obey officers' orders to drop a machete he had reportedly used to attack someone Wednesday.Police said they arrived at a violent disturbance call involving a "machete-style" weapon in the 4000 block of Boston Ave. just after 5 p.m. Police found a 57-year-old victim with injuries that suggested he'd been attacked with an "edged weapon."ORIGINAL STORY: Police investigating fatal officer-involved shooting in SouthcrestThe victim was taken to a nearby hospital with non-life threatening injuries.At the scene, police tried to contact Denham around the corner from the initial scene. SAN DIEGO (KGTV) - A missing former Navy SEAL reported missing earlier this month has been found, according to police.San Diego Police said Johnathan Steven Surmont, 45, was located in Los Angeles during the time he was reported missing.RELATED: San Diego Police searching for missing Navy SEAL veteran"A citizen" called SDPD to tell them Surmont was in Los Angeles, at which point the department's Missing Persons Unit confirmed the information."Although Surmont’s current whereabouts are not known to SDPD, he is no longer considered at-risk or a missing person," the department said in a release.Surmont was reported missing after he was last seen in August, telling his wife he was in a "rough place" in Los Angeles, according to a missing person bulletin from the SDPD. His vehicle was found four days later, on Sept. 3, in La Jolla. 866

SAN DIEGO (KGTV) -- A neighbor says San Diego Police were called to the home of Trevor Heitmann the morning of the deadly freeway crash.According to the CHP, the 18-year-old was in his McLaren sports car when he drove south in the northbound lanes of the 805 freeway near Sorrento Valley Thursday just before 5 p.m. He collided head on with an SUV. Both cars burst into flames.Aileen Pizarro and her 12-year-old daughter Aryana were killed instantly.Heitmann also died. A neighbor, who doesn't want to be identified, says she's known the family roughly 15 years, "he was a normal kid, we went to elementary school with him and everything was totally normal."RELATED: 'The Rock' sends message to grieving SD family"He went off to La Jolla Country Day from then on I mainly saw him playing basketball with a couple of guys in the street, " she said.She said once Heitmann, who was known on Twitter as "McSkillet," started getting into on line video games, he stopped playing basketball outside.The neighbor said she saw police at the family's Carmel Valley home Thursday morning just hours before the fatal crash."There were probably three police cars, I would guess five officers and they were talking to his mother out in the driveway," she said.RELATED: Statement from driver's family in fatal crashShe also noticed an SUV blocking the family's driveway. Heitmann's McLaren sportscar was in the garage and the door was open."Now it makes sense. Shortly after, she said she saw a CHP officer talking to Heitmann's dad.She says that's when she learned from the boy's father that the family had been worried about the 18-year-old's behavior."He told me five days earlier, that Trevor had just snapped, that was the word he used. This was him going back to the context of saying he had just snapped. These people were obviously very concerned to the degree that they called the police, especially in the face, they are very private people," she said.Clinical Psychologist Michelle Marie Carcel said forcing a kid who is over 18 to get psychiatric help can be complicated. She said parents need to be clear when calling 911 that they think their child is a danger to themselves or others."The most important thing is to really stress that in the call. I am concerned that my child is going to hurt themselves or hurt someone else, that kind of urgency really triggers that response from the officers," said Carcel.We don't know the circumstances of the call that day or if officers had contact with the 18-year-old. 4059
