SAN DIEGO (CNS) - The FBI reached out to the public Wednesday for help in tracking down a man who faces federal charges for allegedly operating San Diego-based pornographic websites that recruited young women and at least one teenage girl to engage in commercial sex acts by force, fraud and coercion.The federal agency has posted a reward of up to ,000 for information leading to the arrest of 37-year-old Michael James Pratt, who co-owned and ran online sites called "Girls Do Porn" and "Girls Do Toys."An indictment unsealed last fall alleges that Pratt also produced pornographic content involving a 16-year-old girl.Pratt and his co-defendants allegedly videotaped sex acts under the guise of distributing the footage only to private clients, then disseminated the clips online without the victims' knowledge or consent.In January, a judge awarded about million to nearly two dozen women who sued the owners and operators of GirlsDoPorn.com. The plaintiffs -- identified in court documents as Jane Does 1 through 22 -- were awarded just under .5 million in compensatory damages and .3 million in punitive damages.Superior Court Judge Kevin Enright ruled that the defendants falsely claimed that the videos would never appear on the internet and were instead solely filmed for DVDs to be sold to customers living outside the United States.Those lies were often bolstered by "reference women" who posed as models and provided "new recruits with false comfort that the experience (was) safe and enjoyable, and that (previously recorded) videos have never appeared online or been discovered by anyone in the models' lives," according to the judge's 187-page ruling.Also charged and awaiting trial in the case are company co-owner Matthew Isaac Wolfe; porn actor Ruben Andre Garcia; administrative assistant Valorie Moser; and Amberlyn Dee Nored, who is accused of lying to victims about how the pornography they were performing in would be distributed.Anyone who may have information on the whereabouts of Pratt is asked to contact the FBI at 858-320-1800 or contact the agency online at tips.fbi.gov. 2121

SAN DIEGO (CNS) - San Diego State University reported 23 new student cases of COVID-19 Sunday, bringing the total number of cases to 621 since the fall semester began Aug. 24.University officials said they were aware of 617 confirmed cases among students and four probable cases.The university has not received any reports of faculty or staff who have tested positive since fall instruction began, SDSU health officials said.The majority of the 621 cases are students living off-campus in San Diego. About 75% of students testing positive live in off-campus housing not managed by the university, with 73% of the cases among the freshman and sophomore classes, officials said.The university said the information is based on cases reported to Student Health Services by an individual or by a public health official."As more private labs administering tests, a possibility exists that not all cases are being reported to Student Health Services," according to the SDSU COVID-19 website. "Anyone who receives a positive COVID-19 test should fill out the SDSU's online COVID-19 reporting form."For privacy reasons, SDSU does not report names, affiliations or health conditions of students, faculty or staff who test positive for COVID-19 unless a public health agency advises that there is a health and public safety benefit to reporting such details."The university will also not disclose the specific location of the individual who was infected for privacy reasons and also because avoiding the physical location does not inherently lower a person's risk of infection; maintaining healthy practices such as physical distancing, wearing a facial covering and washing your hands are the best methods to lower your risk," according to the website.The university extended its stay-at-home order for students, directing them to stay in their current residences, except for essential needs, through 9 a.m. Monday. SAN DIEGO (CNS) - People who visited the Lucky Lady Casino in San Diego on weekends over a six-month period ending in late September may have been exposed to tuberculosis, county health officials reported Tuesday.The Health and Human Services Agency is working with the casino to inform patrons and staff who may have been exposed between Feb. 23 and Sept. 30, said county spokesman Jose A. Alvarez.HHSA will provide testing at no cost to patrons who were potentially exposed, Alvarez said. Testing will be offered from 10 a.m. to 1 p.m. on Dec. 8 and 9 at the casino at 5526 El Cajon Blvd., he said.People who visited the casino are encouraged to contact their doctor or county TB Control if they cannot get tested on Dec. 8 or 9, Alvarez said.Beginning Tuesday, testing is also being offered to casino staff at no cost by county Occupational Health, according to HHSA officials, who noted it can take eight to 10 weeks after exposure for someone to test positive for TB.Those wanting more information may call Lucky Lady Casino at (619) 287- 6690 or the county TB Control Program (619) 692-8621.Dr. Wilma Wooten, the county's public health officer, said most people who are exposed do not become infected. Symptoms include persistent cough, fever, night sweats and unexplained weight loss.The number of annual TB cases in San Diego County has decreased since the early 1990s, Alvarez said, with 258 cases reported in 2016, 237 in 2017 and 163 cases so far in 2018. 1691

  

SAN DIEGO (CNS) -- San Diego Gas & Electric announced Monday that its residential customers will get a 5% reduction in pricing starting July 1 to help them deal with hot weather while spending more time at home during the COVID-19 pandemic.The new pricing for customers enrolled in the Time-of-Use DR1 pricing plan will last through Oct. 31 and applies to all three time-of-use periods: on- peak, off-peak and super off-peak, according to SDG&E.With the new pricing, a customer using an average of 400 kWh per month could see a bill decrease of about .80 per month, according to the company.For customers in the California Alternate Rates for Energy Program -- a bill discount program that offers a reduction of 30% or more on monthly bills -- an average usage of 400 kWh per month could see a bill decrease of about .96 per month with the new pricing.The California Public Utilities Commission recently approved the new pricing plan, which will also implement a 4% increase in pricing from Nov. 1 through May 31."Given the financial hardships the pandemic has caused, providing some bill relief to our customers as summer approaches was a priority for us, and we are appreciative that the CPUC agreed," said Dan Skopec, SDG&E's vice president of regulatory affairs. "We also encourage our customers to take advantage of the assistance and bill relief programs we have available."Two other energy bill payment assistance programs are available for customers who meet income eligibility criteria. SAN DIEGO (CNS) - The city of San Diego announced a partnership today with Verizon to improve the city's wireless capacity and begin the process of introducing 5G cellular network technology.Verizon will make an investment of more than 0 million in local technology infrastructure, such as the installation of wireless equipment cells on city-owned light poles, to extend internet coverage and capability and increase public safety.The company will also offer 500 smartphones to the San Diego Police Department and 50 tablets to the San Diego Fire-Rescue Department to make their communication infrastructure more efficient."Together, we're creating a platform of innovation with the latest smart city technology, supporting the city's focus on creating a digitally inclusive and connected city that benefits all residents and businesses for decades to come,'' said Ed Chan, Verizon's senior vice president of engineering.Eventually, Verizon plans to roll out 5G technology in San Diego, which the city says will enhance the region's economic might.
