ESCONDIDO (KGTV) - Monday morning neighbors posted about a rash of graffiti in Escondido, a block away from Glen View Elementary school, outraged at the content and vandalism.On East Mission Avenue, just past Midway Drive, a home and two power boxes stained with black spray paint. One of the designs looked like a Star of David, causing concern online, worried the vandalism was anti-semitic."I noticed the graffiti over there, and that's just a disgrace," Grandmother Rose Ochoa said as she paused on her daily walk with two grandchildren on their way to pick up another grandchild."I feel disrespected. I feel like there's a lot of hate," Christina Landers said. She's lived in this neighborhood for about 27 years and said the graffiti has spread closer to her home, "it's crazy, it's like they're messing up our side of town.""I mean it's everywhere, you can't walk down a block without seeing it," Ochoa said. She moved to San Diego from Los Angeles and said she loves this neighborhood."I think they're too young to point it out right now," she said referencing her 4-year-old granddaughter and 2-year-old grandson, "and I'm thankful for that, but there's going to come a time that I'll have to explain it to them, and that's going to be hard because I teach them at home do not to write on the walls, do not write on the chairs and then we walk out here and see everything on the walls."One of the tags included what looked like the Star of David, concerning the owner of the home that was tagged."I talked to the guy, and the guy says I don't have any enemies I don't know why they'd do this to me?" That’s something that's escalated during the pandemic.“The COVID-19 pandemic has unveiled the underlying challenges as well as ugliness within our systems of care as well as communities in terms of institutional racism and bias as well as the socioeconomic conditions that lead to some of these outcomes,” said Gupta.A report touches on many different policy-based solutions that could improve access to maternity care, including expanding access to Medicaid for new moms from 60 days to 1 year after childbirth, allowing better access to midwives, reimbursement for doula care, and expansion of telehealth services. 1629

However, if that article is posted on social media and spread to hundreds of thousands of people, the person can only sue the individual who posted the article and cannot hold the social media company responsible for spreading the article.The wording of Section 230 also allows internet companies, and more specifically social platforms, to moderate their content by removing or censoring posts that are obscene, violent or otherwise violate that specific platform’s terms of service and standards, so long as the social platform is acting in “Good Samaritan’ blocking” of harmful content.This has allowed online social platforms to grow and thrive, offering a space for users to share their thoughts and opinions, without the fear that those thoughts and opinions will get the platform in trouble. The wording for Section 230 came from established case law, including a Supreme Court ruling in the middle part of the 20th Century, which held that bookstore owners cannot be held liable for selling books containing what some might consider obscene content. The Supreme Court said it would create a “chilling effect” if someone was held responsible for someone else’s content.“Today it protects both from liability for user posts as well as liability for any clams for moderating content,” said Jeff Kosseff, who wrote a book about Section 230 and how it created the internet as it is today.President Donald Trump in May signed an executive order that would clarify the scope of the immunity internet companies receive under Section 230.“Online platforms are engaging in selective censorship that is harming our national discourse,” the order reads.One of the issues raised in the executive order is the question of when does a social platform become a so-called “publisher” by making editorial decisions about the content on the platform. Those decisions include controlling the content allowed on the platform, what gets censored, and creating algorithms that spread certain content further or faster.Content publishers are held to different rules and responsibilities by the Federal Communications Commission. News publishers can be held liable for the content they share on their platform, either in print or online.The president’s executive order came after Twitter started adding a fact-check warning to his tweets that contain false or misleading information. The executive order does not allow the president to change the law, but rather encourages his administration to take a look at Section 230.Lawmakers on both sides have concerns about how social platforms are abusing the protection they receive under Section 230, and have held several committee meetings.Many experts agree Section 230 cannot just be removed.If social platforms are suddenly held responsible for the content on their sites, there could be a whole new level of moderation and censorship as they clamp down on anything remotely controversial and unproven - possibly including some of the president’s own posts.Instead, lawmakers are investigating what changes, if any, could be made to Section 230 to offer clarity for both users and internet companies, as well as set boundaries for potential liability. 4178

ESCONDIDO (CNS) - The driver of a Ford Mustang was killed when he reportedly crashed into three separate vehicles at a high speed on Interstate 15 in Escondido this morning, an officer said.A 25-year-old man was behind the wheel of a 2007 Ford Mustang around 6:20 a.m., heading south on I-15 just before state Route 78 when he approached stopped traffic and sideswiped a 2018 Ford Edge in the No. 2 lane of the freeway, according to California Highway Patrol Officer Kevin Smale.After the first crash, the Mustang struck a Ford F-450 two-axle truck stopped in the No. 1 lane, then another Ford F-450 in the No. 2 lane.The Mustang driver, who wasn't wearing a seatbelt, suffered major injuries and was taken to Palomar Medical Center, where he was pronounced dead, Smale said.Drugs and alcohol were not suspected to be factors in the crash.Lanes of southbound I-15 were blocked in the area for about two hours after the crash while investigators and emergency personnel worked, Smale said.All lanes were re-opened shortly before 9 a.m. 1042
